are now safe. what made the rescue mission so difficult. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. well, today is the deadline for the white house to give formal notice on tariffs for mexican goods. officials will reat in washington for a third day today in hopes of reaching a deal on immigration enforcement. president trump is threatening a 5% tax on all goods imported from mexico. those tariffs are set to go into effect on monday unless mexico takes measures to stop illegal immigration along the southern border. marc liverman is here in new york. marc, are we seeing any progress at all with these negotiations? >> well, we're seeing some progress, but it might not be enough before monday's deadlines and some on both sides say the move could take a big toll on americans.

two days of talks between u.s. and mexico have yielded significant concessions but not enough to stop tariffs on all goods from mexico. >> tariffs are a beautiful thing, beautiful word if you know how to use them properly. >> with time running out and opposition growing on capitol hill, president trump appeared on fox news to defend the immigration approach. >> they're saying, oh, that's horrible. what they're doing is hurting a deal. they should be saying we're with the president, we'll do whatever he wants to do, and mexican would fold like an umbrella. now we have these people. i'm saying there are some republicans too. i think they should be ashamed of themselves. >> the white house is using the threat of tariffs to pressure mexico to halt the flow of migrants into the u.s., but many in congress are pushing back saying the move would hurt americans. the chairman of the house ways and means committee will use a

dissolution of approval to say blocking tariffs for trade policy is an abuse of power. mexico pledged to deploy 6,000 troops to its border with guatemala. the white house said that wasn't enough. cbs news has learned that the two sides are discussing a change to the asylum policy so that migrants traveling through mexico would apply for asylum there first. the administration describes that as encouraging. and if no deal is reached, the white house will impose a 5% tariff on imports on monday. the fee could rise as high as 25% by the end of the year. lawmakers are also concerned if they go into effect, they could have a negative effect on american businesses too. anne-marie. >> watching those negotiations closely. marc liverman in new york. thank you, marc. democratic presidential candidate joe biden says he no

apportions. he supports the hyde amendment. biden discussed the issue during a rally in atlanta health carea right as i do, i can no longer support an amendment that makes the amendment right dependent on someone's zip code. >> so far this year eight states have passed laws severely limiting abortion rights. dangerous and deadly flooding will remain a major threat across parts of the south into the weekend. flood watches and warnings are up in at least six states this morning, and forecasters say flood-ravaged louisiana and arkansas will get more rain today. and torrential downpours are expected throughout the entire southeast throughout the weekend. laura podesta has a report on damage the floods have left behind. >> reporter: floodwaters soaked the area in alabama as more than

3 inches of rain fell in an hour. a man drowned his ve as the rains fell, the storms also spawned tornadoes. in galvez, a storm severely damaged this home. >> as soon as i came in, this whole roof fell. >> reporter: matt johnson'st baa direct hit while his family was home. >> i was like what if we would have let them sleep in. she could easily have been dead. i could have been dead. >> reporter: two men pulled a woman to safety submerged in a car in high water. a tree fell in a swimming pool. it carved a wide path from oklahoma to parts of illinois. homeowners in grafton, illinois, built a wall with concrete and gravel hoping to curb the damage. and dozens of volunteers in conway, arkansas, pitched in to help. >> this community has given maximum effort to try to save this home. it means the world to my father,

to me. >> reporter: they built this barrier from thousands of sandbags, creating their own tiny island fortress. laura podesta, cbs news. four hikers rescued from mount rain year in washington are recovering in hospital this morning. they discovered problems after high winds. the winds made it hard to reach the climbers. they were finally reached by helicopter yesterday. one of the men identified the terrible ordeal of being there. >> there were moments there were breakdowns. there were moments there were panic attacks with each and every one, and we had to be there for each other to pull each other out. >> the four men suffered from exposure to the cold, but they are expected to be okay though. the fbi and cdc are investigating the recent deaths of american tourists in the dominican republic, three people

