declaration gets support from republican senator rand paul. good morning from the studio 57 newsroom at cbs news headquarters in new york. good to be with you. i'm anne-marie green. this morning, there is destruction and heartbreak in southeast alabama where a powerful tornado killed at least 23 people. the search for survivors resumes this morning. one of the hardest hit areas was lee county, that's near the georgia border. the tornado was part of a violent storm system in the southeast. laura podesta is here in new york with more on this. laura, good morning. >> reporter: good morning, anne-marie. that death toll number of 23 is expected to rise. one meteorologist who is on the ground this morning estimates that in some areas the tornado was half a mile wide. a deadly tornadoedhrough lee county, alabama, on sunday. >> there's damage, serious damage.

>> reporter: the town of beauregard took a direct hit. >> houses completely destroyed. homes that just basically slabs left where once stood a home. specific areas, the contents of one residence we know for a fact was located over 1,000 yards away. >> reporter: residents say it looks like a war zone. >> not good at all. y'all just pray for them. pray for them. >> they don't lie. you hear a freight train, you better be in a safe place. >> reporter: in smith station, david mcbride was in his truck just outside the bar he owns when the storm hit. >> i seen the trash swirling in the air across the hill over there, and i said, oh, no, this ain't good. >> reporter: sfiefls video shows the moment a tree flew into a gas station next door where charlie patel was working. >> i'm scared because i'm on the counter. and ten seconds in the storm come and everything is gone. everything destroyed. >> it is a monster. >> reporter: a number of tornadoes or suspected tornadoes ripped across central georgia.

one leveled an entire neighborhood in talbotton. another hit elersly. >> everything that's been built for 19 years gone -- >> gone. >> in the blink of an eye. >> reporter: the powerful storm system also reached the florida panhandle and south carolina. and search and rescue teams will be back out this morning in the hardest hit areas looking for survivors. anne-marie? >> all right, laura. thank you so much. ahead on "cbs this morning," full coverage of the deadly alabama tornado and severe weather in the region. the northeast was hit by a major snowstorm last night. the storm is set to drop at least a half a foot of snow. plows and salt trucks were dispatched throughout new jersey, new york, and connecticut. state of emergency has been declared in new jersey, and school is canceled in new york city. chief meteorologist eric fisher from our boston station, wbz, has the forecast. >> reporter: a snowstorm is still throwing down the snow around boston this morning. and up into maine, it is a fast mover, moving off shore as we

head into the afternoon. the impact of this will be winding down but leaving heavy snow and scattered power outages in its wake. now the big part of the storm system, the tornadoes, of course, across the south. numerous tornado reports, and the issue here as we head into the recovery part of all of this is the cold. very unusual cold making its way into the deep south. waking up this morning, temperatures into the teens, 20s, and low 30s. it is going to be a difficult couple of nights for those who lost their homes in these concerns. we look across much of the country. another big arctic blast, lots of sub-zero readings out there as we start the day today. we have windchill warnings and advisories across the plains and the middle of the country. the windchill values at times, 4 40 below zero at billings. the cold moving across the southeast and into the new england area as well as the eastern seaboard as we head into tuesday, wednesday, and thursday. this may be as cold as we get in many spots until next winter. that's how cold some of the

numbers are going to be. we're also tracking the next storm system into california. another atmospheric river. this one will be arriving as we head into tuesday. heavy rainfall, mountain snow. it looks like another two to four feet of snow heading into the sierra with this one. i'm meteorologist eric fisher for cbs news. now to the battle over president trump's emergency declaration. the senate likely now has enough votes to pass a measure blocking the declaration aimed at funding a border wall. senator rand paul signaled support for the resolution saying he can't give the president the power to spend money that hasn't been appropriated by congress. the house voted to block the declaration last week. president trump has promised, though, to veto the bill. and today, house democrats are launching an abuse of power investigation into president trump. house judiciary committee esstl implicated in various crimes by his former lawyer michael cohen during public testimony last week. tony dokoupil reports. >> reporter: the chairman of the

