quarter for santa rosa, inch and three qu in three to four times what we typically see in the month of may and we have more rain on the way. the governor firing back at the trump administration for r high speed rail project. they are filing suit to recover money from the one billion dollars contract the government canceled last week. the governor says the trump administration's decision was political and he wants to punish california for opposing his border wall. the governor says he expects to win in court. thousands of east bay students are staying home for a second day as teachers in the new haven school district are on the picket lines again. anne makovec is in union city

where there is a rally going on right now. >> reporter: a big rally here. dozens of teachers, parents, and students are gathered and i talked with both sides of these tense negotiations today. neither is showing any sign of backing down. one, two, three, four. >> reporter: 600 teachers are walking the picket lines. contract negotiations are at an impasse over the issue of raises. >> we think if we don't do something like this, they keep walking all over us every single time there is a negotiation. >> reporter: the new haven teacher association is seeking a 10% raise the next two school years. meanwhile, the district is saying their last, best, and final offer is a 1% raise for next school year. plus, a one-time 3% payment. >> we are very far apart. >> reporter: john meadows is a

spokesperson for the district. they are at deficit spending with declining enrollment. >> is there anything the district can do to get closer to their offer? teryis that i can see. l beuprg the highest in alameda county. though they do have to buy their own health care. and the teachers say it is not enough to keep quality teachers in the district. >> they have changed, going in a different direction. we hope the message yesterday will continue today. >> reporter: school is in session. subs and administrators are trying to keep the students busy but only 20% of students showed up yesterday. preliminary attendance numbers look lower today. >> what do you say to the kids missing out on classroom time? >> support the teacher sos the strike will be short. >> reporter: normally, school districts lose money for the

state for having students absent. luckily, that is not the case in this situation because it is so late in the school year. right now, though, no new talks between the sides are scheduled. live in union city, anne makovec, kpix5. an overnight police shooting in fairfield. a burglary suspect was shot near klay bank road and horizon drive. the suspect refused to listen to their commands and the officers opened fire after a brief pursuit. the suspect is in the hospital. no officers injured. in contra costa county, a car fight fire in the eastbound lanes there. just shooting from the hood of the car you see flames. it is not clear how the car caught fire and no word of injuries. chopper 5 flying over a very ssy morning commute in alameda county. chp shut down westbound lanes for about an hour on i-80 after this big rig crashed in

berkeley. happened just before 6:00 this morning. no word of any injuries there. new video of a ship rescue, a helicopter crew from the san francisco coast guard station plucking this captain off the container victoria in the bay. no word on the man's condition. happening today, a bay area parent is expected to plead guilty in a college admissions scheme. augustine hivinez jr. is facing a little over a year in prison and a $95,000 fine. prosecutors say he paid this man, william singer, $300,000 to have his daughter's sat scores altered and have her recruited into usc as a water polo athlete. dozens of high profile parents have been charged. dozens of pro choice

supporters have gathered at the steps of the u.s. supreme court as a protest to the growing number of states passing bans on abortion. a total of 8, and the legal conditions expected to draw legal challenges in the highest court where religious conservatives hope to overturn roe v. wade. rallies are planned in every time zone sat noon. including san francisco and palo alto. we'll have much more on the protest coming up at 5:00 and online on kpix.com. former white house counsel don mcgahn was a no show. he ignored a congressional subpoena and democrats say they will go to court to hear his testimony. jerry nadler says he is not protected by executive privilege. >> when this committee issues a subpoena even to a senior presidential adviser, the witness must show up.

our subpoenas are not optional. >> he was a vised by the white house not to testify. he is a critical witness to the committee's investigation about whether president trump obstructed justice. he said the president asked him several times to shut down robert mueller's probe. more democrats are putting pressure on house speaker nancy pelosi to begin impeachment hearings. she is expected to update lawmakers on oversight and investigations. first the tornadoes, now flooding is a major concern after a storm system tore through the southern plains. emergency crews are busy with water rescues right now. this crew helping an elderly woman and her family evacuate their home near el reno, oklahoma following torrential downpours monday and tuesday. crews also helped a child to safety. massive flooding prompted water rescues in oklahoma city as well. vising rivers there overflowed their banks. washing out roadways and stranding cars. the storm system uprooted trees

new at noon, a judge ruled a baarea free lance journalist will get his belongings back after police raided his home. officers were trying to find outer who leaked the police report in the death of jeff adachi. the cause was a combination of drugs, alcohol, and heart problems. freelance journalist brian carmady said he sold information to several media outlets. we found it unethical and we did not buy it. police and fbi agents used a sledge hammer to break down his gate and entered with guns drawn. they searched the house from attic to garage and confiscated cell phones, computers, and a copy of the police report in the safe in his office. i'm emily turner at the live news desk. in just the last hour, emmy award winning comedians have linked up with city leaders to save an iconic comedy spot in san francisco. in just the last hour, there
