the question now is by whom. that we don't know. you can see it in the driveway. what is in the front yard of a man's house. steve johnson is a 67-year-old welder. when this concrete was foured, it caused quite the stir there. there is in fact a petition for the removal that has 3,000 signatures. this is video of it before it was covered. and the town actually has a big get together this afternoon, a rally to protest the existence of this. that's happening downtown from 4:00 to 6:00 p.m. so far,reports are the owner of it does not seem moved. we'll key keep an eye on it. and new at noon, the b.a.r.t. board voted to offer reduced fares to low income riders. it's a pilot program. people qualified will receive a 20% discount per trip through a special card. the system will lose $4.3 million annually.

the board is set to vote on the 2020 budget later this afternoon, which could include fair increases system wide of 5 and a half%. and democrats calling president trump a national security threat after he said there's nothing wrong with accepting dirt on a political opponent from a foreign government. >> reporter: president trump says he has no problem accepting opposition research on a political challenger from a foreign government. >> this is somebody who said we have information on the opponent. let me call the fbi. give me a break. >> if fbi director said that's what should happen. >> the fbi director is wrong. >> reporter: in a series of tweetds, the president tried to explain the excellent. i meet and talk with foreign governments every day. should i inform the fbi about the calls and meetings? how ridiculous. >> the reaction was swift.

time that i'm female in a male world. i really don't notice. i don't get treated any different. >> reporter: she grew up in a military family and first joined in 1986 to pay for college. but she grew to love the adventure, eventually flying black hawk helicopter missions in iraq. >> most women would realize this is a great job and a profession that i can really show my worth. >> reporter: she will be responsible for the training and readyness of 10,000 soldiers from nine states and territories, including california and guam. >> we have two missions. we have to be ready for the federal mission to deploy and fight the nation's wars. and we have to be ready to protect the citizens of california. >> reporter: she's broken the military's glass ceiling. >> as the first woman to command an infantry division with three teams, aviation brigade, artillery, that's a massive undertaking.

some of the cooler locations 22 degrees cooler in santa rosa as well as for fairfield. 15 degrees cooler in concord. 16 degrees cooler in hayward and livermore compared to yesterday at this time. and 13 degrees cooler in san jose. just to show you how much cooler we are compared to yesterday. and we're going to continue on that cool down as we go through the next couple of days. and you can see the on shore flow, south westerly winds at 12 at half moon bay. 9 in san francisco. and windy in fairfield, the south westerly wind at 24 miles per hour. and 20 miles per hour in antioch. the ridge of high pressure is now to the east and we have the upper level trough of low pressure to thank for the stronger marine influence for us. with that, we are seeing temperatures much cooler all around the region. plenty of sunshine as we head through the day. we'll start off the day tomorrow with the low clouds

they're this week's jefferson award winner. night d the mois hosting a vers of coachella. >> we've been making paper flowers. >> reporter: the teens are having fun their way and that's the goal. everything about rise is inspired by the young people it serves. >> we're in a community where there have been decades of underinvestment. >> reporter: the cofounders have known each other for decades. and after a stint together at another nonprofit, they saw young people in richmond looking for a safe space. >> we heard a cry for adults to listen. because i feel like young people were saying, yes, we are dealing with severe trauma in our community. we actually have an idea of the solution and can anybody just invite us to the table. >> reporter: so the two created

rise. it opened in 2008 and since then, approximately 4,000 young people have come through the doors, receiving services like clinical counseling, college support, and cultural programming. >> the programs are platforms to build loving, healing relationships and loving healing community. >> i feel like i didn't have anyone to show me something to value until i came to rise. >> reporter: she came ten years ago as a teen. now she works here. >> this is a welcoming space. >> reporter: it's the sense of welcoming this 16-year-old appreciates. >> i see others who look like me and go through the same struggles as me and fighting for the same rights and freedom. >> reporter: they feel privileged to serve the young people. >> they're amazing human beings. and where ever they're at, that's where we'll start. >> reporter: for creating a safe space for the young people of richmond, the jefferson award goes to these two women.
