four, the march madness upsets and surprises. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. former vice president joe biden is defending himself this morning after being accused of unwanted touching. a nevada democratic politician accused biden of touching and kissing her without her consent during a 2014 campaign event. biden issued a statement yesterday saying he doesn't believe he's ever acted inappropriately. this comes as biden continues to weigh his options on whether or not to launch a 2020 presidential campaign. tony dokoupil reports. >> reporter: lucy flores was a member of the democratic legislature when she ran for governor in 2014.

flores says he approached her as she prepared to go onstage. >> out of nowhere i feel joe biden put his hands on my shoulders, get up very close from behind, lean in, smell my hair, and plant a slow kiss on the top of my head. >> reporter: in an article in a "new york" magazine, flores said the incident made her feel uneasy, gross, and confused. on sunday biden released a statement that read in part on my many years i've offered countless handshakes, hugs, love, expressions of affection, support, and comfort. not once did i believe i ever acted inappropriately. white house's kellyanne conway noted the comment came from a democrat. >> he calls it affection and handshakes. his party calls it completely inappropriate. >> reporter: biden is said to be weighing a run for the white house, and flores knows some will question why she waited until now to tell her story, but, she says, that's the point. >> it does not belong in any

kinded of professional setting less politics, and that is something that we should consider when we're talking about the background of a person who is considering running for president. >> reporter: biden is expected to announce a decision on 2020 in the coming weeks. tony dokoupil, cbs news, new york. well, now to president trump and his focus on immigration. the president is threatening to close off parts of the southern border with mexico this week. he has also ordered the state department to cut off aid to central american countries he's accused of deliberately sending migrants to the u.s. laura podesta is following it all from new york. laura, good morning. >> good morning, anne-marie. democrats say cutting off that aid is counterintuitive because the money was being used to combat gangs and foster developments, in other words, to discuss the root causes of why the migrants are coming to the u.s. president trump did not talk to reporters last night as he

returned to the white house from a weekend at mar-a-lago. he did say this, though, friday. >> mexico is going to have to do something, or else i'm closing the border. >> then on twitter sunday he blamed democrats for the situation. a very bad situation for our country, he wrote. >> 100,000 people will cross the border this month alone. that is a crisis. >> aides to president trump say it would take something dramatic to stop him from shutting down the border this week. >> it certainly isn't a bluff. you can take the president seriously. >> the department of homeland security is dealing with a systemwide meltdown as it deals with a surge of asylum seekers. >> it's important that we work together. >> more than $550 billion in goods are traded between mexico and the u.s. each year.

hit-and-run that critically injured a little girl. video shows her playing in front of her home when the car jumped the curb and hit her. she's 12 years old. she suffered several fractures, a broking pelvic bone, and a leaking heart valve. witnesses say the driver and passenger got out and ran away. the university of south carolina is mourning the death of a student who was killed after she mistakenly got into a car she thought was an uber. last night students gathered on campus to pay respects to samantha josephson. police charged daniel david roland with her murder and kidnapping. rowland activated the child proof locks to keep josephson from escaping. >> the analysis concluded that the blood in the suspect vehicle was that of the victim, also a cellphone belonging to the victim was found inside the passenger of the compartment of the suspect vehicle.

assassinate a half brother of north korean leader kim jong-un was sentenced. the judge sentenced her to just over three years in prison. she was one of two women charged over the february 2017 murder of kim jong-nam, an offense that carries the death penalty. and the ncaa tournament is feent set after a weekend of upsets and thrillers. a late michigan state three-pointer busted brackets across the country as the spartans knocked off the top overall seed, duke blue devils, 68-67. aurn also punched its ticket to its first ever final four with an overtime win to kentucky. virginia is heading to its first final four in 35 years after an overtime win against purdue. and texas tech knocked off number one seed gonzaga. the four elite eight games were

confirmed the meteor, and sightings were reported across florida. a grandmother has given birth to her granddaughter, and the murder of a rap artist is under investigation. those are some of the headlines on the morning newsstand. the "los angeles times" reports grammy nominated winner nipsey hussle was shot and killed outside the clothing store he operated outside los angeles. the 33-year-old rapper was shot at close range yesterday by a young man who ran to a waiting getaway car. two ores are involved. waiting car. sources are calling it a gang-related shooting. hussle was said to be known as much for his work in the community as his music. "the new york times" reports georgia is the latest to enact a fetal heartbeat law. state lawmakers narrowly passed a bill banning abortions after a fetal heart beat can be defected if an embryo. that can happen as early as six weeks, for some women, even

before they know they're pregnant. it's expected to be signed by republican brian kemp. others want to block the bill. >> as a pregnant woman if i have to stand outsidentil the 31st,ly stand outside and i will give my cheer and rally around because you do not need to sign this bill. >> republican governors in mississippi and kentucky have recently signed similar fetal heartbeat bills. cbsnews.com reports a teenager was shot and killed after knocking on the wrong apartment door in tla. police say the 19-year-old was dropped off by a lyft driver near the wrong breezeway at an apartment complex on friday. he and his girlfriend had just moved to the complex and wasn't familiar with the area. the man inside allegedly went to his balcony to confront banks. police say after a short conversation, bines shot the teenager. he's been charged with murder, and bines says it was self-defense. the "san diego tribune" says another horse has died.

arms runner, a 5-year-old gelding fell on the dirt track crossover of a grass horse during a race yesterday. the horse injured its right leg and had to be euthanized. another horse fell in the spill, but is okay. this is the 23rd horse to die ak the track since december 26th. >> to see it go down, it's sad to think. you couldn't focus on the rest of it, but it took a while, especially the kids. they were really upset seeing what was going on. >> the racetrack reopened last friday after being closed for nearly a month as track operators tried to figure out what's causing the horse deaths. santa anita says independent experts deemed the track to be safe. "usa today" says a 61-year-old grandmother gave birth to her own granddaughter so her son and his husband could be dads.

here's look at today's forecast in some cities around the country. on the "cbs moneywatch," facebook calls for new internet rules, and the latest state to ban plastic bags. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. the big news on the economic calendar comes this friday when the department of labor releases the march jobs report. the markets are predicting the market bounced back after a disappointing february jobs report. wall street friday, the shares gave the market a boost. the dow rallied 211 points. and the nasdaq gained 60 points. facebook ceo mark zuckerberg is calling for new rules on the internet. zuckerberg says governments and

regulators rather than private companies like facebook should be more active in policing the web. he also called for more regulation on what constitutes harmful content in what is considered prohibited. lawmakers in new york passed legislation that will make this the third in the nation to have a ban on blass tick bags. the legislation bans most plastic bags provided to customers and other retail businesses. p it does, however, allow counties to opt in on 5 cents on paper bags. new york lawmakers are also expected to approve them to drive into the business sections of manhattan. meanwhile charlotte russe is now out of business. they closed their doors yesterday. you may remember they filed for bankruptcy in february. and disney's "dumbo" fell short of expectations but still came in first at the box office over the weekend. >> you have something very rare.
