good morning from the studio 57 newsroom at cbs headquarters here in new york. good to be with you. i'm anne-marie green. the oscars may have lacked a host, but it was full of shocks and surprises. most notably, the best picture win upset. "green book" beat out favorites including "black panther" and "roma." joy benedict is in los angeles with a wrap of the winners. joy, good morning. >> reporter: good morning, anne-marie. i think they're still partying over there in hollywood as we speak. there was a lot of drama leading up to the academy awards from the hosts to presenters and when the oscars were handed out. this is hollywood, and they thrive on drama, and tinseltown's biggest night didn't disappoint. >> "green book." >> reporter: the interracial road movie "green book" about

real-life pianist don shirley won best picture oscar despite criticism from dr. shirley's family. >> i think we brought great honor to dr. shirley. his name is out in the world. >> reporter: mahershala ali won his second best supporting actor award for playing dr. shirley. in an upset, "the favorite's" olivia coleman beat glenn close who has seven nominations without a win. ramie malek took home the best actor award for his portrayal of queen's freddie mercury. >> forgive me for this, but collectively we are all the champions. >> reporter: regina king won best supporting actress for "if beale street could talk." "black klansman" director spike lee jumped on samuel l. jackson as he accepted his first competitive award for best adaptive screenplay. >> for him, my brother samuel l. jackson to open up the envelope and say my name, it was a great thing. >> reporter: lee lost in the best director category to "roma's" alfonso cuaron.

marvel blockbuster "black panther" didn't win the top prize but still made history. costume designer ruth carter and production designer hannah beachler became the first black women to win in those categories. ♪ in the shallow we're far ♪ >> reporter: the highly anticipated moment of the evening. lady gaga and bradley cooper performed their oscar-winning original song "shallow" from "a star is born." i loved that moment and that movie. listen, critics and movie lovers are going to talk into who got snubbed or who wore the best clothes. what folks are already talking about, anne-marie, is the fact that the oscars maybe didn't need a host. that folks liked it host free. they thought it moved really well, there was a lot of entertainment, and folks watching wanted more of that. will the academy go with a no-host format next year? we'll have to wait and see. back to you. >> we will have to wait and see. joy benedict, thanks a lot.

president trump leaves today for vietnam where he'll meet with north korea's leader in their second summit. mr. trump is setting an optimistic tone ahead of the meeting on wednesday and thursday. we have more from hanoi. >> reporter: on the eve of his departure for vietnam, president trump told a gathering of the nation's governors he's developed a very good relationship with kim jong-un. >> we have a special feeling, and i think it's going to lead to something very good, and maybe not. i think ultimately it will, but maybe not. >> reporter: since they met in singapore last june, progression toward denuclearization in north korea has been slow. last night mr. trump signaled he's flexible about the timetable. >> i'm not in a rush. i don't want to rush anybody. i just don't want testing. as long as there's no testing, we're happy. the president intends to sell kim on the economic benefits of giving up his country's nuclear weapons. on "face the nation," massachusetts democratic senator

ed markey told margaret brennan mr. trump may show he's too eager to make a deal. >> could run the risk that kim is given concessions which are not accompanied by real concessions that the united states is receiving in return from kim and his regime. >> you're saying the president's going to get played. >> i think that he has to be very careful going in. >> reporter: before heading here to asia, the president made plans for his next summit with china's president xi jinping next month. the president aims to finalize a landmark trade deal. for now the broad tariffs he planned into put into effect in early march are again on hold. cbs news, hanoi, vietnam. on capitol hill, house democrats plan to take action tomorrow against president trump's national emergency declaration. also the president's former attorney, michael cohen, is expected to make an appearance before congress this week. ed o'keefe reports. >> reporter: house democrats are

preparing to vote tuesday on a resolution to block president trump's national emergency declaration, setting up yet another showdown over the border. >> to spend money contrary to the will of the congress is not constitutional. and you know, it's going to be quite a spectacle. >> i won't vote to try to block it. look, i wish this would have happened a different way. >> reporter: the president wants to use billions of dollars in military funding to build a southern border wall despite campaign promises that mexico would pay for it. he warns if the democrats' bill makes it through the house and the senate, he'll veto it. >> 100%, and i don't think it survives a veto. >> reporter: that's not the only partisan battle brewing as lawmakers prepare to hear testimony from michael cohen this week. >> don't know that we believe him this time. we'll have to see. >> reporter: and await the completion of special counsel robert mueller's ongoing investigations. >> we will obviously subpoena the report. we will bring robert mueller in to testify before congress. we will take it to court if necessary. >> reporter: the president tweeted, "the only collusion with the russians was with crooked hillary clinton and the

