breaking news, fire ripping through the historic notre dame cathead radford in paris. parts of -- cathedral right now. >> crowds of people outside

watching the devastating inferno. the flames have been tearing through this cathedral almost unchecked and live pictures as fire fighters battle the blaze and you can see the flames still raging from the top of that roof and you can also see a lot of smoke billowing towards the sky. flames ripping through a lot of scaffolding in the live pictures. >> the fire and flames first broke out all of that smoke billowing through the roof. part of the church is undergoing a $6.8 million renovation project and at one point, that spire was engulfed in the flames. the fire engulfed the entire roof and massive amounts of smoke can be seen across the french capital and pictures being shared across social media and hundreds gathering in a nearby plaza to watch the flames ravage the roof. >> the moment that the entire spire collapsed. it toppled over in dramatic

fashion, parishions watching in horror. a spokesperson saying everything is burning and nothing will remain from the flame. >> we could of had many people planning a trip and going for prayers. the the ministers say there's been no injuries at that stage reported from the fire. the paris' prosecutor's office said it started an inquiry into the fire but does not suggest it was started deliberately but they have to work out exactly what happened. >> yellow and brown smoke continuing to fill the sky above what is left of the cathedral. now, it took a while but fire crews are putting water on the flames. among what is lost in this fire, priceless works of art, interior of the twelfth century landmark is likely destroyed according to officials.

>> a better look at where the cathedral is located in central paris along the river. it is and has been a must see for tourists around the world. >> emmanuel this, acrone tweeting about it and saying it is a horror to watch it burning in paris. >> the roof collapsed and the island on which note dam is located is also being e evacuated and it's emotional watching the cathedral burn and it's the beginning of holy week for christians and it was to be the site for religious services all week long leading up to easter on sunday and much is a total loss. >> we'll keep monitoring this breaking story from paris, the fire at the cathedral scene as a loss for people all around the world . >> the fire going on for about two and a half hours and more about the breaking story

throughout the newscast. we're monitoring the changing weather in the bay area and live look outside across the bay area and cloudy skies, calm at the moment but the rain is definitely on the way. >> meteorologist darren peck is in for mary with a look. guy, the camera on the bottom left that i want to go back to for a second and put it over my shoulder. that's the live view from the camera on top of the sales force tower looking north out over the bay. if you watch, the clouds are racing in from the left side to the right. we're not seeing much rain and looking further east, it looks grayer and the rain we have to go to hi-def doppler and nothing in the neighborhood but we have to go a bit wider and look at all the stuff to the north and watch how that's quickly working its way towards us and there's the future cast and the leading edge of the rain that has it here as early as about 2:00. for the first bands of rain, not till we get in the late afternoon, 4:00, 5:00, 6:00 the better rain gets here and this

is focusing on the evening commute and that's when i'll out line in more details in the forecast in a few minutes. michelle, back over to you. new at noon, a 19-year-old woman is in critical condition after getting hit by a box truck in san francisco and happened about 90 minutes ago at san jose and seneca streets next to the balboa bart station and several officers on the scene. investigators leaving after a hit and run and this happened around 10:30 this morning near an enterprise truck rental office and no word on the condition or any information on the suspected vehicle. new details on another bay area hit and run that killed a mother and her young son. 27-year-old allen was the driver of a two door black mercedes that struck the family on foothill in oakland. this happened on saturday night. the mother and son were heading to the laundromat when hit by

the car. oakland police are offering a reward of up to $25,000 for allen's arrest. >> far beyond the dollar, far beyond the money and the award of now, it is a human being and we have a 6-year-old who's no longer with us, a mother who's no longer with us and we have an uncle who's in critical condition really fighting for his life. >> the tragedy is also shaking up the community, kpix spoke with the 6-year-old's principal in oakland. >> reporter: communities are very upset and say it's been a problematic intersection for years . >> it's really hard to understand why nothing has happened and now there's attention to it because two people lost their lives and a third is in critical condition in the hospital. >> eleanor alderman is the principal at the international community school where 6-year- old angel was a kindergartener and it's known for side shows, speeding, and multiple car

accidents at the very spot where angel and his mother were killed. >> from 28th all the way to garfield there's not one stoplight and it's a death trap. >> people set up this memorial for angel and his mother. they were in this marked crosswalk when heading to the laundromat . >> what happened here is really tragic. it's not the first time on the streets in oakland. >> councilman acknowledged the fact his office has gotten a lot of complaints in the area and intersections up like 28th and have taken over and this one here at 28th. >> we redid the street and sidewalk crossings but that right now sits -- sat on a priority list to get done this summer. >> that's not what a lot of people want to hear right now. they want to feel safer immediately. >> the mercedes the suspect took off in was not reported stolen but we're not sure who the car belongs to.

