the west and the east. the temperature are freezing. check out the famous fountain in the extreme cold. >> we have more on the bitter cold and when people will finally get some relief. the upper midwest is dealing with wind chill warnings still in effect and check out how cold it is right now. 2 degrees in detroit. seven below in chicago and nine below in minneapolis. current temperatures at this hour. factoring in the winds, the current wind chill feels like temperatures, it feels more like 16 in detroit, 24 degrees below in chicago and 26 degrees below in minneapolis. so we are dealing with dangerous

temperature dropped to 3 degrees setting a new low but the wind chill made it feel like a -13 degrees. a warm up is on the horizon. areas like chicago will thaw out from the -23 degrees and bask in the mid-40s and 50s this weekend. tomorrow in the upper midwest, we will be in the teens and 20s and saturday, finally above freezing for them. what a different story for us in the bay area with temperatures in the 50s and we are looking at dry conditions, as well. i want to show you our 24 hour rainfall totals with that first system rolling through picking up 63 hundredths. about a half of the and inch of rain for san francisco. a quarter of an inch of rain in oakland and as for san jose, we

are tracking our next storm system. it is going to be a stronger storm system and the rain and wind and a lot of snow. i will time it out for you on futurecast taking it hour by hour coming up. today, pg&e is filing preliminary motions for its bankruptcy case. we are live at the courthouse with details. >> reporter: i have nine pages of motions that the judge is trying to go through step-by- step. what became abundantly clear this morning is that this is going to be a whole mess, this bankruptcy process. we have a lot of bloggers and therefore creditors, vendors and fire victims are getting ramped up to argue why they should be paid first. the motions ude pg&e's quest for approval to continue paying its 24,000 employees and to borrow $5.5 billion from banks.

pg&e officially filed for chapter 11 bankruptcy protection tuesday amid protection liabilities from recent wildfires, up to $50 billion. the bankruptcy filing allows the company to freeze its current debt and continued functioning but it could continue to drive up electricity rates for consumers , jeopardize california's plans for renewable energy and lead to smaller payouts for fire victims. but pg&e's lawyer made it clear he does not want it to look like they are trying to avoid their responsibility for the buyers. he said just the opposite. they are trying to establish a trust that would allow more fair and expeditious payments to fire victims. we will see how it all unfolds. kpix 5 news . new at noon, survivors of the deadly camp fire are

demanding pg&e compensate fire victims. this comes after the state's public utility commission voted monday to allow pg&e to borrow up to $6 billion to continue operations. one protester calls it another bailout for the utility. >> we feel that the decision this week to let pg&e enter chapter 11 bankruptcy is going to lead to them paying big banks like citibank and investors before they pay regular californians. >> reporter: the boat does not encourage the utility to raise rates. a man shot in oakland this morning has died. just after 7:00 in the 900 block of 40th avenue. he was pronounced dead at the scene. no word on any suspects. also, police say that this man, juan antonio rodriguez, is behind bars, accused of breaking into 10 cars between tuesday and wednesday of this week. in the area of build in regional park. rodriguez faces 5 counts of

burglary. we are getting hour first look this afternoon of the last time a bay area woman was spotted before she suddenly vanished. 38-year-old crystal mahoney went missing over the weekend. friends say she suffers from a life-threatening chronic illness and fear she is in great danger. mahoney was on saturday afternoon with her dog buddy. police say her wallet and phone were found on a muni bus later that day and buddy was found wandering on grant and geary that night. her family is offering a 5 reward for anyone. now on administrative leave. and is raiders saying president trump... now says he's not waiting on congress anymore... move forwar for now, the priest is not allowed to work as a priest. president trump now says he is waiting on congress anymore

that includes high blood pressure, stroke and heart failure. the report from the american heart association notes new guidelines say people with a blood pressure reading of 130/80 can be considered hypertensive and deaths blamed on cardiovascular disease are on the rise again after a decade of decline. let's look at our forecast and it looks a bit cloudy out there. also, a little bit of sunshine. let's show you our temperatures. we are looking at 50s and low 60s right now. 87 in oakland. the nine in livermore. 62 in san jose and santa rosa coming in at 52. we are on the rise and just a few light showers and sprinkles over the peninsula and across the south bay.about it.

we are looking dry and we are tracking our next storm system arriving for tomorrow and we do have a flash flood watch that is going to be in effect friday evening through late friday night for the entire bay area. every rainfall over a short period of time and that means the possibility of a rapid water rise and of course, turn around and don't drown. and a high wind watch that can set friday at 3 p.m. until saturday at 6:00 p.m. for the entire bay area. the winds get going first and we will see that brain, wind gusts up to 60 miles an hour. the satellite and radar view, that brought the rain last night into early morning hours and there is that second storm that we are watching very closely that will bring the wind and rain and the snow up into the sierra. as we go into the afternoon today, looking at partly sunny

skies and dry conditions. tomorrow morning, we could see a few showers in the north bay but here we go with that rain in the afternoon. writing in the afternoon and that continues for friday night and then into saturday morning as we are watching the rain, the wind and we will see showers for super bowl sunday as well. of course, with that rain, we will have that snow up in the sierra and i will winter storm watch over the passes, up to 48 inches of snow possible. your daytime highs today, looking at the low to mid 60s for many locations. 63 for oakland. 65% josi as well as santa rosa. there is your forecast as we are looking at the rain and wind. friday afternoon and evening. we will have that sunshine by the middle part of next week. in livermore firefighter is among the 18 castaways who will compete on the next season of the cbs hit show, survivor.
