breaking news. the fbi and local law enforcement raid a home in the oakland hills and find what they thought was explosive. good afternoon, i'm kenny choi.

>> i'm michelle griego. let's get to jackie ward live at the scene. jackie. >>reporter: and there's one man in custody. the people who live around hearsay there's a sense of relief in the area. earlier this morning, the fbi, the oakland police, members of the alameda sheriff's office and a bomb squad, they got here around 6:00 this morning. the sheriff's office said this was apart of a bank robbery investigation. they found explosive device inside this home on stock bridge drive, but it was determined to be an hoa -- his wife would scream for someone to call police in the middle of the night. >> i had no idea it was going to be this big. we knew things weren't right and we were nervous on this block, but this is beyond. >> we did look into this to make sure there was no public safety threat. we did not find a

public safety threat. >> makayla's dad was sad and did not want to talk to us on camera. only telling me it has been a rough day off camera. neighbors heard his son duane was arrested at a local hospital while his wife was giving birth to their child. they believe he has a pass that includes weapon position, grand theft auto and jail time, and the fbi did not release anymore details other than that, but they plan to release more today. jackie ward, kpix5. >> we'll have more later on the kpix5 news at 5:00. to our weather now. a live look across the bay area. a warmup definitely underway today. sunshine, blue skies, and we are breaking some record highs as well. >> meteorologist mary lee joins us with a look at the hot spots. >> that's right, michelle and kenny. we have broken a record high in santa rosa with the temperatures -- that are only going to climb as we go through our afternoon. a hot day across the bay area. you can see those temperatures in the low to mid 80s and you're going to

watch those temps soar as we go through the next several hours here. our 24 hour temperature change, we're warmer compared to yesterday at this time. 12 degrees warmer in heyward. 11 degrees warmer in oakland. and about 9 degrees warmer in mountain view, and san jose. the record highs for the day, it's already 84 in santa rosa. so we break the record high for today originally sat back last year of 83 degrees. napa, the record high is 84 setback in 2030 and concord, a high of 87 for the record high setback in 2013. we will likely break those highs for napa and concord as well. i'll let you know what to expect as we head through the rest of the week and when we see cooler temps coming up. governor newsom is meeting with east bay mayors about wildfires. the governor and state lawmakers are trying to find the right balance between development and fire protection. nearly 30 years since the deadly and destructive

oakland hills fire changes happened -- more state regulations could be coming to high risk areas as the governor makes fire prevention a priority for his new administration. meanwhile, pg&e is asking for another rate hike to cover the potential cost of another devastating wildfire season. it's asking the cpcu for permission to raise the average bill about $12. another increase already in the pipeline would raise rates 12 bucks a month for potential increase of $22 a month. new at noon, muni is introducing safety measures after a passenger got her hand stuck in a train car door and was dragged down the platform. kpix5 anne mackovec says the probleming that -- says the problem that got her stuck hasn't been solved. >>reporter: muni was sent back to

the manufacturer. an elderly woman attempting to end the train gets caught in the door. a muni staff member tells her to move away from the car, but the train begins to move. and she's quickly pulls down between the train and the platform. the doors are supposed to sense that someone is in between them and open for safety. muni reps wrapped up preliminary testing with the fleet's manufacturing semon's where they were able to replicate the problem. >> some angles, if we manipulated the rubber or had our hands at a specific angle, it would close. >> they don't know how to fix it. >> i don't think we have an understanding of the root cause or solution. >> they're locking the back doors of the train so the operator can keep a closer eye on the front doors and make sure no one gets stuck. >> i can't see that stopping people from hopping on last second. >> muni is sending extra warnings over the intercom about staying behind the

yellow line and riders are taking their over precautions. >> definitely more aware when i'm entering and getting out, just being sure that nothing gets caught. >> earlier this month, a sheer pin broke off a muni pin. that's the mechanism that joins us two cars and that's why they're running as single cars only. muni stands by their manufacturer with more cars on standby. >> they seem committed to work with us to find a design solution. >> the smta is bringing in an independent consultant to figure out what's next as they work with the manufacturer and the state public's commission which is doing their own investigation. in san francisco, anne mackovec, kpix5. muni has 60 of the new cars in its fleet with 8 more on the way. operating a new muni light car is a sought after job that requires weeks of special training, but we're

learning about allegations of favoritism in the department from a former trainer. >> it's a safety concern. we are allowing people unqualified operating the rails. >> you can watch our report, trouble with the muni training on the new kpix5 news at 7:00. there's a deal to sale half of the coliseum to the a's. emily. >> today we talked with oakland mayor shaft and she's not sure about the tentative agreement. right now, the county and the city of oakland share ownership of the coliseum site. according to the chronicle, now under the proposed deal, the a's would buy the county share for $85 million. and the county would use that cash to pay off the debt from stadium renovations in 1995. mayor shaft says not so fast. it's unclear if the county has the legal authority to sell its share.

