i'm kenny choi. >> i'm juliette goodrich. emily? >> it looks like confetti out there on the interstate. when have you seen a street sweeper on a highway. this is right at hayward and industrial parkway. millions of cans, we're told by chp, went flying covering the thaural delays. it created a traffic hazard there and it took them the better part of half an hour to hour to clean up. this is video entering our newsroom. they did have to get a street sweeper to clean up the mess. in the meantime it could cause delays. everything is back moving all right as well as the roadways are now clear. emily turner, back to you. new at noon, san francisco leaders announced a plan for the first universal mental health system in the united

states. anne makovec joins us live with details. >> reporter: eventually, it's going to be up to voters to decide in everyone in san francisco has the guaranteed right to mental health care. >> we are still san francisco. we have not lost our heart and soul and we believe that everyone can live with dig nit and wellness. >> reporter: the plan is called mental health sf. this would be a universal mental health and substance abuse treatment system that would offer psychiatric scare and medication to any san franciscoian who needs it. right now there is a strong connection between mental illness hand homelessness. >> unfortunately, too often the only people we scan call is the police and the police have very few options. they take people to psychiatric emergency services. more than half of the people

who go there are released without any services at all. >> reporter: the plan includes a new treatment center possibly at sf general and will operate within three years. backers said it who cost about $50 million each year to operate. they are hoping some of the money would come from another proposal. this who tax companies whose ceos are paid 100 times more than the immediate jan of their employees. the supervisors will be presenting the proposal officially to the board on june 4th. if it makes it on the november ballot it would only need a simple majority to pass. anne makovec reporting. teachers in the new haven uniside it school district are back on the picket line but the teacher union is budge lag little. they're asking for a 3% raise over the next two years instead

twisters demolished homes mapped uprooted trees. the sheriff's department said this left many roads imnossable. >> a tornado touched down in central indiana. preliminary reports showed more than 52 tornadoes may have touched down monday across eight states in the mid-section of the country. the main concern in fort smith arkansas is flooding where the water is quickly rising. additional rain over the next few days could calls the levees in the arkansas river to break. authorities said the river is expected to crest tomorrow at about 20 feet above flood stage. the supreme court just weighed in on an indiana abortion case. nat live brand looks at the lyt coulmean. partof an indiana abortion law meant to make this harder for some

women to receive abortions. the court let stand that indiana cannot ban abortions due to fetal disabilities or the sex or race of the fetus. however aborted fetuses cannot be disposed of. they have to be cremated or buried. then governor mike pence signed the bill into law. >> i will continue to stand for the sanctity of life for the unborn, especially for those with disabilities. >> reporter: the supreme court will likely see more abortion cases come their way as states across the country pass laws restricting when aabortion could be evidence. louisiana could pass a law as soon as today that could ban abortions after six weeks.

the cdc said at least 940 cases of measles have been reco that can mean a greater risk of infection as many travel for summer break. >> reporter: this summer travelers may be dealing with more than crowded airports. the'sles have affected four airports including california, new jersey and most recently texas. >> this is one of the situations where someone got exposed overseas and brought it back here. >> reporter: the doctor with the cdc recommends that travelers protect themselves ahead of time. >> when you actually arrive at the airport and get on the airplane, it's too late to get the measles vaccine.

right now, looking at 74 degrees in concord. 68 in liver more. 58 in san francisco. 67 in san jose and low 70s in santa rosa. satellite and radar view that low pressure system will continue to push off to the east and away from us. this ridge of high pressure will be build thing in and loving closer to us. with that we'll see temperatures warming up. today the start of a warming trend. future cast taking you hour by hour. you can see all of that sun across the bay area. even more sun for your wednesday with temps even warmer. as we look ahead to the end of the week we're going to heat up for sure. so low pressure system to our south and a strong ridge really in control. you'll see some offshore winds. that's why we'll see summer like temps as we go through the weekend. some of our inlandlocations, especially sunday, topping out in the upper 80s.

we are following breaking news from contra costa county. this medical helicopter blocked traffic right outside the pruitt family water park in antioch. we just checked in with contra costa fire. they tell us someone was doing cpr on a 10-year-old boy at the water park. he was awake and breathing.
