good morning from the studio 57 newsroom at cbs headquarters here in new york. good to be with you. i'm anne-marie green. hundreds of thousands of federal employees are set to return to work this morning following a historic government shutdown. meanwhile, bipartisan lawmakers are negotiating a deal over president trump's border wall to keep the government open, but mr. trump is not giving them very good odds of succeeding. marc liverman has the latest from new york. marc, good morning. >> reporter: good morning, anne-marie. the next deadline is now less than three weeks away. if leaders don't reach some compromise on border security by then, the federal workers will be back in the same boat again. hundreds of thousands of federal employees are back at work, and more importantly, getting paid now that the longest government shutdown in history is over. >> we hope that by the end of this week all of the back pay will be made up. and of course, the next payroll will go out on time. >> reporter: pam spraman was

furloughed from her irs job in ohio. >> i'm glad to be going back to so -- and m going ck with pay. >> reporter: the relief may be short-lived. >> he's willing to do whatever it takes to secure the border. >> reporter: mick mulvaney says that president trump is prepared to shut down the government again to get border security funding. a bipartisan group of 17 congress members has until february 15th to negotiate a deal. >> i'm reasonably optimistic. >> reporter: republican senator roy blunt is one of them. >> let's find solutions and not continue to disappoint the people we work for by not finding the ability to work together. >> reporter: president trump told the "wall street journal" he thinks the odds of them crafting something he can accept is less than 50/50. asked if he would take something less than $5.7 billion for a border wall, mr. trump said, "i doubt it." democrats have refused to offer any money for his wall. >> the fifth century solution to a 21st century problem.

>> reporter: last week the president said he will declare a national emergency if necessary. t n wednesday.n group meets for meanwhile, a government watchdog group says because of the shutdown it will likely take the irs at least a year to return to normal operations. >> wow, marc liverman in new york. thank you very much. president trump's former campaign adviser roger stone is insisting that he is innocent as he prepares to appear in court tomorrow. stone is the sixth associate of president trump to be charged in connection with special counsel robert mueller's russia probe. jeff pegues spoke to stone in ft. lauderdale where he's out on bail. >> reporter: with his next court appearance on tuesday, indicted former trump adviser roger stone suggested he may be open to cooperating with the special counsel.

>> i'm going to tell the truth no matter what. i have no intention of not telling the truth. i have never not told the truth disproven. >> reporter: according to court papers, he spoke to senior trump campaign officials about wikileaks' future releases of information stolen from democratic computer systems by russian-backed hackers. stone, who has been friends with the president for decades, has denied that he ever shared information about wikileaks with then-candidate trump in 2016. in a tweet saturday, president trump mentioned stone's indictment and the dossier which he called a "total, phony con job." the dossier compiled by former british spy christopher steele was one piece of information that led the fbi to launch the russia investigation in 2016. the special counsel is seeking to determine if there wa coordination between russian operatives and the trump campaign. stone faces seven counts of lying, obstruction, and witness tampering. adding up the charges, counts,

that's 45 years behind bars. would you serve 45 years behind bars if you're found guilty? >> i don't answer hypothetical questions. i'm going to be acquitted, and i will be vindicated. >> reporter: the indictment also alleges that stone communicated with someone identified in court papers as person one about wikileaks. conservative author and conspiracy theorist jerome corsi says that he is person one, and that he is willing to testify against stone who is preparing to leave his south florida home for washington. jeff pegues, cbs news, ft. lauderdale. a new round of dangerously cold weather is expected in the midwest and northeast this week. it will dump snow from the northern plains into the great lakes creating hazards for travels. blizzard conditions will be impacting north and south dakota. arctic air with bone-chilling temperatures are expected starting tomorrow.

