good morning from the studio 57 newsroom at cbs headquarters here in new york. good to be with you. i'm anne-marie green. boeing is taking new steps as the investigation deepens into the deadly crash of an ethiopian airlines jet nearly two weeks ago. the company will make standard a safety feature that the doomed plane was not equipped with. this as questions arise about how the 737 max 8 jet was certified to fly in the first place. laura podesta is here in new york with the ongoing investigation. laura, good morning. >> reporter: good morning, anne-marie. prior to the ethiopian airlines crash, boeing had more than 4,600 unfilled orders of its max jet, its bestselling plane. now indonesia's national airline is in the process of canceling its pending order of 49 jets, and more airlines may do the same thing. while boeing 737 max will

the ethiopian airlines and lion air tragedies, investigators are looking to boeing for clues. sources tell cbs news the ccerl process for the 737 max. >> if there is any documentation that indicates that they knew there was a problem and either didn't resolve it to the satisfaction of the faa or didn't reveal that, that could put them in jeopardy in terms of a possible criminal violation. >> reporter: the ethiopian airlin crash this month and lion air disaster in october combined killed 346 people. both planes crashed minutes after takeoff. preliminary flight data indicates the jets struggled to gain altitude. th"seattle times" reported a safety assessment boeing gave the faa appeared to downplay the certification of the anti-stall system that's believed to have repeatedly pushed the nose down during the lion air crash.

>> most likely it was a connection between technology that may be new and training that might not have been ready yet either, and crew procedures and airline procedures that also might have been a mistake. >> reporter: separately on thursday boeing said it would make standard a warning system that alerts pilots to a sensor failure on the max. it had been offered as an $80,000 option, but it appears neither plane was equipped with it. ethiopian airlines says the pilots went through all the extra training required by boeing and the faa to fly the 737 max 8. again, the plane did not have that warning system that could have alerted them to what was happening. anne-marie? >> all right, laura podesta here in new york. thank you so much, laura. this morning, syria condemned president trump's declaration of israel's authority over the golan heights, calling the statement irresponsible. esident tweeted, "s time fhe unitestates to fully recognize israel's sovereignty over the golan

details about the messages. and two american service members have been killed this morning during an operation in afghanistan. the department of defense has not disclosed details of the combat deaths. the fatalities bring to four the number of u.s. soldiers killed so far this year in afghanistan. there are about 14,000 u.s. troops there. and this morning thousands of people in new zealand including the prime minister observed a muslim call to prayer to remember the victims of the deadly mosque attacks. >> new zealand mourns with you. we are one. >> the service took place at a park in christchurch. a mass funeral is also being held today to bury 26 of the victims in the shooting a week ago. the funeral is taking place at a muslim cemetery where more than a dozen of the 50 people killed have already been laid to rest. schools across charlottesville, virginia, are closed for a second day today as the fbi joins the investigation

into a racist threat posted on line. the threat was circulated on reddit wednesday and called for violence against people of color at charlottesville high school. as a precaution, classes were canceled at all of the city schools. this follows a deadly riot by white nationalists in charlottesville two years ago. the death toll has risen following a huge blast at a chemical plant in eastern china. at least 47 people were killed. a state news agency reports the explosion happened after a fire at a factory yesterday. china reported an earthquake with a 2.2 magnitude at the time of the blast. hundreds were hurt. it's one of the country's worst industrial accidents in recent years. schools are canceled in parts of houston over concerns of dangerous air quality from a chemical plant fire. a shelter-in-place warning was issued yesterday morning, but it lifted hours later. it came amid reports the now-extinguished fire produced and spread toxic amounts of the carcinogenic chemical benzene. many communities in the area

were concerned. >> this disaster occurred in one of the largest metropolitan areas in the united states, and the wind took it through the most populated areas of houston. >> epa officials, however, say there are not significant levels of benzene in either the air or the water. the exact cause of the fire, though, remains under investigation. more rain is expected in parts of an already-flooded ravaged part of the midwest this weekend. major flooding continues to impact millions in iowa, missouri, nebraska, and south dakota. missouri's governor declared a state of emergency yesterday. overall, at least four people have been killed. president trump has approved a request for federal disaster assistance for nebraska. the flash flooding stems from sudden snow melt and heavy rainfall. coming up on the "morning news" now, spring soaker. forecasters predict more flooding for much more of the country in the coming weeks.

"the new york times" reports 25 states are at risk of serious flooding this spring. that's according to the national oceanic and atmospheric

administration. it says nearly two-thirds of the lower 48 states will have a higher risk of some flooding from now until may. it says the historic flooding this month in the midwest and elsewhere is a preview. some 13 million people could be exposed to major flooding, making it a potentially unprecedented flood season. our partners at the bbc report a florida man pleaded guilty to sending homemade bombs through the mail to prominent critics of president trump. cesar sayoc cried in court yesterday and apologized. he was accused of mailing 16 pipe bombs to 13 targets last year. they include former president barack obama, former vice president joe biden, hillary clinton, and cnn. none of the devices exploded.sa hep to lifin prihipost" reports mississippi republican governor phil bryant signed into law one of the strictest abortion bans in the country. it bans abortions after a

this includes facebook and instagram users. however, no passwords were exposed externally. facebook also claims has not id information being abused. on the economic front today, wall street will be watching for u.s. manufacturing data for march. this is an indicator of economic health for manufacturing and the services sector. existing home sales for the month of february will also be released today. issue watchers are hoping to see a rebound after three months of declines. booming tech shares carried wall street higher thursday. the dow rallied 216. the s&p 500 gained 30, and the nasdaq jumped 109. british prime minister theresa may's brexit deadline head been extended to late may. the extension was granted with conditions that british lawmakers approve a withdrawal agreement next week. if lawmakers fail to approve a deal which they've already defeated twice, the deadline for departure will be april 12th.

states to fully recognize israel's sovereignty over the golan heights."e landofisted te. the top marine general issued a warning that combat readiness has been hurt in part by president trump's troops deployment to the southern u.s. border, as well as two recent hurricanes. david martin has more. >> reporter: the memo from marine corps commandant general robert neller lists nine factors posing unacceptable risk to to marine corps readiness and solvency. two involve president trump's use of the military to clamp down on illegal immigration. sending troops to the border and building the wall. coming on top of $3.5 billion in damages to marine bases from rran michandrence, the president's efforts to staunch what he calls an invasion have contributed to what neller calls rapidly accelerating risks. last month when the president dehe emergcy in order to take $6 billion from the pentagon budget to pay for the wall, he said the generals he consulted did not raise objections.

>> i think this is far more important than what they were going to use it for. i said, what were going to use it for? i won't go into details, but didn't sound too important to me. >> reporter: the marines which are the smallest service would probably lose the least amount of money. in his memo, neller said he already has been forced to cancel or scale back marine participation in four exercises, as well as reduce maintenance for combat equipment. he added a longer list of exercises that would have to be canceled if he doesn't get budget help. he warned the lost training will degrade the combat readiness and effectiveness of the marine corps as well as have negative impacts on other countries scheduled to take part in those exercises. the border is not the only cause of the marine corps' budget crisis, but this will provide ammunition to democrats like such richard durbin who asked when will the president wake up and put the u.s. military over his campaign promises. david martin, cbs news, the pentagon.
