waters recede. we are starting to see the damage left behind. thank you for joining us, i am can enjoy. >> and i am michelle green and gold. this afternoon, some evacuees are being allowed back to their homes. the sonoma county sheriff's office has just lifted the evacuation order. >> reporter: despite the evacuation order in place, a lot of people finally decided to stay. >> the water was here and the water came all the way through. >> reporter: david is one of many sweeping away and the remaining water and washing off the trail of mud that is left behind. >> it just kind of disrupts your whole life. this one was fast, 35 feet. and it's like, oh, no, it is time to get home. and we started

grabbing stuff and making sure that everything was taken care of. >> reporter: agnes and her husband were finally able to emerge from their homes this morning after being stranded inside for days. they stay despite the evacuation order. >> we didn't think it would be such a major, major flood. we have written out a number of other floods but nothing like this this was certainly over- the-top. >> reporter: as you drive through guerneville, not much escape the flood. now the cleanup begins after the emotional shock and remaining water recedes. >> you got no idea that it collapses and everything is out here on the road. we are just overwhelmed. it is beyond what anyone could think. >> reporter: here on the main strip of downtown guerneville, a lot of these businesses

remain relatively untouched and some are open for business today. jackie ward, kpix 5. chp has a checkpoint set up right now making sure only residents get back in town. the sonoma county sheriff's office hopes to allow the public back into guerneville tomorrow. while this is new video from chopper 5 over flood waters this week. submerging the town shopping district. it is starting to dry out now but some places like this gas station are still a muddy mess. business owners are hoping to get things back up and running sometime next week. in marin county, the westbound lanes of highway 37 are still closed today after the road was inundated with flooding. crews have been working to pump it out. the eastbound lanes are open. crews are working around the clock to keep them dry. anne makovic has more from oakland where teachers plan to raleigh outside of a school board meeting in less than 2 hours.

>> reporter: that was after a school board meeting was canceled by their picketing on wednesday. we are on day #7 and the teachers say they are standing strong. 3000 teachers, nurses, counselors and other staff members continue to walk the picket lines outside of schools across the city. >> we have a momentum in our favor. >> reporter: the teacher began last thursday after 2 years of failed negotiations between the union and the school district. the teachers union wants a 12% raise over 3 years. almost doubling its offer to 10% over 4 years. >> strikes require the bars to confront their priorities because of the crisis we have created for them. >> reporter: later today, the school board is set to vote on

the district's proposal to make almost $22 million in budget cuts for the next school year. >> if we are going to do the kinds of things we want to do, we have to make changes. >> reporter: each day this goes on, the district is losing about 1 million in funding. only 6% of students have crossed the picket line to attend school. do you have any concerns for their education? >> a week as a week. it is not great but our students are strong. our families are strong. >> reporter: many students are joining their teachers in the protest. >> we are learning about different kinds of rallies and how to protest effectively. >> reporter: today's is set for 2:00 p.m. and oakland. kpix 5. 5 san mateo county sheriff's deputies will not face any criminal charges for the taser -related death of an unarmed man in october.

the district attorney just released new body camera video today. >> on the ground! it on the ground! >> reporter: officers say they 1st spotted colby walking in and out of traffic when officers try to talk to him, they say he resisted. that is when they warned him they would take him but he ran off individually fell to the ground after getting tased. officers tried to engage the taser a few more times but they say it didn't take. he was able to get up and walk away. when an officer swung a baton at him, he punched the officer in the face. he died after deputies used a taser on him. >> this is a horrible tragedy. there is no perception or angle of looking at this in any manner that is not a tragedy for the in the family.

tonight into tomorrow. i will time that out for you in a moment but a quick check of the russian river currently at 32.68 feet. that is down to flood stage and will continue to recede as we go through the day. very shortly, it will be at flood stage and we will continue to see the rivers drop as we go through the day. especially by the weekends, below flood stage. there is our next system and that will bring the return of the rain. it is not a strong storm and we are not looking at a lot of rain. and i will type it out for you on futurecast as we thank you through the afternoon. dry and stopping the clock again at 9pm, you can see the rain beginning to course in overnight and tomorrow morning. a wet start to the day. watch how quickly the rain exits, that heavy widespread soaking rain, we are looking at scattered showers for saturday afternoon and a few showers for
