why bystanders formed a human chain to protect their neighbors. good morning from the studio 57 newsroom at cbs headquarters here in new york. good to be with you. i'm anne-marie green. calls for puerto rico's governor to step down are intensifying this morning after what appeared to be the largest protest the u.s. territory has seen in decades. [ siren ] police in riot gear fired teargas at hundreds of thousands of people as they took to the streets last night. they're protesting government corruption and leaked group chat messages involving ricardo rossello that included profane, homophobic, and sexist comments. the messages also mocked victims of hurricane maria. earlier in the day, president trump renewed his attacks on rossello.

>> he's a terrible governor. the congress of the united states handed him $92 billion. that $92 billion is in the hands of incompetent people and very corrupt people. >> in fact, puerto rico has only received $14 billion since hurricane maria nearly two years ago. rossello is not planning to seek re-election. the trump administration and congressional leaders have reached a critical budget agreement that could eliminate the risk of another government shutdown. the deal would increase spending by $320 billion and suspend the debt ceiling for two years. that would push a contentious battle over spending to beyond the 2020 election. laura podesta is here in new york. the deal still needs congressional approval, though. will it pass is the question. >> reporter: well, it is looking that way. this deal was bipartisan. it was all about compromise which in this political climate is nothing short of a miracle. the white house and congress reached an agreement on a

critical budget resolution last president trp annound the deal on twitter writing that it contained no poisoned pills and adding, quote, this was a real compromise in order to give another big victory to our great military and vets. the budget, which still has to be approved by the house and senate, suspends the national debt ceiling for two years. the deal increases spending to $320 billion according to an aide. >> very important that we take care of our military. our military was depleted. in the last 2.5 years we've undepleted it. >> reporter: republicans had been seeking steep spending cuts. in a statement, house minority leader kevin mccarthy said that while the agreement wasn't perfect, the gop had to compromise. deficit hawks within the party disagreed. the head of the republican study committee said the budget endorses runaway spending.that many of our colleagues have no regard for the debt or the deficit or rising inflation or

any of those concerns, and that they'll spend us into bankruptcy if it's allowed. >> reporter: the negotiations were led by house speaker nancy pelosi and treasury secretary steven mnuchin. in recent weeks, mnuchin had warned that the federal government was in danger of running out of cash by the end of the summer. the house is expected to vote on the measure this week. the senate would have one week to approve the bill before congress leaves for its summer recess. time is of the essence. anne-marie? >> laura podesta in new york. thank you so much. the justice department is warning former special counsel robert mueller to stick to the boundaries of his report ahead of his testimony before congress tomorrow. the doj sent mueller a letter that also says he cannot, quote, discuss the conduct of uncharged third parties. yesterday president trump was asked if he plans to watch mueller's testimony. >> i'm not going to be watching probably. maybe i'll see a little of it. i'm not going to be watching mueller because you can't take all those bites out of the apple.

cia, that's totally a false story. that's another lie. >> reporter: the allegations follow iran's revolutionary guard storming a british flagged oil tanker last friday. iranian state tv released this video that claims to show the crew members. a cameraman can be heard telling the men what to do. it's not clear if they're under threat. iran's foreign minister claims the u.k. ship violated international agreements. >> the u.k. ship had turned off its signaling for more than the time that it was allowed to do so. was passing through the wrong channels, endangering the safety and security of shipping and navigation in the strait of hormuz for which we are responsible. >> reporter: but britain claims it did nothing wrong, and on monday accused iran of state piracy. >> we will seek to put together a european-led maritime protection mission to support safe passage of both crew and cargo in this vital region.

>> reporter: the seizure of the british vessel comes just two weeks after the u.k.'s royal marines helped seize an iranian tanker off the coast of gibraltar. britain claims the ship was carrying oil to syria in breach of e.u. sanctions. natalie brand, cbs news. torrential rain and flooding will be a threat for millions along the east coast. the biggest risk is in southeastern virginia and the carolinas. yesterday, violent thunderstorms swept across the northeast causing power outages and flash flooding. in new york city, many roads looked like rivers. the severe weather caused delays and cancelations at new york's jfk and laguardia airports and new jersey's newark airport. hundreds of thousands of people in new jersey lost power during last night's storm. fortunately, there were no reports of any major injuries. the trump administration is expanding the authority of immigration officers to deport migrants without requiring them

to appear before judges ahead of deportation. the department of homeland security says fast-tracked deportations will apply to anyone in the country illegally less than two years. until now those deportations applied only to people caught crossing the u.s. border by land and not entering by boat our plane. meanwhile, i.c.e. agents continue to ramp up their efforts to arrest undocumented immigrants. in tennessee a man and his 12-year-old son sat inside a car for hours as agents tried to get them to surrender. when neighbors heard what was going on, they linked arms and formed a human chain so the pair could get into their home. >> i could see if they were bad criminals, but they're not. they're just trying to provide for their kids. >> the agents ended up leaving without arresting the man or his son. a new prime minister is expected to be named later on this morning in the u.k. boris johnson is widely expected

