governor newsom delivers an impassioned speech on why he is sparing the lives of hundreds of inmates on death row but he is getting pushback from lawmakers and even the president. >> first we begin with breaking news concerning the troubled boeing 737 max pl. >> the president just announcing he is grounding them. we are following these latebreaking developments. >> the president making the announcement just moments ago. he has issued an executive order to ground the entire fleet of 737 max models. this in the wake of two deadly crashes and mounting pressure on the bus to join hundreds dozens of countries banning the plane in their airspace. >> will hereafter be grounded until further notice.

planes in the air will be grounded if they are the 737 max. they will be grounded upon landing at the destination. pilots have been notified, airlines have all been notified. airlines are agreeing with this, it is the safety of the american people and all people are a paramount concern. >> the president says they are working very hard to figure out what caused the crashes. last week in ethiopia and last october in indonesia killing everybody on board. until they to find the cause, the planes will remain grounded. we are working on reaction from the airlines and passengers right now. we will have more tonight at 5:00. we just checked boeing's stalk and it is down about six points or about 2%. governor newsom just signed an executive order suspending all executions in california citing concerns of discrimination.

end novick joins us from san quentin prison where the president is also firing back. >> reporter: effective immediately with this executive order, they closed the execution chamber here at san quentin so they have been taking out the equipment and basically putting that room on ice for now. the order does not commit these people's sentences but it does offer reprieve to hundreds of inmates, right now, on death row. >> this is about who i am as a human being and this is about what i can and cannot do. to me, this is the right thing to do. >> reporter: governor newsom says the death penalty has discriminated against those mentally ill, racial minorities or can't board afford expensive lawyers. >> i cannot sign off on executing hundreds and hundreds of human beings knowing,

knowing that among them will be innocent human beings. >> reporter: just three years ago, california voters showed their support of the death penalty voting to expedite the executions by shortening the appeals process. president trump tweeting this morning, defined voters, the governor will halt all death penalty executions of 237 stone cold killers. friends and family of the victims are not thrilled and neither am i. one of those family members whose daughter was kidnapped and murdered in 1993. >> these are the guys that kill cops. these are the guys that kill women. these are the guys that kill women and children. these are individuals who have been sentenced to death by a jury of their peers because

their actions were so evil. >> reporter: today, newsome said he spoke to many victims families in making his decision. >> i do this with a heavy heart, with deep appreciation for the emotions that drives this issue and i didn't with the victims in mind. >> reporter: california has not actually executed an inmate since 2006 because of legal challenges to our execution method. this moratorium is going to stay in place throughout the rest of governor newsom's administration but it could be reversed by future governors. kpix 5 news . tom lackey had this to say, death row inmates are not ordinary criminals, they are kidnappers, cop killers, who murdered their victims. these are the monsters that governor newsom is protecting. knew it, president trump former campaign chairman, paul manafort, will be spending more

time in jail. he was in court today for sentencing in a second case. this one involving conspiracy charges. >> paul manafort has been sentenced to 73 months in prison after pleading guilty to two conspiracy charges. amy jackson noted that manafort consistently gained false testimony about his interactions with a russian political consultant. manafort apologized for his crimes saying, i am sorry for what i have done and asked for compassion from the judge for his wife's sake adding, she needs me and i need her but judge jackson said leniency wasn't warranted. she said manafort's lies cannot be ignored adding court is one of those places where back still matter. 30 months of today's sentence will run concurrently to the 47 months he was the last week but that sentence was much lighter than the 1924 years sentencing guidelines described for those crimes.