democratic national committee." his former strategist steve bannon accused democrats of trying to weaponize the findings. >> i think that 2019 is going to be the most vitriolic year in american politics since before the civil war. and that includes vietnam in there. >> reporter: we don't expect the release of the special counsel's report in this coming week as the president is overseas in vietnam. as for the construction of new border barriers, the pentagon says don't expect that for several more months. ed o'keefe, cbs news, the white house. a powerful storm that brought snow and wind to the midwest is making its way northeast today. advisories and warnings are in effect for several states. while the storm will bring snow, forecasters say wind will be the biggest problem. in northeast mississippi, a tornado touched down over the weekend. about a dozen people were hurt. in tennessee, heavy rains flooded roads and turned them into rivers. meanwhile, snow and high winds battered parts of the great lakes region. snow drifts in minnesota and

wisconsin have been estimated as high as six feet with winds up to 50 miles per hour. in parts of nebraska, the national weather service says this is actually the snowiest february on record. on average, omaha sees about 19 inches of snow for a season. so far this year, the city has seen more than 40 inches. investigators in southeast texas are searching for the black boxes of an amazon cargo plane that crashed into a bay. the boeing 767 crashed saturday killing all three people on board. two of the bodies have been recovered. the plane was approaching houston from miami when air traffic controllers warned of bad weather. >> we heard it hit the water, and everything went quiet. >> the plane was operated by atlas air. jets flying on behalf of amazon. it also flies aircraft for dhl, express, and the u.s. military. from jail as early as today.

kelly was arrested and indicted friday for allegedly sexually abusing four women from 1998 to 2010. three of the alleged victims were minors. a judge set bond at $1 million. kelly has strongly denied the accusations. and prosecutors in florida say charges could be filed as early as today against new england patriots owner robert kraft. kraft is accused of soliciting prostitution in a palm beach county massage parlor. police say that they have video of kraft in the act. a spokesman for kraft says he denies engaging in any illegal activity. coming up on the "cbs morning news" now, standing by his co-star. terrence howard stands by fellow "empire" star jussie smollett. and controversial comments. virginia's embattled lieutenant governor compares himself to lynching victims in a surprise speech. this is the "cbs morning news." news." as the waves... ♪ guys, i love that it smells fresh like the beach

killed and more than 300 injured in clashes over humanitarian aid in venezuela over the weekend. vice president mike pence and secretary of state mike pompeo traveled to colombia this morning. they'll meet with latin american leaders to discuss ways to pressure venezuelan president maduro to give up power. pence will meet with the self-declared interim president and opposition leader juan guaido. back home, actor terrence howard standing by jussie smollett, and virginia's lieutenant governor delivers a controversial speech. those are some of the headlines on the "morning newsstand." "the richmond times dispatch" says embattled lieutenant governor justin fairfax compared his situation to a political lynching and said truth is on his side. fairfax made the comments during a surprise speech before the state senate yesterday. he faces calls to step down amid sexual assault allegations. in the speech, fairfax said that he faced the same rush to judgment as african-americans

who were lynched during the jim crow era. no senators applauded after he finished speaking. "variety" says terrence howard is defending his "empire" co-star jussie smollett he plays the father of smollett's character on "empire" and shared a video over the weekend. it showed smollett holding a baby and says, quote, all your little homeys got you. we love the hell out of you. smollett's character has been cut from the last episodes. chicago police say smollett staged a racist, anti-gay attack on himself which he denies. "usa today" says a federal court ruled the male-only draft is unconstitutional because women now serve in combat roles. a texas-based federal judge issued the ruling friday. in it he said historical restrictions on women in combat may have justified past discrimination, but now men and women fight side by side. the pentagon lifted all limits for women in military service in 2015.