minnesota could dive down to 59 degrees below zero by wednesday. meteorologist lauren casey of our philadelphia station kwy has more on the polar vortex. >> reporter: it's back as we head into the upcoming week. the polar vortex will make another appearance. the polar vortex is a persistent upper-level low positioned over the north pole or giant chunk of very cold air that's going to surge southward into portions the midwest and northeast as we head into the upcoming week and present dangerous windchill temperatures for places like chicago and minneapolis. check out the numbers. windchill values down to 55, 59 below zero as we head into wednesday morning. at these levels, frostbite can set in on exposed skin in a matter of minutes. the cold, arctic air moves eastbound as we head into the remainder of the week, arriving here in philadelphia by thursday morning, pushing our windchill values down to sub-zero. also with this cold air, we'll see the quit hit of snowfall tuesday into wednesday for major cities including washington, d.c., philadelphia,

and new york. it could present travel problems as we head into wednesday. for cbs news, i'm meteorologist lauren casey. a man accused of killing five people in louisiana is in custody. 21-year-old dakota theriot shot and killed his girlfriend, her father and brother, near walker, louisiana, saturday. a 7-year-old and 1-year-old escaped from the location. theriot allegedly went to his parents' home near baton rouge and shot them before fleeing. his father was able to identify his son as the shooter to police before he died. >> the father was gravely injured at the time we found him and since passed away. we was able to get a dying declaration from him. only enough information to let us know that it was his son that committed this act. >> a multistate manhunt led police to the home of theriot's grandmother in richmond, virginia, yesterday. 1,100 miles away. he was apprehended outside of

that house, and no motive has been identified. rescuers in southeastern brazil are struggling through treacherous conditions as they search for up to 300 people missing after a dam collapsed. at least 58 people were killed when the mining dam burst and triggered a mudslide on friday. the reddish-brown mud is up to 24-feet deep in places, and it is slowing down rescue and recovery efforts. the venezuelan opposition leader who is challenging the legitimacy of president nicolas maduro is calling for more protests. self-proclaimed interim president juan guaido urged venezuelans to take to the streets yesterday in a live broadcast. he said he's planning public acts of protest for wednesday and saturday. guaido declared himself interim president last week. hundreds of thousands of venezuelans demonstrated against the country's failing economy and demanded maduro step aside. the u.s. and many other nations say maduro's re-election last may was invalid.

islamic militants claimed responsibility for two bombings that killed at least 20 people at a catholic church in the philippines. one bomb exploded inside the cathedral on the southern island of jolo. the second went off outside as government forces were responding. more than 100 people were wounded. president rodrigo duterte is expected to meet with survivors and visit the cathedral today. still to come, extreme road rage. a man clings to the hood of a speeding car in an incident in massachusetts. and a superhero movie ruled at the s.a.g. awards last night. this is the "cbs morning news." ruled at the s.a.g. awards last night. this is the "cbs morning news." gentle means everything,

>> that's california democratic senator kamala harris formally kicking off her campaign for the white house at a rally yesterday in oakland. harris is from oakland. she joins a growing number of candidates vying for the democratic nomination. there was a case of extreme road rage in massachusetts, and the end may be near for the war in afghanistan. those are some of the headlines on the "morning newsstand." "the washington times" reports the trump administration is making progress on a tentative peace deal with the taliban that would end the war in afghanistan. top u.s. officials reportedly say they are closer than ever to a comprehensive agreement after nearly two decades of fighting in america's longest war. this after meetings in qatar with senior taliban leaders. a taliban spokesman says progress has been made, but there are can be no deal until all u.s. troops are withdrawn. "the boston herald" reports two drivers involved in a high-speed road-rage incident are due in court today. friday two vehicles were

involved in a minor accident on the mass turnpike. investigators say one of the drivers got out of his vehicle and jumped on the hood of the other car. the driver took off, reaching speeds of up to 70 miles per hour. 65-year-old richard kamrowski smashed the windshield with a water bottle and called 911 while he clung to the hood. >> i just kept telling him, stop the car, stop the car. and he wouldn't stop. >> reporter: the incident ended when another driver pulled a legally licensed gun and ordered the man driving the vehicle to get out until polire "reuters" says far right polish nationalists protested at the auschwitz concentration camp. it happened at the same time as an annual commemoration was held to mark the camp's liberation in 1945. dozens of protesters wrapped in polish flags gathered in a different part of the camp as polish officials and holocaust survivors took part in international holocaust remembrance day.

