down through the valley. right over the golden gate. the bridge into san francisco, like rain across the bay bridge. berkeley, oakland, a flood report. let's show you the winds because we are still clocking some strong winds. 28 and half moon bay and 27 out of the south, southeast. redwood city looking at 20 mile an hour winds sustained. 25 for antioch. someocations had a flood ding. a warning. a flash flood watch for most of a nd rning and wind advisories still in effect now through tomorrow morning and we have the winter storm warning

in effect for the sierra but we will time it out and thank you hour by hour, what you can expect and what is next with the storm tracking rain and wind. we will let you know in a few minutes. as if all of the rain was not bad enough, the east bay community was overwhelmed with lots of water after a water main break. wilson walker is live on the scene to show us the damage. >> reporter: yeah, a mess on top of the mess here. for one driver, it was a rough and to the morning commute. take a look. >> so i got a call from my friend on his way to work and he says, there is this little mud puddle in front of your house and i didn't think much of it because of the storm and my wife looks out the window and she says, oh my god!

come and look at this! there is water shooting out of the air. >> firefighters arrived on the scene just as she was stuck in the sinkhole and they were able to a service assist her out of the vehicle. >> reporter: coming up, water and a lot of mud overwhelming the storm drains sending water pouring down on the houses before crews could clear the drain out. in the past hour, water has been restored to most of the customers in this neighborhood with the exception of the hose right beside the break. >> these may not have utilities for a while.

>> i just got off the phone with east bay mud. the first thing, does this have anything to do with the storm? the answer, we have no idea. this pipe could have been leaking for the past couple of days and there is no way to directly tie it to the weather. it caused tremendous mess in combination with the rain that was falling so what are they doing now? they are digging down to the spot where the pipe broke. i am told it is a 14 inch -- 412 inch, i may be correct. there are two water mains under the street and they have to dig down and find where this pipe broke and sort of get everything tied back together and build this whole backup. i am told there are about 50 one customers right now who do not have water because of this and obviously, getting this thing put back together is going to take the better part of the day, about 50 one people, that means no water for know what caused the pipe to break or the fact that it broke toward during the peak of the

storm this morning with the water having nowhere to go in the mud causing real problems but they will be fixing this up for the rest of the day. we are live in e expressway is because of this major flooding. a huge puddle resembling a lagoon emerged in the middle of the road. one driver getting stuck in it as she waved for help until rescue crews arrived. check this out, high tides this morning. shockey waters distilling right over to the sidewalk. as you can see right here, it is still not stopping folks from riding their bicycles or going for a run. these strong winds causing trees all of the bay area to topple over. this was near public creek. crews spent the morning removing this massive tree. you can see the roots are lifted up right in front of this home at foster city boulevard and polynesia drivinj

from downed trees to mudslides, some of the biggest messes we have seen. >> reporter: we have been through just a little bit more of happy days of atmospheric river here in the south bay and with another full day ahead of us, the weather headaches have just begun. >> reporter: one thing about mudslides, they are not over until they are over. the one block just outside continues to lose mud all morning long with a steady trickle of rocks and pebbles coming from above. it is blocking ethics and a half mile road and crews say the cleanup depends on how long this atmospheric river will handle the bay area. speaking of, it made a mess of the morning commute. it took an hour and a half to go 25 miles on the mudslide to a downed tree. that is where a huge branch broke off and took out a power

pole. leslie lives across the street. her house was spared but she heard the whole thing. >> i am very happy to be alive. i just heard this big whoosh and i thought it was some kind of explosion. >> reporter: steady wins was too much for this tree. it uprooted and blocked most of the lanes near hillsdale avenue along most of the express lane. crews made quick work of it clearing by lunchtime. finally, we caught up with this man and west san jose biking to work. his total distance, 20 miles. >> are you cold or are you with? what is going on? >> it is a living. it has been a wet morning for crews, as well.

we will see bumper-to-bumper traffic for much of the ride. >> it is a soggy site. car after car taking it easy on the slick roads. you can even see raindrops on our camera right there. >> let's check with gianna. >> it is going to be one of those days where you are dealing with some trouble spots on the roads because of this with weather and we will start off with a major trouble spot. we are starting off on 101. we get a little closer in, southbound 101, we have a multicar crash. one vehicle hit several times. chp and emergency crews are on scene. but adjacent to that, right parallel, you can see 280 looking well. do keep in mind that it is in the left lane so stick to your right.

speaking of flooding, there are on and off ramps affected out of oakland and it looks like berkeley, as well. the on and off ramp is completely closed due to flooding. we had planning as well on seventh street and the bay area bridge at this time, you should see things spinning out but not the case today, well into the bay, as folks worked their way into san francisco, about a 30 minute drive time. this is actually a little bit better which is on the northbound side. the southbound is still pretty sluggish. driving in the rain in the bay area is rough. check out these white out conditions forcing one of our cruise to pull over at one point. just a couple urs ago, the flanks started coming down on i-80. you can see some clouds on the side of the road trying to clear up a lane. a winter storm warning is in effect for the area.

>> reporthas learned president trump is likely to sign a bipartisan bill that would keep the government open and provide money for border security that he could change his mind. >> we haven't gotten it yet. we will be getting it. we will be looking for landmines. >> reporter: the president wanted $5.7 billion for a border wall. the compromise gives him about a quarter of it, nearly $1.4 billion for fencing, 55 miles of it in the rio grande valley. cbs news confirms the white house has completed its legal background work. if the president decides to declare a national emergency to get more money for the border wall. >> with the wall, they want to be stingy but we have options that most people don't really understand. >> reporter: lawmakers are still working on the final text tharly as tomorrow night. >> we can't pass it until it is

the federal trade commission has a new morning out as more people come online to look for love. the agency released a new report things scammers often find that their victims through dating sites, apps or social media and they find a way to trick them into handing over money. 21,000 americans ended up falling for these scams last year. they lost a total of $143 million, four times the amount lost in 2015. known as oakland's crown jewel but lately, homeless have taken over. it is right next to children's fairyland and built with 100s of bikes and bike parts. you can see our exclusive undercover report peddling bikes in the park tonight at seven. back to our top story.

the latest storm making a mess of the roads. the bridges have been slick all morning. san francisco also looking like a sea of umbrellas. everyone also had their boots and raincoats on. and the tree came down on top of this carport on ripley street . no injuries reported. officials have put up boards warning of enclosures. and no visiting the animals today. the zoo is closed due to the storm. we saw #1 this morning and we have round #2 later today. that's right and we are tracking another round of rain and wind. on high:doppler, many locations are still getting that rain this afternoon so first of all, locations getting moderate to heavy rainfall from the bottom

down. mill valley over the golden gate into san francisco across the bay bridge. hercules, richmond also getting light to moderate rainfall and even heavy rainfall so rainfall rates, three quarters of an inch an hour so we are still talking about some impressive rainfall rates with this storm system. here's a live look at the golden gate bridge. temperatures in the upper 40s to low to mid 50s right now. also, the river will crest above flood stage. moderate flooding expected tomorrow through saturday with the rushing river and they flood warning for the napa river. near napa with it cresting just above flood strange, minor flooding tomorrow d the pa hele
