good morning from the studio 57 newsroom and cbs news headquarters here in new york, good to be with you. i'm anne-marie green. there are nevnts ovt in tense tde talks with china. this morning china announced its top trade negotiator would be going to washington this week for negotiations. yesterday u.s. trade representative robert lighthizer accused china of backtracking on commitments it made in earlier talks. now, he said the trump administration will increase tariffs on $200 billion in chinese goods beginning friday. trade talks are scheduled to take place on thursday. nikole killion reports. >> reporter: president trump put china on notice monday tweeting the united states has been losing for many years 600 to $800 billion a year on trade. with china we lose $500 billion, sorry, we're not going to be doing he ekend, t president

tweeted the u.s. would increase tariffs from 10% to 25% on $200 billion of chinese goods od additional tiffsn $325 billion in goods. earlier monday, secretary of state mike pompeo hit china on its trade practices as it relates to countries vying for development in the arctic. >> china's already developing shipping lanes in the arctic ocean. this is part of a very familiar pattern. beijing attempts to develop critical infrastructure using chinese money. chinese companies, and chinese workers. in some cases to establish a permanent chinese security presence. >> reporter: the tariffs, threats and warnings come as the chinese vice premier and his delegation are expected to head back to washington for trade talks this week. last week treasury secretary steve mnuchin was in beijing for negotiations. >> the talks were constructive last week. they're hard at it as you know, we've come a long way. >> reporter: there were some reports the chinese considered

canceling their trip to washington after the tariffs pressing task at the moment is that the u.s. will work with china to meet each other halfway and strive for a mutually beneficial agreement. the chinese delegation is preparing to travel to the u.s. for consultations. nikole killion, cbs news, the white house. the justice department is expected to meet with house judiciary staff today over the attorney general's failure to comply with a subpoena. the chairman of the committee says that he has no choice but to begin proceedings to hold william barr in contempt of congress. gerald nadler cites barr's failure to provide the full text of the special counsel's russia report by yesterday's deadline. house speaker nancy pelosi spoke yesterday about the house judiciary committee's planned vote to hold barr in contempt. >> what is it in that mueller report that they do not want the american people to see? >> the committee says contempt proceedings could be postponed

if barr makes a good faith effort to resolve the dispute. meanwhile, more than 400 former federal prosecutors have signed a letter saying president trump would face multiple felony charges for obstruction of justice if he were a private citizen. the trump administration says that it will not be turning over the president's tax returns to house lawmakers. treasury secretary steven mnuchin says the request lacks a legislate legislative purpose. mnuchin says he made the determination based on advice from the justice department, and he says that the department is not authorized to disclose the requested returns and return information. president trump maintains that he is under audit and therefore could not release his taxes. the duke and duchess of sussex are expected to give the world its first glimpse of the new royal baby as early as tomorrow. london's most iconic landmarks were lit up in britain's national colors last night to celebrate the birth of prince harry and meghan markle's baby boy. their soon to be named son was

>> reporter: he's the first born into the royal family entitled to american citizenship, and is the first mixed race baby. that meant a lot to andrea thompson who traveled to windsor from london. >> she's opinionated and she's a strong woman, and she's from me america and she's different and mixed race. i think it's a really important stage in british history that harry's made that decision. >> baby sussex is seventh in line to the throne, but after titles were limited around a century ago, he won't be called his royal highness. that allows his parent to do things differently. >> this baby could have the most free and different unique kind of upbringing to anything we've seen before with royal childhood, so let's see. authorities in mexico are investigating the crash of a small jet. people wer on board, there did not appear to be any survivors. the wreckage was found yesterday

in a remote mountain region in northern mexico. the plane was traveling from las vegas to monterey, mexico when it went down sunday. the passengers were reportedly returning from a boxing match, and the victims were between 19 and 57 years old. it's unclear if any of the people on board were americans. and we're learning more about an american killed in a fiery plane crash in russia. 22-year-old jeremy brooks was from santa fe, new mexico, and had just taken a job as a fly fishing guide in northwestern russia. the plane crash landed and caught fire at a moscow airport on sunday. at least 41 people were killed including two children. the plane took off from moscow and was headed to murmansk when the pilot turned back for an emergency landing. two award winning journalists convicted of breaking myanmar's secrets act have been freed from prison. the two were reporting on security forces abuses of rohingya muslims. they spent more than 500 days in jail.