on the cbs "money watch," a delay for tariff hikes against china, and gas prices are on the rise. diane king hall is at the new york stock exchange. good morning, diane. >> reporter: good morning, anne-marie. president trump says he will delay additional china tariffs originally scheduled to start on friday. on twitter, the president cited, quote, substantial progress in talks between the countries regarding their disputes over china's technology policies. president trump might meet with china's president if negotiations continue to improve. stocks in asia finished higher on news of progress in u.s.-china trade talks. back home, federal reserve chairman jerome powell heads to capitol hill to testify before the senate tomorrow and the house on wednesday on u.s. monetary policy. and fourth-quarter gdp data will be released on thursday. last friday, the dow rallied 181 points.

the s&p 500 gained 17, and the nasdaq rose 67. chinese electronics maker huawei ikingn samsung with the foldable phone. it's campaigning against the galaxy fold. it will cost about $2,600. samsung's galaxy costs roughly $2,000. the foldable phone will have 5g connectivity. samsung's galaxy will offer a version with 4g and a version with 5g. meanwhile, gas prices are on the rise nationwide. according to the lundburg survey, the average price of regular fuel is up ten cents a gallon over the past two weeks at $2.44. pump prices are 15 cents lower than a year ago. the highest average price in the nation is $3.38 a gallon in the san francisco bay area. the lowest average is $2.03 in baton rouge, louisiana. industry analysts say the jump follows a recent rise in crude oil prices.

a recent study shows few american students could pass a citizenship test, and that's prompting calls for a revival in civics education. and with it, hopes that more young people will end up going to the voting booth. mola lenghi has details. >> reporter: it can be hard to see how a textbook lesson can be useful outside the classroom, but high school senior gabbi troia seems to have it figured out. >> if you didn't vote this election, you'll be voting next election. >> reporter: november's midterm elections brought the lesson to life. >> that contributed to people being more excited to start learning. >> reporter: it's teacher sarah rowland's job to get the students engaged. >> the best way to do that is to relate it to their own lives. how government officials can directly influence them, but also how they can reach out. >> reporter: while that's happening in the a.p. civics class at woodbridge high in northern virginia, it's not happening at a lot of other places. what is the state of civics education today? >> well, we're in deep trouble.

>> reporter: a recent survey by the annenberg public policy center found only 23% of eighth graders tested at or above the proficient level on national government exams. only nine states require one year of civics education. 31 require only half a year, and 10 states have no civics requirement. >> we completely ignored the fundamental purpose of public education which was to prepare people to be citizens in a democracy. >> reporter: rock the vote launched a curriculum to help students do just that. in democracy class, students learn their role as citizens, then register to vote. >> what we know is voting is habit forming. we're creating a generation of voters who will be more likely to turn out in future elections. >> reporter: civics is gabbi troia's favorite class. >> a lot of people would think it's boring. >> reporter: not the young people getting involved in movements like march for our lives, me too, and never again. graduating from engaged students

pope francis ended a landmark summit on the sex abuse scandal by calling abusive clergy tools of satan.id remedi disappointing victims and the faithful. seth doane reports from the vatican. >> reporter: pope francis called clerical sex abuse an evil that undermines the church's credibility. the church will never seek to hush up or not take seriously any case, he vowed. the pontiff offered a best practices to use as guidelines in developing legislation for the church, ideas like training in seminaries and supporting victims. >> i'm just feeling really dismayed. >> reporter: phil saviano was one of a dozen survivors of clerical sex abuse to meet with organizers on the eve of the summit. he could not believe the speech -- >> felt like i'd been duped. earlier i had expressed a degree of cautious optimism. after the survivor meeting, i really felt that they were listening to us.

>> reporter: saviano, who was abused at age 11 by his priest in massachusetts, was featured in the oscar-winning film "spotlight." >> this is big. this is not just boston. >> reporter: nearly two decades after boston's crisis, saviano says it's deja vu. if this was not an exercise in getting things right, what was this? >> it was very expensive publicity stunt. >> reporter: father thomas reece is a senior analyst with religion news service. >> the pope needed to hit a home run, and he didn't. >> reporter: rules are already in place for priests. one of the questions was how to close the loopholes in the laws for the high-ranking bishops accused of covering up or abusing. >> how do we hold accountable bishops? that's what the american people want -- where's the system? how do we punish bishops who don't do what we're supposed to do. >> reporter: do we know any new answers? >> not at this meeting. >> reporter: the vatican says there will be followup. we're told there will be a document tightening
