[ siren ] police in riot gear fired teargas at hundreds of thousands of people as they took to the streets last night. they're protesting government corruption and leaked group chat messages involving ricardo rossello that included profane, homophobic, and sexist comments. the messages also mocked victims of hurricane maria. earlier in the day, president trump renewed his attacks on rossello.

>> he's a terrible governor. the congress of the united states handed him $92 billion. that $92 billion is in the hands of incompetent people and very corrupt people. >> in fact, puerto rico has only received $14 billion since hurricane maria nearly two years ago. rossello is not planning to seek re-election. the trump administration and congressional leaders have reached a critical budget agreement that could eliminate the risk of another government shutdown. the deal would increase spending by $320 billion and suspend the debt ceiling for two years. that would push a contentious battle over spending to beyond the 2020 election. laura podesta is here in new york. the deal still needs congressional approval, though. will it pass is the question. >> reporter: well, it is looking that way. this deal was bipartisan. it was all about compromise which in this political climate is nothing short of a miracle. the white house and congress reached an agreement on a

critical budget resolution last president trp annound the deal on twitter writing that it contained no poisoned pills and adding, quote, this was a real compromise in order to give another big victory to our great military and vets. the budget, which still has to be approved by the house and senate, suspends the national debt ceiling for two years. the deal increases spending to $320 billion according to an aide. >> very important that we take care of our military. our military was depleted. in the last 2.5 years we've undepleted it. >> reporter: republicans had been seeking steep spending cuts. in a statement, house minority leader kevin mccarthy said that while the agreement wasn't perfect, the gop had to compromise. deficit hawks within the party disagreed. the head of the republican study committee said the budget endorses runaway spending.that many of our colleagues have no regard for the debt or the deficit or rising inflation or

any of those concerns, and that they'll spend us into bankruptcy if it's allowed. >> reporter: the negotiations were led by house speaker nancy pelosi and treasury secretary steven mnuchin. in recent weeks, mnuchin had warned that the federal government was in danger of running out of cash by the end of the summer. the house is expected to vote on the measure this week. the senate would have one week to approve the bill before congress leaves for its summer recess. time is of the essence. anne-marie? >> laura podesta in new york. thank you so much. the justice department is warning former special counsel robert mueller to stick to the boundaries of his report ahead of his testimony before congress tomorrow. the doj sent mueller a letter that also says he cannot, quote, discuss the conduct of uncharged third parties. yesterday president trump was asked if he plans to watch mueller's testimony. >> i'm not going to be watching probably. maybe i'll see a little of it. i'm not going to be watching mueller because you can't take all those bites out of the apple.

>> reporter: the seizure of the british vessel comes just two weeks after the u.k.'s royal marines helped seize an iranian tanker off the coast of gibraltar. britain claims the ship was carrying oil to syria in breach of e.u. sanctions. natalie brand, cbs news. torrential rain and flooding will be a threat for millions along the east coast. the biggest risk is in southeastern virginia and the carolinas. yesterday, violent thunderstorms swept across the northeast causing power outages and flash flooding. in new york city, many roads looked like rivers. the severe weather caused delays and cancelations at new york's jfk and laguardia airports and new jersey's newark airport. hundreds of thousands of people in new jersey lost power during last night's storm. fortunately, there were no reports of any major injuries. the trump administration is expanding the authority of immigration officers to deport migrants without requiring them

to appear before judges ahead of deportation. the department of homeland security says fast-tracked deportations will apply to anyone in the country illegally less than two years. until now those deportations applied only to people caught crossing the u.s. border by land and not entering by boat our plane. meanwhile, i.c.e. agents continue to ramp up their efforts to arrest undocumented immigrants. in tennessee a man and his 12-year-old son sat inside a car for hours as agents tried to get them to surrender. when neighbors heard what was going on, they linked arms and formed a human chain so the pair could get into their home. >> i could see if they were bad criminals, but they're not. they're just trying to provide for their kids. >> the agents ended up leaving without arresting the man or his son. a new prime minister is expected to be named later on this morning in the u.k. boris johnson is widely expected

largest settlement ever for a data breach that exposed the private information of nearly half of all american consumers. the 2017 hack was one of the biggest in history. diane king hall reports. >> reporter: the equifax breach exposed the private information of nearly 150 million people. >> names, social security numbers, birth dates and addresses, and for some driver's license and credit card numbers. >> reporter: two years after the breach, the credit reporting agency has agreed to a settlement of up to $700 million. that includes up to $425 million for consumers who were financially harmed and could be as much as $20,000 per claim reimbursing those impacted for both time and expenses fighting identity theft. >> as long as they have reasonable documentation in the form of receipts that they paid for credit monitoring or that they paid for security freezes, they should be able to get reimbursed for that amount.
