amican fily's line. >> nben the u.s. and north korea. the u.s. sees a cargo ship just hours after come launched his first missile test in less than a week. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. well, millions in the south are in the path of danger and potentially bad weather that is expected to bring rain and a flash flood watch. forecasters say the threat is along the northern gulf coast from texas to the lower mississippi valley. houston is feeling the brunt of the storm. city officials are warning the public to stay off the roads. floodwaters are so bad in some areas, drivers became trapped in their vehicles. >> would you recommend this? >> no. >> why not? >> it's dangerous. it really is. i made it home just in time before the water got high though.

i really did. i thank god. >> parts of louisiana are flooded after heavy rain. people in eunice splashed through roads. now to washington where at the stroke of midnight president trump made good on a threat to raise chinese goods as negotiations are set to resume today. diane king hall is at the new york stock exchange with details of this latest action by the trump administration. diane, good morning. >> good morning, anne-marie. the white house says while talks are scheduled to resume today, it remains uncertain whether the two sides can reach an agreement. the trump administration raised tariffs on $200 billion of chinese goods overnight. some estimate it would cost an average american family of four $766 a year.

on wall street stocks closed down on the escalating news with china. the dow dropped 138 points, the s&p 500 fell 8 points, and the nasdaq dropped 32 points. it came after a pivotal round of trade talks ended without a deal. china's commerce industry says it, quote, deeply regrets the u.s.'s decision and would take e specifics. mr. trump says he received a letter by the chinese president but is not ruling out the possibility of more tariffs. >> we never took in 10 cents from china. not 10 cents. i think it will be a very strong day frankly, but we'll see. >> this week top u.s. trade negotiator robert lighthizer treasury secretary stephen mnuchin accused china of reneging on decisions they machltd anne-marie? >> diane, that's good.

>> i understand there's another big story on wall street today, uber's ipo. >> that's right, anne-marie. uber's ipo is arguably one of the most anticipated if not the most anticipated this year. it will trade here on the new york stock exchange under the symbol uber. the company's initial offering is at $45, the lower end of expectations. this implies a market valuation. it's going to value the company more than southwest and american airlines combined. it could raise $8 billion today. in all it's expected to be the largest ipo of 2019 and the biggest since alibaba's in 2014. >> we'll be watching. thanks, diane. u.s. officials say the ship was used to transport coal. it came hours after north korea

"usa today" reports jeff bezos' blue origins space company wants to take astronauts to the moon by 2014. he outlined plans for the future in washington. he said the moon lander will be known as blue moon. they would also land a small ship the size of a house before then. >> vice president pence just recently said if the stated policy of this administration and the united states of america to return american astronauts to the moon within five years. it's time to go back to the moon, this time to stay. >> bezos also showed off images of what one day could be a massive quality of millions of people who would live while orbiting in space. park zoo in seattle noticed abnormalities in his rear legs. the zoo designed a custom fitted pair of specialty kicks giving him better traction and support. treatment is expected to last several months. on the "cbs moneywatch" now, amazon has agreed to ensure school supplies and children's jewelry sold on its website do not contain excessive levels of lead or cadmium. an investigation found dozens of items tested above legal levels for lead levels. some pencil pouches had 80 times the legal limit for lead and 30 times the limit for cadmium. they've issued over $200,000 in refunds. party city says it's closing 45 stores amid a global helium shortage. the closures will take place in california, connecticut, illinois, and washington state throughout the year. there are 870 party city stores

church law addressing the clergy abuse scandal. seth doane reports on what it does and does not require. >> reporter: pope francis's sweeping new law makes it mandatory for priests and nuns to report sexual abuse and its coverup. the decree sets out procedures and time lines for investigations including those against bishops. it requires every diocese in the world to establish an office to deal with abuse allegations. it mandates diocese develop simple ways for victims to report, seeks to protect wesle blowers, and puts the onus on the vatican to respond quickly. >> it is a very strong message that its disclosure is the order of the day and not science. >> reporter: the new law does not mandate reporting to police or prosecutors, though it does say local churches must adhere to the reporting laws in their countries.