have died in the last three weeks at the same resort. janet shamlian reports their exact cause of death still remains unclear. >> canoeing together. >> reporter: edward holmes and cynthia day were having the time of their lives at this resort in the dominican republic. the maryland couple posting photos on social media saying they never wanted to leave. they were found dead in their room may 30th. >> they just got engaged. they were celebrated. >> reporter: just five days earlier miranda schaup-werner collapsed at a sister resort. the fbi is investigating the sudden deaths. all three had the same cause, fluid in the lungs and respiratory failure. no toxicology report is available yet. in a statement, the resort claims miranda shaup westerner died of a heart attack. a family spokesman said she was treated for a heart issue years ago but was recently in good health. >> we don't have any answers of

what happened down there. >> reporter: the deaths brought back memories for dawn mccoy whose husband david died in the republic last year. >> he wasn't able to talk. he wasn't able to breathe. >> reporter: the new developments of a couple in fiji. authorities have ruled out the flew in their case. janet shamlian, cbs news, los angeles. today west point is expected to release the name of a cadet killed in a violent crash. it happened yesterday about 55 miles north of new york city. a five-ton vehicle loaded with cadets overturned on the way to a training site. one died and 22 others were hurt. the injured cadets are seniors, part of the class of 2020. an official at west point says a death like thisrpsing. >> it's not common to have a

vehicle turn over. we want to make sure our soldiers and cadets train in realistic training environments. >> president trump expressed his condolences on twitter calling it a terrible accident. >> a new facility will be in carrizo springs, texas, southwest of san antonio. it will hold as many as 1,600 teens. the complex once housed oil field workers. the government is considering housing children on three military bases around the country. and the government is taking new steps to block robocalls. members of the fcc approved a measure giving wireless phone companies the right to block robocalls automatically without needing customers' permission. this means cellphone owners will no longer have to opt in or download an app. >> it gives us an extra tool in our arsenal to go after the robocalls and the scammers. >> it's not clear yet how many unwanted calls will b blocked

his career and was inducted into the rock and roll hall of fame pin 2011. he was 77. a police commissioner apologizes and a major fentanyl bust. those are some of the headlines on the "morning news" headline. police in san luis, arizona, say three students were arrested for alecedly possessing more than 3,200 fentanyl pills at a high school. investigators say two 18-year-old girls and a 16-year-old boy were taken into custody at san luis high school own the u.s. southern border near yuma. one of the girls had three plastic ziploc bags containing the pills. the drugs have an estimated street value of up to $48,000. the "washington post" says the government watchdog says the v.a. owes veterans at least $189,000 in refunds on home loan

fees. when veterans take out a loan, they could pay a fee of several thousand dollars to the lender. the fee is supposed to be waived. the v.a. inspector general found more than half the veterans entitled to the benefits were never reimbursed. the v.a. says it will issue refunds. "the new york times" reports that nearly 50 years after police conducted a violent raid at a new york city gay bar the police commissioner apologized. the raid in june of 1969 at the stone wall inn helped ignite the gay rights movement. the police apology comes just weeks before what is expected to be a massive lgbt p.r.i.d.e. celebration to mark the 50th anniversary of the clash. >> the actions taken by the nypd were wrong, plain and simple. the actions and laws were discriminatory and oppressive, and for that i apologize.>> t ga

anything but a day at the beach for one vacationing family. on monday volunteer water rescuers saved an 8-year-old ohio boy who floated away from the coast on a raft shaped like a unicorn. their quick action after a 911 call from the family brought the boy and the unicorn safely back to shore. volunteers say the raft acted lying a sail making it move too fast for the boy to stop. on the "cbs moneywatch," google presses play on a new online video game service, and deals for national doughnut day. diane king hall is at the new york stock exchange with that and more. good morning, diane. >> good morning, anne-marie. all eyes on the job market with the delivery of the jobs report later this monday. stocks closed higher yesterday amid hopes u.s./mexico trade talks are making progress. the dow rallied 181 points, the