"the charlotte observer" says police are looking for a bearded man looking for a connection in the murders of a north carolina woman and her boyfriend in canada. police released a sketch of the person of interest. he's wanted for questioning. officers say that he was seen talking to lucas fowler on a remote highway in british highway more than a week ago. it's believed fowler and his girlfriend chynna deese were killed the next day. fowler's father says the family is devastated. >> it's a love story that's ended tragically. it really is. it's the worst ever love story. >> deese's brother said the two met traveling, and that's what

they loved to do together. they were on an extended roadipy were killed. cbs news reports r. kelly's crisis manager is stepping down. darrell johnson made the announcement yesterday hours after an exclusive "cbs this morning" interview. he said his decision was for personal reasons. during the interview, gayle king asked if he would ever leave his daughter alone with r. kelly. johnson replied that he would never leave his child alone with anyone accused of being a pedophile. >> that doesn't seem like a contradiction to you? you're sitting here defending r. kelly, but at the same time saying you wouldn't leave your own daughter with him. >> i wouldn't leave my daughter with anyone. i'm going to say it again, accused of being a pedophile. >> all right. >> r. kelly faces multiple federal sex crime charges involving underage girls. kelly was denied bail last week, and he has pleaded not guilty to the allegations. the "boston globe" reports that vice president mike pence canceled a new hampshire trip to avoid meeting a drug trafficker.

that person, jeff hatch, was under investigation by the drug enforcement agency for trafficking fentanyl. pence was scheduled to speak at granite recovery centers in new hampshire where hatch worked earlier this month. hatch, who is a former nfl football player, was fired yesterday. he pleaded guilty to a charge in connection to the case on friday. hatch faces up to four years in prison. and our partners at "bbc news" report soccer sensation cristiano ronaldo will not face charges over an alleged rape. ronaldo was accused of sexually assaulting a woman at a las vegas hotel in 2009. u.s. prosecutors say the claims could not be proven beyond a reasonable doubt. she reportedly reached an out-of-court settlement with the star in 2010 for $375,000. ronaldo said what happened between them was consensual. still to come, macy's pulls its skinny jeans plates off the shelves. why many argued they promoted eating disorders. lates off the

shares. the dow added 17 points, the s&p 500 gained 8, and the nasdaq was up 57. pushing for a new rule that would cut food stamp benefits for 3.1 million people. the proposed measure would end automatic eligibility for those already receiving federal assistance through another program. it would also make it more difficult for some to qualify. the proposal would save about $2.5 billion a year. a 60-day public comment period begins tomorrow. those comments must be reviewed before the proposal can go into effect. volvo is recalling about half a million cars over the risk of engine fires. the affected cars have two-liter, four-cylinder diesel engines and were made between 2014 and 2019. volvo says a part of the engine is made of plastic and could melt when the temperature changes. it caused a car fire in a few cases. there have been no reports of p. macy's has removed a line of porcelain plates over complaints

largest settlement ever for a data breach that exposed the private information of nearly half of all american consumers. the 2017 hack was one of the biggest in history. diane king hall reports. >> reporter: the equifax breach exposed the private information of nearly 150 million people. >> names, social security numbers, birth dates and addresses, and for some driver's license and credit card numbers. >> reporter: two years after the breach, the credit reporting agency has agreed to a settlement of up to $700 million. that includes up to $425 million for consumers who were financially harmed and could be as much as $20,000 per claim reimbursing those impacted for both time and expenses fighting identity theft. >> as long as they have reasonable documentation in the form of receipts that they paid for credit monitoring or that they paid for security freezes, they should be able to get reimbursed for that amount.

it's 4:30. it does look a little bit clearer out there this morning compared to yesterday. but, let's get the full forecast from our expert and meteorologist darren peck. >> you were spot on. there's lot less marine layer this morning. you will have some of it at the usual suspects like right at the golden gate and along the coast. for most of us this morning, look how clear that view is from the top of the sales force tower looking over the bay bridge. no low clouds there. and that's the east bay over there. you see the lights in the distance. and you can see them because we are not waking up to the same blanket of low gray clouds today that we had yesterday. it's 59 in that view for oakland. 63 in san jose. santa rosa at 53 and the number was in the mid-50s for san francisco. we will go to 67 officially for the city today. again that's an exact repeat of yesterday. and so are these numbers. these are the numbers across the rest of the bay that 91 for inland locations. maybe a couple degrees cooler in fact than we were yesterday. but it's goi t