there is an alarming report that a million species face extinction and a former soldier is pardoned. those are some of the headlines on the morning newsstand. "the washington post" reports that president trump pardoned a former u.s. soldier who was convicted of murdering an iraqi prisoner. former army lieutenant michael behenna was convicted of unpremeditated murder in a combat zone after killing a suspected al qaeda terrorist in 2008. behenna claimed he acted in self-defense. he was sentenced to 25 years in prison, but that was reduced to 15 years. he was paroled in 2014 and faced another five years of parole before the pardon. the atlanta journal constitution reports georgia governor brian kemp is set to sign an anti-abortion heartbeat bill today. the legislation bans most abortions once a doctor detects a heartbeat in the womb, which is usually about six weeks into pregnancy. it's one of the most restrictive untry.bortion laws in the

the bil includes exceptions for incest, rape, or if the baby or mother's life is in danger. opponents say that they will fight the legislation. our partners at the bbc look at a new united nation's report that says humans are threatening more than 1 million species of animals and plants around the world with extinction, from the forests to bees, to sharks and polar bears, scientists say nature is more in trouble now than at any other time in human history. the report details how humans are ravaging ecosystems that support the planet at an unprecedented rate. the report warnings that many species could disappear within decades unless nations make changes in every aspect of how humans interact with nature. >> we still do have time, but we don't have time to dither around. it's time to get started. >> hundreds of scientists spent three years compiling the 1,800-page report from 15,000 scientific and government studies.

the louisville courier reports the owner of maximum security, the horse disqualified in the kentucky derby says the churchill down racetrack is greedy for allowing 20 horses to compete. gary west says the track is able to make more money because they're willing to risk horses and people's lives. maximum security crossed the finish line first but was disqualified for interfering with other horses in the crowded field. some horse racing experts say the decision to disqualify maximum security was correct. >> it's definitely the right call. if you isolated it to one individual incident, the horse came out and impeded another horse. it's clear in the rules that you have to be disqualified and put behind the horse you impeded. >> racetrack firofficials say t foul committed by maximum security had nothing to do with the number of horses in the race. west lost an appeal yesterday and says he will file a lawsuit. still to come, the music may die at a woodstock anniversary festival, a former investor of the event is accused of walking

the reds played the san francisco giants at home yesterday, but the start was delayed by 18 minutes due to a swarm of bees congregating near home plate. the reds derek dietrich donned exterminator gear to help out. luckily two beekeepers happened to be in the stadium, and they launched an impromptu sting operation to get the bees to buzz off. on the cbs money watch now, uber and lyft drivers plan to strike, and a woodstock anniversary festival is looking for a lifeline. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. on the earnings calendar today lyft will be releasing its first report since its ipo last month. other notable earnings include allergan, anheuser busch, papa johns and tripadvisor. on wall street the dow closed down 66 points. the s&p 500 lost 13, and the nasdaq dropped 40 points finishing off the lows of the session. uber and lyft drivers are

planning a massive strike over work conditions and pay. tomorrow drivers in major cities including new york, chicago, los angeles, and san francisco plan to strike between 7:00 and 9:00 a.m. drivers demands include increased job security, livable incomes and a guarantee that 80 to 85% of proceeds to a ride go to the driver. google is set to launch new tools to limit the use of tracking cookies. according to the wall street jury room the dashboard-like function in its chrome browser will give users more information about what cookies are tracking them. users will also be offered options to fend them off. cookies are small text files that follow users on the web that advertisers use to target consumers. woodstock cofounder michael lang has until friday to raise the money needed to produce this year's 50th anniversary festival. last week a major investor pulled out. lang said the investor improperly took $17 million, but he promises the show will go on. an estimated $30 million is

severe weather and climate change are impacting farming nationwide. now there is a growing movement of farmers using smart farming to fight back. natalie brand visited family in maryland that's leading the way. >> reporter: you would never guess that this field of yellow flower s is actually a large scale family farm. harbor view farms in rock hall, maryland, grows soybeans corn, and wheat. that's not all that's planted here. >> some wheat, some barlow and crimson clover. >> trey hill is a fourth generation farmer and self-made environmentalist. >> by accident. it wasn't intentional. >> reporter: as part of a statewide push to preserve the chesapeake bay in the late 1990s and prevent runoff from farms, hill began experimenting with what's known as cover crops. >> let's see how deep that root was. >> turns out that i preserved the soil and can help fight climate change. >> these plants are sucking up cash box. >> ray weil is a professor of

soil science at the university of maryland. >> if we can take it out of the air and put it into the soil, everybody wins. >> reporter: weil works with farmers researching and promoting climate smart farming. this method does not use traditional tilling or plowing, which churns up the soil. instead, it keeps it intact. if more farms farmed like this, what impact would that have? >> it would literally not only slow down but could actually reverse climate change. >> farmland really has the capacity to sequester a lot more carbon, put it back into the soil, and by doing that we're making the soil better. >> reporter: hill says this type of farming isn't for everyone, and it requires chemical herbicides, which makes some uneasy, but for him the end goal is well worth it. >> what are you doing for climate change dad? well, this is what i'm doing. this is the best i can do given what i know. >> reporter: hill hopes more farmers join this movement to fight climate change from the ground up. natalie brand "cbs news" rock