♪ on the cbs "money watch," tax season opens, and a major drugmaker is pivoting to cancer treatment. wendy gillette has that and more. good morning. >> reporter: good morning. shares in asia were mixed after president trump temporarily reopened the u.s. government. u.s. indices closed higher friday, recovering most losses from earlier last week. the markets rallied after a report that the federal reserve may slow down or end the reduction in the size of the securities portfolio. the dow jones industrials jumped 184 points, the s&p 500 rose 22 points, and the nasdaq composite increased 91 points. tax season kicks off today. this will be the first time the irs implements the tax cuts and jobs act which went into effect in 2018. the new law doubled the standard

deduction, eliminated personal d limited itemized deductions. the child tax credit also doubled in 2018. and there's a new $10,000 deduction cap on state and local taxes. pfizer is increasing its lineup of cancer drugs. the pharmaceutical giant now sells 17 cancer drugs. four were approved at the end of last year. the company is projected to make $8.3 billion in sales of these drugs this year. pfizer expects oncology products to outsell the primary care medicines the company is known for this year. first-class mail forever stamps now cost five cents more. the u.s. postal service bumped the price of forever stamps from 50 to 55 cents yesterday. however, old forever stamps are still valid. priority mail prices also jumped nearly 6%. postcard rates remain the same. the postal service suffered a loss of nearly $4 billion in 2018 even though package deliveries increased. and "glass" dominated the

[ cheers ] that is novak djokovic reacting to his record-breaking seventh australian open the tournament's number-one seed overwhelmed the number-two seed rafael nadal 6-3, 6-2, 6-3 yesterday in melbourne. it's djokovic's third consecutive grand slam title and 15th overall. and the new england patriots and los angeles rams are in atlanta for next sunday's super bowl. both seems got elaborate sendoff yesterday. ♪ [ cheers ] the rams held a preflight rally in englewood, california, at the construction site where the new stadium is being built. an estimated 35,000 people came to gillette stadium in foxboro, massachusetts, to cheer on the patriots. the patriots arrived in atlanta several hours later on their red, white, and blue patriots-colored plane. a reminder, you can watch the super bowl next sunday here on

proving a risky ride. jamie yuccas shows us the dangers of e-scooters. >> reporter: electric scooters are fun and convenient, but they're also responsible for a surge in broken body parts. >> pretty much every bone in the body including the spine -- >> reporter: emergency physician dr. tarak trivedi began documenting injuries in his e.r. shortly after scooters rolled out in los angeles in 2017. in just one year, some 228 riders zipping around people and cars at speeds up to 15 miles per hour landed in trauma rooms at ucla.ri resulti >> i have an incision all the way down to here. >> reporter: adele hughes hromco was excited to try an electric scooter for the first time. she says her accident happened 20 minutes into her ride. >> and i went plunging down on to my right leg. didn't fall, but my femur went

through my tibia. >> reporter: legally you must be 18-years-old to ride a scooter in the golden state. even so, ucla hospitals report they've treated patients from the age of 8 to 89. the study also notes physicians found about 5% of patients were riding while intoxicated. there are also reports of fatal accidents, but currently there are no studies with concrete numbers. dr. trivedi prefers a scooter. he rides one everywhere. >> i don't even own a car in los angeles. >> reporter: what the does does own is a helmet. under current state law, riders are not required to wear one. the study found more than 94% of patients chose not to. some suffered life-threatening injuries. >> five patients did have intracranial hemorrh fast-moving machines so it's likely the injuries will still be coming fast and furious. jamie yuccas, cbs news, los angeles. coming up this morning,