house judiciary committee says he plans to request documents for more than 60 members of president trump's administrations, family, and business. >> we are going to initiate investigations into abuses of power, into corruption of justice -- corruption, and into obstruction of justice. >> reporter: congressman jerry nadler claims republicans shielded the president while they had the majority in the house. >> it's clear the president obstructed justice. it's clear -- 1,100 times he referred to the investigation as a witch hunt. >> reporter: nadler wants to examine robert mueller's final report before considering impeachment proceedings. house minority leader kevin mccarthy is convinced that's what he's after. >> i think congressman nadler decided to impeach the president the day the president won the election. >> reporter: mccarthy said the president did nothing wrong. >> in this process to be impeached, show me where the president did anything to be impeached. >> reporter: the white house issued a statement saying it will be in a better position to comment after receiving nadler's

request. >> i am ashamed -- >> reporter: democratic efforts to investigate the president increased last week when mr. trump's personal attorney michael cohen testified before house and senate committees. he called the president a con man and a cheat. >> he lied a lot. >> reporter: the president said the convicted felon was lying to reduce his jail time. tony dokoupil, cbs news, new york. the u.s. and south korea are scaling back joint military drills. they described it as an effort to support diplomacy aimed at resolving the north korean nuclear crisis. the announcement comes after the collapse of the u.s.-north korea summit. the large-scale military exercises were scheduled for this spring. they win done on a small unit level and include simulations. protests erupt in sacramento over a decision not to charge two police officers in last year's shooting death of stephon clark. [ chants ] clark was shot and killed in his grandmother's back yard. police say they thought he had a

"the denver post" reports a colorado avalanche forced a major highway to shut down. an avalanche yesterday in summit county about 75 miles west of denver hit during peak after-ski traffic. it closed i-70, one of the nation's main east/west transportation routes. it took about 90 minutes from snowplows to clear the road. no cars were buried, and no one was hurt. california's "east bay times" reports oakland teachers will be back at work this morning. teachers ratified a new contract yesterday after a seven-day strike. the deal includes an 11% pay raise over four years, plus a

one-time 3% bonus. the teachers union said they want everything they demanded. the school board must agree and will meet to consider cutting almost $22,000 from the budget to help pay for the raises. layoffs are expected. and "the baltimore sun" says the husband and stepdaughter of a woman who was stabbed to death is under arrest after they blamed a panhandler for her murder. 54-year-old jacqueline smith was killed in december. her husband and stepdaughter said a man stabbed smith after she reached out a window to give money to a woman begging in the rain with a baby. police say keith smith and his daughter valeria were arrested in texas yesterday while trying to leave the country. they've been charged with first-degree murder. >> people took advantage of baltimore, and i -- what we want to make sure is that the truth comes out and justice is done. >> police do not offer a motive. the case drew national attention. some, including oprah winfrey,

on the cbs "money watch," there are reports of a trade deal with china which would certainly be good news, but also a chinese tech executive is suing canada. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> reporter: good morning, anne-marie. stock markets in asia rose this morning after reports the u.s. and china are close to reaching an agreement to end their trade war. the "wall street journal" reports a deal could be reached and signed by presidents trump and china's xi jinping as early as this month. as part of the deal, china would reportedly lower tariffs on u.s.-made goods including agricultural products, chemicals, and cars, in exchange for sanctions relief from washington. investors will get a look into the health of the u.s. job market this week when the department of labor releases the february jobs report. friday also marks an historic d. it's the 10th anniversary of the longest bull run on record. on friday, the dow rallied 110 points.

