of the virginia capitol scandal prepares to tell her story prepares to tell her story publicly. captioning funded by cbs and good morning from the studio 57 newsroom at cbs news headquarters here in new york. i'm brook silva-braga in for anne-marie. glad to have you with us. wintry winter is taking aim at much of the country with tens of millions of americans feeling the impact. a large storm in the central plains is quickly moving into the northeast and is expected to dump heavy snow. the northwest is also getting hit with a new round of snow.er advisories are in effect in there. yesterday, seattle saw over 5 inches of accumulation. and parts of the pacific northwest are expected to see heavy snowfall every day this week. the midwest was also hit hard yesterday. milwaukee, wisconsin, saw several inches of snow. chief meteorologist from our affiliate in milwaukee drew burgoyne has more on the forecast. and a winter storm moving

throughout the northeast and it will be tracking the northeast. everything in pink, those are winter storm warnings and extends west of new york and boston, throughout maine and pennsylvania. it is going to be a messy morning throughout the afternoon. expect a lot of flight delays and cancellations. let's first start in the midwest. that's where the snow is falling as we speak. and it's definitely mixing around the chicagoland area. they could see an inch or two of snow, but also mixing in with freezing rain and sleet. to the north of milwaukee, green bay, most of wisconsin could see between 6, 10, maybe even a foot of snow especially for central and northern parts of the state. all snow there. that snow tracks into ann arbor and detroit in the evening time. but what about the northeast? now, you're quiet right now, but by the morning time, that snow is going to start to move in, in new york. 9:00 a.m., we'll start to see the snow.

it will be increasing and by the afternoon it will sw bac over, so you'll start with snow and it mixes out. more snow through boston and hartford. and that snow is really coming down. boston could pick up 4 to 6 inches of snow. mixing that, as well. and we'll see the highest totals. call ahead if you have travel plans. highs in the united states, new york, at 32 today including chicago, milwaukee at 31. cold in minneapolis at 23. 43 in albuquerque, and los angeles up to 64 degrees. i'm meteorologist drew burgoyne for cbs news. congressional leaders have reached a deal. this was a big late-night development, marc liverman is here in new york with more on it. good morning, marc. >> good morning, brook. this is obviously a huge step in avoiding another government shutdown, but it's not over yet. the president has to agree to terms and so far it's not clear if that will happen. >> reached an agreement in principle. >> reporter: lawmakers on

capitol hill say they've struck a deal to avert another partial government shutdown. >> not a single one of us is going to get every single thing we want. but nobody has asked, are getting what's best for the united states. >> reporter: congress will pass a bill by the friday deadline. >> is the white house in? >> we think so. we haven't put all of the particulars together yet. but we believe with the last they have given us they were supported. >> reporter: the bill contains $1.3 billion for 55 miles of border fencing, far less than the $5.7 billion the president has asked for. >> but if we had proper border security, including a very powerful wall, we wouldn't have to work so hard. >> reporter: as lawmakers were working, president trump was holding a campaign-style rally in texas. >> if we didn't do that shutdown, we would not have been able to show this country, these politicians, the world, what the held is happening with the border.

>> reporter: it's unclear if president trump supports the deal. >> it's hard to even fathom. we're just now starting to get caught back up. >> reporter: 800,000 government workers are again facing the prospect of missing more paychecks. >> what we've done is cut back on any extra things. going to the movies, eating out. >> reporter: more details of the funding bill are expected to be released later today. and white house officials say they're waiting for the particulars before commenting. the agreement also includes new technologies like advance screening at border entry points and more customs officers. brook. >> okay. marc liverman here in new york. we'll see what the house says. thanks so much. one of the two women accusing virginia's lieutenant governor of sexual assault is expected to speak publicly tonight. for the first time since the scandal broke. vanessa tyson claims lieutenant governor justin fax fair assaulted her in 2004.

fairfax said the contact was consensual. tyson is scheduled to be at a stanford university event on the me too movement. this as governor ralph northam maintains he will not step down because of a racist yearbook photo. ed o'keefe reports from richmond. >> reporter: in richmond, members of the african-american community say they stand by the governor, despite the revelation that he had a racist photo on his yearbook page. >> we have evaluated the governor's past performance, and we have known him and choose to forgive. >> reporter: but in that interview with gayle king, northam raised further questions about his understanding of racial issues when he referred to slaves as indentured servants. >> just 90 miles from here in 1619, the first indentured servants from africa landed on our shores sat what we call now ft. monroe. >> also known as slavery. >> yeah. >> reporter: in a statement,

