now at noon, authorities an alameda county releases new video of a deadly police shooting. officers say the suspect ambushed them and they had no choice to fire at them. i'm michelle griego.>> choi. police released bodycam video.

we decided to show the tense moments leading up to the suspect's death, but won't show the moment he was shot. jackie ward has a look at the video and timeline from police, jackie. >>reporter: three police officers were involved combined. they have 28 years of experience. the police chief said she stands by her officers and they responded appropriately. this dash cam video shows a man lurking near washington hospital moments before firing his gun at a car. after being shot at, the police officer accelerates and makes u-turn back toward the shooter. felch is seen on the ground. you can see him lounging for his gun and pointing it at officers as they

fire their guns. >> [gunfire] >> he didn't just start shootg him he suspect didn't comply and raised the gun at him, the proper reaction for police officer in that case is to return fire. >> felch was no stranger to police. the alameda police department sent out a bulletin to authorities and what -- >> he was quote going to get a gun and shoot the first officer he saw. >> this incident would have likely resulted in multiple innocent victims being shot or killed. >> as apart of the ongoing investigation, police are trying to figure out where felch got the gun from and why he was in front of washington hospital in the first place. from fremont, jackie ward. >> fremont police officer released ierce thee and you

police officer's car. he had -- breaking news in alameda county. right now, police are at the scene of a homicide in oakland. authorities say a man oma n word on y arrests or a possible motive. breaking news. a two-car crash leads to a pedestrian being hit. it happened at johnston and clairton avenue in the twin peaks area of san francisco. kpix5 emily turner is live at the scene. >>reporter: it was a scary couple of minutes and it could have been worse. the mother and baby is going to happen. this collision was in this intersection and then the car hopped the curb and where you see that newspaper is, that's where the stroller ended with the infant inside. it started at a traffic collision at these streets and one car

sideswiped the other, and it sent int the mother and child. it was an infant in a stroller, a little girl. they have been taken to the hospital. they have non life-threatening injuries. the drivers did stay on the scene. one of the drivers was a man training to be a firefighter. lucky for him, he made sure everybody was all right. >> i took the stroller with me. i jumped out of the passenger door because that's the side where the baby was. saw the baby lying on the ground, picked her up and made sure her limbs were okay and carried her over to the mother and we called 911. >> so as you can imagine it was a scary morning for the mom as well as that baby. the father was on scene earlier. he's gone to the hospital to be with his family, and make sure they're

going to be okay. as far as the accident is concerned, sfp says it's under investigation, but it doesn't look like any charges will be filed. empty turner, kpix5. developing news in san francisco, muni is a mess. smta says subway services disrupted in both directions and the outage sent riders scrambling to find an alternative way of transportation. bart is provides aid to muni passengers between civic center and embarcadero station and frustrated riders had this to say. >> every since they've done the improvements on the tunnel and reopened, we've had several problems. this makes me late for work. >> there's three days out of five there's usually some delay.

the muni staff doesn't know what's causing it, and there's no communication. >> maintenance workers are on the scene working to clear that delay. joining us on the phone right now is erica cato from sma -- what can you tell us about the problems? >> just to recap what happened, before 7:00 a.m., it resulted in a loss of power between powell and civic station. we have been operating bus shuttles to get people along market street. our system runs on the surface and underground. so we are seeing delays through the system. right now, we're keeping people updated the social media. we have e-mail alerts they can sign up for and it tells them their best options to get around wt' me this will be resolved.

breaking news mountain view. a car crash caused -- traffic between frankland and castro is shutdown. it's unclear how long it will be closed. pge and is headed to the scene. we learned a school in walnut creek is ending early because of a power outage. it's unclear what caused that power outage. the san francisco based ride-sharing company says they plan to sale 180 million shares looking to raise $9 million. an company is being valued between $80.5 billion to $91 billion and that's lower than previous estimates that was as high as $120 billion. pay pal plans to buy a half billion

in stock. the company will explore future collaborations. ffs base -- they're filing to go public as well. they filed paper was the scc and slack collected $400 million in revenue in 2018, but with a net loss of 138 million and slat is pursuing a collect listing verses ipo. they do not share holds just existing shares. other bay area companies, pinterest and lyft and zoom went public. the dow is up 24 points. pg&e is raising your power bill to help cover wildfire-related cost. california regulators approved a $373 million pg&e rate hike. customers will reportedly see a 0 increase ove 12 months. money e hp cover cost from wildfires in 2016 and 2017.

and wildfire prevention efforts. meantime, a bigger rate hike is looming. pg&e is asking for another $22 per month rate increase for wildfire safety. amazon is determined to make one day shipping the norm for prime ministers and the online retailer says they'll invest 800 millions in the second quarter of this year. they're making free one day shipping for prime members but it's unclear when the option will be available. amazon already offers one-day shipping for certain products for customers and they provide two-hour delivery through its prime service. avenger's "endgame" keeps smashing box office. they have already earned $350 million around the world. >> we owe this to everyone. >> there's a lot ofhype behind .