the s&p 500 rose 19, and the nasdaq gained 62. the cfo of chinese technology company huawei is suing the canadian government. the executive claims they searched, detained and interrogated her before telling her she was under arrest. she's out on bail and awaiting extradition proceedings. u.s. prosecutors accuse her of misleading banks about the company's business dealings in iran. tesla will unveil a new vehicle, the model y, march 14th. elon musk made the announcement in tweets over the weekend. musk said it would cost 10% more than tesla's model 3 sedan and have slightly less range for the same battery. prices for a model 3 start around $35,000. and "how to train your dragon: the hidden world" retained the number-one spot at the box office this weekend. >> what are you going to do about it? >> shoot up, gang. >> you brought a baby to a

four, three, two, one, go! >> the world's most-famous sled dog race, the iditarod, is underway in alaska on. saturday they held a ceremonial start and 11-mile sprint in anchorage. 52 mushers and their dog teams started the race across the alaskan wilderness. the winner is expected in nome in nine days. thousands came together in selma, alabama, to commemorate a historic day in the civil rights movement. they walked arm in arm yesterday across the edmund pettis bridge to remember the 54th anniversary of bloody sunday. in 1965, peaceful voting rights demonstrators were beaten by state police as they tried to cross the bridge. >> 54 years ago, my great grandmother and all the activists in my family marched with king for the voting rights. this year we march for medicare for all.

>> among the marchers yesterday were several presidential hopefuls, as well as 2016 democratic nominee hillary clinton and civil rights activist jesse jackson. the family of a world war ii veteran in iowa wanted to do something special for his 93rd birthday. they succeeded in a biwa they put out a call for people to send barney hanson birthday wishes. it was their way of honoring a man who served aboard the "uss mississippi" and was involved in almost all of the war's major battles in the pacific. hanson has received cards from 47 states and six countries. >> can't believe it. we got over 2,000 now, and a bunch in there yet. got one from the white house i haven't opened. >> hanson joined the military when he was just 17. he's one of the few surviving crew members of the "mississippi." there's an incredible story of survival from oregon thanks

condint. a man survived five days trapped in the snow on a diet of taco sauce packets in his car. jeremy taylor and his dog were driving last sunday when his vehicle got stuck in the snow. he didn't have a cell phone and stayed warm by periodically starting the engine. rescuers found him on friday. he and his dog were in good condition. taylor said he was a bit hungry. he posted a comment on facebook thanking everyone who helped rescue him. an estimated 8,000 gathered in a town in northern italy for the battle of oranges. tons of oranges will be thrown during the battle that continues through tuesday. the origins of the food fight date back to around 1200 a.d. and revolt against a baron that resulted in his ouster and creation of a free government. coming up on "cbs this morning," we kick off a four-day series called "the world of

get tough on cold and flu symptoms. a flu all-in-one.aks. our top story this morning -- the national weather service will be in alabama today to assess the damage from a tornado that killed at least 23 people. the twister touched down in lee county near the georgia border on sunday. the national weather service says the tornado was at least half a mile wide. several homes were also destroyed. and the house judiciary committee is expanding its russia investigation involving president trump. it plans to issue document requests to more than 60 people including the president's son, donald trump jr. democratic lawmakers are looking into obstruction of justice, corruption, and abuse of power related to the president.

overseas isis is defending the final pocket of its territory in syria. meanwhile, an american-born woman who joined isis five years ago is making her bid to return to the u.s. she was born in new jersey and raised in alabama, but the trump administration does not consider her a citizen. she sat down with charlie d'agata in northern syria. >> reporter: being so isolated here, do you have any idea the storm of controversy that's been kicked off in the united states over this case? >> people have been telling me they've -- they've seen my case on tv, and everyone asks me what are you going to do now, where are you going to go next. i know i am an american citizen, and i know i have the right to come back. i have no other citizenship anywhere. >> reporter: hoda had to give up her american passport when she came to syria in 2014, but that doesn't mean she gave up her

u.s. citizenship. the president of the united states himself said that you're not welcome back to america. what would you say to him? >> i would tell him to study the legal system.beusapparently i a back. i have papers. i have citizenship. >> reporter: muthana handed herself over to kurdish-backed forces in january. she claims she would have left sooner if she had enough money to pay smugglers. >> the least i heard was $6,000. >> reporter: $6,000? >> dollars, uh-huh. there was no way i can get that type of money. >> reporter: yet at first, she apparently embraced and even contributed to isis propaganda, allegedly taking to social media to incite attacks on americans. she refused to comment about that aside from saying she regrets having ever come here. >> i ruined my life. i ruined it. i ed my s future.
