lot of rain and damaging winds. thank you for joining us. >> we are taking a look outside right now. we are looking at gloomy skies over much of the bay area right now. clouds are looming as a big storm moves in.>> mary lee is timing out the rain and wind. >> reporter: light rain is beginning to move in on the doppler across the north bay. you can see all of the rain offshore. let's zoom into the north bay and you can see light rain down through santa rosa. your brain headlines, light rain starts to move in this evening. the storm used time period will be from midnight until noon tomorrow. we are looking at a flood threat with rain and snow. let's talk about the high wind warning that is going to be in effect until 10 am on thursday for most of the bay area. we will have winds and a flash

flood watch for most of the reason. highways and small streams may flood. there could be debris flows. we will talk about the sierra because we have a winter storm warning for the lake tahoe area and a storm watch for the sierra. looking at snow levels rising, possibly 1000 feet. peaks could see up to five feet of snow. let's show you video of the sierra. last week, we saw anywhere from 90-100 inches of snow for this sierra. what is going to be interesting with five feet of snow for the highest peaks in the higher elevations, but the lower elevations could see rain, maybe snowmelt and the possibility of flooding. we are going to talk all about this. this storm with the rain and wind coming up. the recent storms are putting reservoirs on the brink of overflowing. the danger this next storm

could bring. >> reporter: of all the reservoirs in the water district, only one is at full capacity, the u.s. has been doing this for the past nine days. even with an atmospheric river on the horizon, the water district is not worried for now. >> at last check, we were hovering above capacity, which means there has been an outflow for more than a week. the reservoir is a sight to behold on this call tuesday morning. the water at uvis was as smooth as a mirror. >> i do not get a sense of dread or worry from this atmospheric river. ndout more later today. the reservoirs are only at half capacity, so we still have room monitor the storm and make adjustments as we go.>> the water district is increasing the outflow from several

governor newsom has just finished his first state of the state address. he touched on many issues, but perhaps the biggest .>be real, current project as planned would cost too much and take too long. there has been too little oversight and not enough transparency. right now, there simply is not a path to get from sacramento to san diego, let alone from san francisco to los angeles. i wish there were. however, we do have the capacity to complete a high- speed rail link between merced and bakersfield. >> the governor emphasized he is not abandoning the project altogether, but there are no longer plans to build the bullet train n hern caia stead, the real products will linkieof preset and

just reached a verdict in the trial of joaquin guzman . hillary reports on the charges that could put him in prison for the rest of his life.>> reporter: a federal jury found joaquin guzman guilty of multiple drug smuggling and money laundering charges. this dates back to the 1980s. prosecutors allege he was the mastermind behind the drug cartel, a multibillion-dollar drug gang that trafficked cocaine, methamphetamine and marijuana into the u.s. during the three-month trial, more than 50 witnesses testified against the accused drug kingpin including 13 former associates who claim the 61- year-old used bribes to protect his pipeline. the trial also revealed how el >> even a tel uge drs choint submarine. >> you had cocaine going into jars of jalapenos.>> el chapo

the suspects using the suv, pulling the atm off-the-wall. then they slowly pull around the corner with the machine trailing behind. here is a look at the aftermath. you can see a chain that may have been used to yank the machine from the wall, some wires and what looks like receipt paper. police say the suv was stolen from albany in the suspects are still on the loose. a gas leak is forcing kids to go to class without heat in this cold weather. a spokesperson confirmed brookfield elementary has been without gas since thursday. the gas leak forced the school to shut off all gas service. no gas means no heat.>> it has been a cold and wet winter. we know this is going to last a while, so we are cognizant of this. we want to make sure kids are warm and they can focus on it is hard to focus when you are cold. this is what we want to make

sure we we need to get done. >> the district gave the school 18 space heaters, but there is no hot food. repairs will take four days and with the rain coming up that work requires good weather. that could be a problem. >> crews are investigating after an rv caught fire . this happened this morning near grand avenue and wood street. you can see all the smoke filling the freeway. right now, no word of any injuries. meanwhile, crews are busy investigating another fire. this time it was at a warehouse. flames tore through the building on walnut avenue this morning. one person suffered minor burns. the fire was knocked down in about 30 minutes. a san mateo supervisor introduced an ordinance today improv age quirements for firearms. that would require

satellite and radar view, there is this low-pressure system here from the gulf of alaska. it will tap into this tropical moisture. the low that moved over hawaii brought the snow to maui. those weather features are going to combine and because of that, we have an atmospheric event we are tracking closely for you. as we go through the rest of the day, here we are at 5 pm. light rain begins to move in and as we had three overnight into tomorrow morning, things get going for us with heavy rain as well as strong winds. this is on future test tomorrow at 6 am. the yellow and red is indicating heavy downpours. we are looking at rain as we go through the afternoon. then another wave roles in for thursday morning. we will show you how much rain we could see come up to six inches for the mountains, up to five santa cruz. up to three inches of rain for east bay and one and a half for south bay. future cast wins, we will see