>> if they're going to sell, they are a public entity that holds the public's trust. they hold responsibility for public health. we know that a key driver of public health is affordable housing, living wage jobs, and environmental standards so any deal must respect those community benefits and deliver a public benefit that is greater than just paying off the bad rater's deal that government made years ago. >> we're still waiting for the results of that vote. of courts we'll bring you the results as soon as we get them. michelle. >> emily, thank you. isis has claimed responsibility for the bombings in sri lanka. 321 people were killed. and 500 were injured. new surveillance video appears to show one of the suicide bombers approaching saint sebastian church. then walking between the pews and that is where authorities say he detonated a bomb. the government believes two domestic islamic groups are

responsible for the bombings. about 40 people have been arrested. but the prime minister warn that more mill wants with explosives may be out there. he says sri lanka officials have been warned about the attacks from foreign intelligence services, but says the information was not shared with his office. >> there's a break down of communication. some need to be removed from their post. >> four americans are among the dead including 40-year-old kowalski, and 5th grader shafritz and several other americans are injured. the second earthquake -- and registered 6.3. just a day earlier, a 6.1 truck north of manila. the trembler on monday killed 11 people and 7 died in a collapse of a four-story building and that's --

rescuers found more bodies overnight in the rubble. there are reports of major damage to the international airport in manila where flight operations have been disrupted and travelers stranded. pictures showing major damage to the departure area and damaged counters as well as the ceilings. today the supreme court is hearing arguments about u.s. citizen that the trump administration wants to include in the 2020 consensus. we see how it can affect all americans. >>reporter: demonstrators chanted outside the supreme court in protest against the trump administration's attempt to question the citizenship status of everyone in the u.s. >> [chanting] >> inside, justice s are listening to arguments about whether the proposed citizenship question in the 2020 census violates law is and unconstitutional. >> he wants to know who is in this country and as a nation we have that right. it has been a question that's been on the census for decades, but we'll wait and see

how the supreme court rules. >> the government argues that including the question, will help enforce the voting rights act while crit sicks say it will deter those from filling out the census. >> that's why they include this famous question about citizenship because they know that people of color are going to be scared about that. >> which ever way the justices rule in this case could impact all americans, thaws because the consensus count dictates how many members of congress represent each state and where the federal government sends billions of dollars in funding. >> one government estimate says 6.5 million people would avoid answering the census if the citizenship wasn't included. u.s. district judge foreman says texas, arizona, and new york and illinois face a substantial risk of losing a seat in the next congressional reapportionment because the

stockton fire crews are still putting out hot spots after a massive six-alarm fire consumed a

lumber yard overnight. it broke out around 3:00 a.m. on west scotts avenue near i-5 sending these flames hundreds of feet into the air burning power lines and knocked out electricity to thousands of residents in that area. it's not clear yet how the fire started. one firefighter was injured in the blaze. contra costa county is getting a new fire station. the local dignitaries broke ground hours ago. the local fire station 70 -- fire officials say it will replace temporary facilities that have been in use since the 1989 earthquake. once the station is complete, it will be dedicated to fire captain matt burton and fire engineer scott desmond. the two died trying to rescue an elderly couple trapped in a burning home back in 2007. the station will be put into station next spring. the chorus -- house speaker pelosi says she's not there yet telling party members, during a conference call on monday saying quote, we don't

have to go to articles of impeachment to obtain the facts. but democrats say congress should begin impeachment proceedings after the special counsel's investigation outlined ten different incidents that could be viewed as evidence of obstruction of justice. >> if any other human being in this country had done what's documented in the mueller report, they would be arrested and put in jail. >> i believe congress should take the steps toward impeachment. >> senator lee says it would be a mistake to try and remove the president from office with the 2020 election around the corner because it would strengthen the current branch. there's been a subpoena for testimony for former white house council mcgahn. president trump will make his state visit to britain in june. buckingham palace and the white house say he accepted an invitation from the queen. the president will meet with british prime minister theresa may and

your wednesday as well. as we fast forward toward the end of the workweek into the weekend, that ridge of high pressure moves a little further south. and with that clockwise flow around that bridge, we're going to be drawing in onshore winds by the end of the week, and that's why our temperatures will be a little bit cooler as we go through the week, but still mild and above average for this time of year. our sunset at 7:52. our sunrise tomorrow at 6:22. daytime highs today, we are looking at temperatures in many locations in the 80s and even in the low 90s from santa rosa, napa, fairfield and for livermore. upper 80s in san jose. mid 80s for fremont, mountain view, redwood city, low 80s in oakland. here the 7-day forecast. another hot day tomorrow inland especially back up into the low 90s. we cool things down a little bit as we head through the rest of the workweek and into the weekend. by sunday and monday, temperatures closer to average, but in

all right. the better business bureau has a new -- cable customers have received calls and text from scam artist offering good deals on premium channels and they try to pressure customers to send prepaid credit cards or up