mr. manafort may be able to avoid the full length of his prison term if president trump decides to grant him a problem pardon. >> i feel very badly for paul manafort and i think it has been a very, very tough time for him. >> reporter: none of his crimes are related to work he did on the presidential election campaign. cbs news, washington dc. right now, back into a courtroom trying to block laws. >> democrats are targeting three laws that the trump administration claims efforts. rolling last year to keep two of the laws but partially block a third. the white house wants them blocked entirely. rallies are on their way outside the san francisco courtroom today. some are also rallying outside of i.c.e. headquarters. whether or not to block the emergency declaration on the

francisco fire department and says she is eager to get started. >> i am excited, humbled, honored and ready to go to work. >> reporter: she served as deputy chief of the administration for the last year which will make the transition a little smoother. >> special projects and so forth, she has really gotten up to speed. >> i know i keep saying everything is in honor but it is. >> reporter: she was badly burned in an arson fire in 2009. one of her colleagues suffered from severe burns. >> he is my brother today and his name is chris posey. he came back basically from hal so i get what people go through.

>> reporter: she has a few weeks left before her promotion kicks in and she is ready for it. watch begins her retirement officially on may 5. jackie ward, kpix 5 . new at noon, an investigation is underway after tesla slammed into an east bay restaurant leaving a pile of debris behind. the question now, was it on autopilot. in danville around 7:30 this morning, the car appears to be in decent shape. fortunately, no one was hurt. we are learning new details about the victim in a tragedy. the coroner has identified three people found dead in a san jose apartment including four young brothers. police believe their mother killed them before taking her own life a week ago today.

friends and neighbors say e was depressed over losing her job and marital problems. now to that wide reaching cheating scandal. laughlin was taken into custody today facing conspiracy charges. she and her husband are accused of paying half $1 million to have their two daughters added to the usc crew team even though neither play the sport. this couple is among others named in the indictment accused of bribing to get their children in. >> i think the parents are facing serious time and what i mean by that is prison time. >> at least nine coaches were also charged. john was fired from the university. his attorney claims he did pocket the money and used it on

recapping the breaking news, president trump says the u.s. is issuing an emergency order to ground all boeing 737 max 8 and max nine aircraft. this in the wake of the ethiopian airline crash that killed 157 people. three usa airlines fly those aircraft at southwest, united and american. many countries have already banned them. stay with kpix for the latest developments. a tragedy unfolding now in the nigerian city of lagos. a school building has collapsed. dozens of children have been pulled to safety. there are casualties.

the three-story building was reportedly operating illegally as a school and like many, has structural issues. >> the most senior catholic clerk ever to be convicted is heading to prison. a judge sentenced the australian cardinal six years behind bars for molesting two choirboys back in 2006. explained that he directed the jury not to is make the cardinal and a scapegoat. protesters waited outside the courtroom as his punishment came down. >> you got to remember that it is about the damage to the victim. not about the rehabilitation prospects of the pedophile. >> the cardinal had faced up to 50 years behind bars. abuse survivors say his six- year sentence wasn't harsh enough.

the advisor to pope francis will be eligible in less than four years. some teachers in dublin are taking a strike authorization vote. the 12 hour bargaining session ended friday with an impasse. teachers are asking for a .5% pay hike. the strike comes on the heels of last month's seven-day walkout in oakland. let's see how wall street is doing this afternoon with about 45 minutes to go before the closing bell. the dow jones is in the green up about 100 points and at last check, falling stocks is down by 2% this afternoon. jcpenney is getting ready to shut down one of its stores in the east bay. the latest flow in what some apse the retailer said about 60 jobs will be eliminated when the store closes in may. happening today, hikers are able to enter a lottery for permits at yosemite national park. all hikers are required to have

winter. we have seymour rain in seattle so far this year. san francisco rainfall, more than 15 1/2 inches of rain since january 1. seattle, only 8 1/4 inches. we have seen more than half of that of rain compared to seattle. seattle picking up 11.5 inches of snow so a couple of snowstorms in the city. we are looking at a ridge of high pressure building in for us. beginning today and over the next several days. the start of a warming trend for us with sunny and warm conditions. i do want to talk about this dangerous winter storm that is bringing blizzard conditions as well as blowing snow for the rockies and for the planes. the upper midwest, as well. the bomb cyclone or bombogenesis and that happens when a low pressure system rapidly drops and pressure in a short period of time so this is
