moving in and i will let you know exactly when coming up. taking a live look in sacramento right now where the state attorney general is announcing the results of the justice department investigation into the shooting death of stephon clark. >> he was first seen in advance to a point within 16 feet from the officer. 16 feet. that is about between where i am and those of you in the third row are sitting. before you get to the camera it is 16 feet, the distance where mr. clark was from the officers having been a further distance away originally and 16 feet when the officers began shooting. and that was established by the video from the sheriffs helicopter by the body cam footage and by crime scene measurements. based on our review of the facts and evidence in relation to the law, i am here to announce today that our

investigation has concluded and that no criminal charges against the officers involved in the shooting can be sustained . i want to be clear, our investigation was confined solely to an examination of whether the facts of this case were sufficient to establish beyond a reasonable doubt whether a crime was committed by the officers. our investigation and our report don't evaluate or address any issues relating to potential civil liability, or law enforcement policies and procedures. again, nothing can bring back stephon clark , and nothing helps and the pain that his family carries. the department of justice is investigating into this matter as a criminal case and it is now close. it took us 11 months to write the story on the last minutes of the life of stephon clark.

i know that this is not how the loved ones of stephon clark wanted his story to end. i know this is not how our community wants any of these stories to end. so i want to close by extending my hand to the clark and thompson family and to those who have adopted stephon clark or taken to heart the need to write different endings to these stories. this investigative report reflects the story my team and i wrote based on the facts and evidence before us. we did it by the book. and it will be open and transparent for you to read. but let's start writing these chapters before shots are

the secret service last august gasoline the agency for not disclosing how much it is spending to protect the presidents son donald trump junior. the white house pushing back against house democrats new investigations into president trump calling him disgraceful and abusive. the house judiciary committee is requesting documents from 81 individuals and entities connected to the president. he let out his frustration on twitter today saying nadler, and the deadheads of the committees have gone stone cold crazy. 81 letters sent innocent people to harass them and he added, quote, presidential harassment. house democrats are expanding their efforts to look into president trump relationship with n

vladimir putin, digging into a conversation between president trump and putin in helsinki last year. lawmakers sent letters to the white house and state department yesterday demanding all documents and communications between the two leaders. president trump is expected to visit alabama on friday following the countries deadliest tornado outbreak in nearly 6 years. at least 23 people were killed and drone video showing the destruction in the area of a guard and the twister was part of a system that spawned tornadoes across several states in the deep south. rescue crews are still searching all of that damage using k-9 units, drones to look for the many people who are still missing today and also neighbors are getting their first look at what is left of their homes. communities are coming together to bring supplies to those in need.>> this tornado that happened on sunday was unbelievable. we have 470 kn and when you see the devastation, it is hard to fathom that something can be this powerful and it tracked through the county.

>> we learned that three of the victims killed were children, and the youngest victim was just six years old. >> for the second time in history, patient appears to have been cured of an hiv infection. researches say a man in london appears to be free of the virus after a stem cell transplant 18 months ago. the donor cells had a protein known to resist hiv. the unknown patient was originally treated for leukemia and then received a bone marrow transplant. timothy ray brown is the first person reportedly cured of hiv. he is free of the virus and 12 years post transplant and he said he would like to someday meet this new patient if and when he is ready. >> it has been very useful for science and for giving hope to hiv-positive people. to people living with hiv. so i would encourage you to become public someday. but take your time. do what is good for you. >> some experts caution the approach used in the latest case is risky, and not feasible on a larger scale.

the fda is accusing 15 national retailers of selling tobacco products to minors. those retailers include walgreens, walmart, and some gas station chains. the agency said it is considering several options to address the violations. they also sent letters to dozens of companies that may be illegally marketing tobacco products or e cigarettes. the city of oakland has been in the spotlight recently with the teacher strike. we have been covering it and the raiders colosseum deal and other issues. oakland mayor, libby schaaf, is joining us live in studio. thank you for joining us. >> let's talk about the teacher strike. and we spoke last week. you are in a tough position supporting our teachers but knowing the district is in a tough financial spot. now we are looking at more budget cuts. where you at with this? >> i think short-term is the mayor, i will be putting some items in my proposed budget to try and lessen that pain, specifically restorative justice in our schools is something that i hold very dear

to my heart, and so i will also be calling on the county as well as philanthropy to try to make sure that that program does not get harmed because of the cuts just made. but long-term, we have to really take a long hard look at things like proposition 13 and how it is impacted our whole states ability to maintain a world-class public education system. so in 2020, voters will have an opportunity to relook at just commercial and industrial property. how this property taxes are assessed. not touching how residents pay taxes. >> in the meantime do you have any advice with the board because they have these cuts on their plate and they are about to take some serious cuts that could close schools. >> my advice for the schools is to respect the passion that the teachers brought. we all care so much about our children. we all have to do what we have to do and then start the healing process because it was hard for me to watch people that i love and adore at odds with one another even though

they are passionate about the same thing. and let's focus on the real fight, and that is the statewide issues around fundin's move on to a different topic. the raiders. it looks like the team and colosseum are close to reaching a deal, reportedly 7.5 million. you want to see them playing more hardball because the raiders, it looked like they were losing out on some options. it was getting close. >> listen, nothing is official yet. it have to get voted on by a number of bodies but i am encouraged that are incredible raider nation, the best fans in the world will get one, possibly two more years with their team. and let me be clear, we are not dropping our lawsuit against the nfl or the raiders for wrongfully abandoning the city that therern andoes that makehe wawkward? >> t to extending the lease