in oakland, jackie ward, kpix5. we'll hear from the trps department on how they plan on improving the section of oakland on the kpix news at 5:00. new at noon, full house actor lori laughlin pleaded not guilty in the college admission scheme. laughlin and her fashion designer husband are accused of paying $500,000 to the fake charity. the alleged scam helped get their two daughters as accepted into usc. they waived their right for arraignment. more than a dozen other parents were indicted and pleaded guilty. boston prosecutor sent letters to some of the adult children

of parents charged in the college admission scandal saying they could face criminal charges and the letters went to people believed to have known about the scam who were at least 18 years old at the time. it's unclear how many letters were sent out and no comment from the u.s. attorney's office in boston. new at noon, driving down one of san francisco's most iconic streets will soon cost you a pretty penny. it's part of a new plan to ease traffic congestion on lombard street. a family member wants to charge drivers $5-$10 per car and the stretch would also require a reservation system. that he says would bring order back to the tourist attraction. >> we think the time has come to really implement and reservation system so tourists can enjoy this amazing landmark but so our residents can get their lives back. >> the transportation authority says the vision could be implemented by using a camera that snaps people's license plate and the other option is

using parking control offices. chopper 5 flying over the skeleton of an transit bus and the entire vehicle burnt to a crisp. the illegal activity taking place on 42nd avenue and international boulevard and footage of the scene shared across snap chat and multiple intersections across the city rocked by screeching cars and rowdy crowds driverring in and running over the mess and taking over entire streets and you can see cars swerving narrowly missing bystanders and no arrests or injuries. >> in oakland, 16 people including eight children without a home after a fire ripped through their apartment complex around 1:30 in the morning. the cause of the fire appears to be accidental and may have been linked to a cooking incident. arson investigators are trying to figure out what started this fire. the two alarm blaze broke out after midnight and you can just

see that massive orange glow from inside the building. no reports of any injuries. magnitude 4.1 earthquake rattled the north bay and struck just before 5 and centered about 15-miles northeast and no reports of injuries or damage. >> new at noon, the justice department said it expects to make the mueller report public on thursday morning. attorney general william barr getting ready to release a redacted version of the 400 page mueller report and the release could renew questions about the president's conduct in office. the white house considers barr's earlier 4 page summary a total exoneration of president trump but democrats say they want to see the full report and judge for themselves. president trump is taking fresh aim at minnesota congresswoman ilhan omar of making otherwise anti-semitic

statements. >> president trump headed to minnesota monday to discuss the economy and tax reform shortly after taking another swipe at minnesota congresswoman ilhan omar. in a tweet he accused omar of controlling house speaker nancy pelosi saying pelosi should look at anti-semitic, anti- israel and un-grateful u.s. hate statements omar has made. muslim lawmaker said she's faced an increase in death threats following a re-tweet from the president targeting her over a comment she made referencing 9/11. >> some people did something. >> the video added a slip from her speech with footage from the september 11 terrorist attacks and the comment was part of a speech to the muslim civil rights organization care. >> cair was founded after 9/11 because they recognize that had some people did something and that all of us were starting to lose access to our civil liberties. >> the white house defended the

the fee for unpaid taxes is 5% per month. american airlines ex- tanning boeing 737 max aircraft thrust august 19. the cancellations amount to about 115 flights per day. the plane's anti-stall software was implicated in two crashes within five months of each other. boeing has slowed production and stopped deliveries as it works on a software fix. time for a check of our weather. rain is on the way for your commute. darren peck is in for mary. >> yes, i'll track that rain closely and the first thing is what we've all been seeing so far, not the rain but clouds. if you've known how to look at them in the right way, we'll see interesting things telling you there's a storm coming. a time lapse we rolled from the camera on top of the mountain. that's the edge of the coast range looking east into the valley. weird cloud not moving but sitting in the same spot.

rain up in the north coast but only for the next two hours and switch from live radar and put into future kassandra and bring forward and here it cops. that gets us to about 2:00. we'll watch strictly for the bay area. by 4:00, we'll have a few showers from 2:00 but the better rain around 4. by 5:00, it's rainy good for the north bay and the focus shifts to the south bay and for 6:00 and 7:00, a good band of rain over the south bay. think of timing there. that was 4:00 through 7:00 aka the evening commute home so let's look at a slightly different way. i want to give you a closer view of some important roadways this evening if you're taking that drive.

starting at 4:020, the focus is the north bay and playing through the rest of the commute, the focus of heavier rain shifts shout and we may get a few breaks over the city but don't plan on those lasting long. it'll be good rain and enough to slow down the drive. we'll get three tenths of an inch out by the time it's all said and done with. by good timing, it was able to come in just in time for the drive home and that'll be the focus for this one and tomorrow it's done and big i can't rememberup for the end of next week. those will be the warmest temperatures so far this year.

after 26 years, san diego zoo the last two giant pandas are preparing to return home to china. they've been on loan from the chinese government and the arrangement is over. visitors are lining up for a last look at the pandas and new home is the chinese conservation and research center where other san diego pandas now live. and we continue to follow breaking news in paris. another live look where it is nighttime there and the notre dame cathedral is on fire and collapsed. fire and collapsed.

we continue to follow breaking news in paris. of course this is the historic notre dame cathedral on fire. huge crowds around the cathedral and many are crying and it's the holy week for christians leading up to easter. the loss of the global landmark is big for everyone that toured the cathedral and earlier the spire collapsed from the flames and the fire spread to one of notre dame's iconic rectangular tower the damage is extensive. >> it's right there.

you can feel the heat from those flames to the balcony. >> you're hearing the silence that is running through the city and just hearing the sounds of the emergency teams. >> fire fighters had deployed all their units to the scene using hoses to control the flames. problems reported of the water barely reaching the edge of the cathedral and still the flames are burning through the interior of the church. we'll have more on this throughout the afternoon. >> so sad to see the church without the spires right now. full report at 5:00. report at 5:00.
