near second avenue in san mateo just before sunrise. kpix5 kiet do is there. >> when san mateo fire first got to the scene they thought everyone inside the house had escaped, they did except for one person. it was a somber and eerily quiet scene, family members tried to process the tragedy. 4:30 this morning firefighters got the call of flames shooting out of the house on the 100 block of humboldt street. when they regrouped outside they realized their 86-year-old grandmother was still inside. >> we went in and located her, we brought her out and attempted cpr but we were unsuccessful and she passed away at the scene. >> from the time firefighters first arrived on scene to when they went in to rescue the elderly woman in her bedroom was less than 20 minutes. >> had you known from the get

go she was inside there, do you think you could have saved her. >> that is hard to say. difficult to say with the advanced nature of the fire, that amount of fire would be difficult to overcome in that regard. you know, there was a lot of smoke in the house after the fire was ex tinged there was a lot of smoke in the house. it's difficult to second guess that sort of thing. >> the red cross is helping the family find temporary shelter, they declined to talk on camera. >> we want to save people and when we can't it hits husband hard. >> kiet do, kpix5. and the cause of the fire is now under investigation. in the north bay, crews were busy putting out this house fire in san to rosa this morning, can you see the glow of the fire on the roof with the plume of smoke around it before 4:00 a.m. on evening way. material that someone threw into a trash can accidentally started that fire. nobody was hurt. in the south bay a driver is in jail after slamming his pickup truck in an airport

security gate at san jose's reed hill airport. the driver showed signs of being impaired. no one was hurt and we have learned that the gate is expected to be replaced today. in about an hour marin county supervisors will vote to ratify a state of emergency declaration because of damage of last week's storms katy neilson. >> reporter: road crews have been working in the westbound lanes of highway 37 around the clock, they installed temporary glad barriers, now they are working to finish repave this section of the highway. this problem started on thursday when torrential rains caused three levees to fail including one near highway 37. allowed about 650 million- gallons of water through no novato road. marin county crews worked

around the clock to build a temporary dam near the levee that failed to stop anymore water from flooding the air. the emergency repairs have caused marin county $1 million and that number is expected to go up. engineers won't be able to two a final assessment until flood waters go down. >> we received a lot of storms this last week, the cumulative impact, we have flood slides, three levees that breeched we certainly saw significant impacts. >> reporter: that's why the county supervisors are holding a special meeting at 1:00 this afternoon to ratify a state of emergency declaration. it will go to the governor and the state office of emergency services to be approved, once that happens the county can get state and fell earl funding to pay for the repairs. the road work will continue throughout the rest of the day today and crews hope to have the westbound lanes of highway 37 reopened sometime tomorrow.