northam said a historian advised me that the use of indentured was more accurate than slave. the fact is, i'm still learning and getting it right. meanwhile, justin fairfax showed up for work as he faces allegations of assault. >> for these allegations and i'm still very much -- >> reporter: for now, he appears to hold off an impeachment push as delegae patrick hope delayed his articles of impeachment. >> we haven't figured out if that's an appropriate vehicle to do it. >> reporter: in an interview with "the washington post," fairfax again denied allegations by two women of sexual assault and rape. i am still standing up for everyone's right to be heard, he said. but i'm also standing up for due process. ed o'keefe, cbs news, richmond, virginia. one of the first muslim american female members of congress is apologizing for comments that some view as anti-semitic. ilhan omar suggested in a pair of tweets over the weekend that

who wrote a tell-all book is now suing president trump. chris sims is trying to stop the president from silencing as he promotes his new book. sims is seeking an injunction against the nondisclosure agreement that the president had him sign at the white house. the book "team of vipers" will be released next month. senate testimony by michael cohen will be postponed. cohen's attorneys say it's for medical reasons. he was under subpoena by the senate intelligence committee and was set to testify. he was scheduled to talk with them behind closed doors. this marks the third time cohen has postponed testimony. he's set to start a three-year prison sentence in march. coming up on the "morning news," the search for a mother after a newborn baby is abandoned on a road in central california. and a wild discovery. an abandoned house in houston. this is the "cbs morning news."

on the hawaiian island of maui, after a powerful winter storm dumped a coating of snow. yes, snow, yes, hawaii. the storm also brought 70-mile-per-hour winds toppling trees on several islands. damaged roofs, knocked out power and caused huge waves which flooded some coastal roads. some people were hurt. a surprise discovery in a vacant house in houston, and the search for a baby's mother are some of the headlines on the morning newsstands today. the fresno bee reports an abandoned newborn baby is in good condition after being found in a central california road in near freezing temperatures. the little girl was wearing only a onesie when she was discovered by a newspaper carrier early yesterday morning. good thing for newspaper delivery. my goodness. he said he noticed something in the middle of the road and then heard the baby crying. >> you could see the umbilical cord still attached to it.

so this baby was barely born. i can't tell for how long. >> sheriff's officials say a man walking his dog was approached by a woman in a suv asking him to take her baby. the man refused. he suggested that she take the newborn to a fire station or a hospital. the search is on for the mother. the "houston chronicle" reports, five members of a family were shot to death at a rank. polk county officials say two men were found dead inside a home 75 miles northeast of houston. two women and a young 15-month-old child were discovered outside. the victims are identified as ashley delaney, her husband randy horn, their daughter and the daughter's great grandparents. she said she awoke to popping noises and called her son who called authorities. >> it's a small podunk town. it's polk county for you.

i never thought this would happen. >> the two sheriff's deputies said a firearm was recovered from the house. there's no comment from the suspect but he declined to call it a murder suicide. and a prehistoric french culture may have inspired the construction of stonehenge. the study published in the journal proceedings of the national academy of sciences says an ancient culture that emerged from northwest france may have started building the monuments around 7,000 years ago. the megalith could have spread around europe for the next 1,000 years. there are about 35,000 of these structures throughout the continent. the cbs affiliate khou said a tiger was found inside an abandoned home. authoritied received an anonymous call yesterday from people who have gone into the home and, yes, discovered a tiger. >> they were going into this vacant house to smoke marijuana.

here's a look at today's forecast in some cities around the country. on the "cbs moneywatch" this morning, a recall of frozen chicken meals and barbie in a wheelchair makes her debut. diane king hall is at the new york stock exchange, good morning, diane. >> good morning. we'll start with this, earnings still the focus on wall street, nearly 83% of s&p 500 companies have reported resulted among the key names on deck, under armour will kick off. and groupon and trip adviser reports after the market closes. on monday, the dow lost 53 points, the s&p 500 edged up a point and the nasdaq added nine.

whether he supports the deal. the fda has announced a crackdown on dietary supplements. two-thirds of americans take officials warn some supplements contain ingredients that do not work as promised. anna werner has more. >> reporter: in a statement announcing the food and drug administration's actions, commissioner gottlieb said 12 warning letters and five advisory letters had been sent to supplement companies whose products the agency says have been illegally marketed as unapproved new drugs because they claim to prevent, treat or cure alzheimer's disease, as well as other conditions like diabetes and cancer. the fda found one company claimed its product had proven effectiveness against numerous deadly viruses. and another had touted reducing symptoms of cognitive decline. in the 25 years since the fda began regulating dietary supplements, they have become a $40 billion industry. gottlieb said in an online statement, that he's concerned
