plan. >> reporter: this is in the idea phase. this was a presentation of a draft policy. >> it probably the most up to date progressive policy on use of force. >> reporter: that's the sheriff who came to present proposals on the use of tasers after deadly three times in the county last year, including the death of chinedu okobi, who died after been tased by five deputies. a confrontation that began when they attempted to stop him for jaywalking. >> these were human beings with loved ones and full human biographies and hopes, dreams, and wishes. >> reporter: they proposed to change the wording to causing or threatening to cause physical injury. al cou be tased three times. there's a clause, though, for

exceptional circumstances. critics say that needs to be more concrete. >> you have a policy that's falled unless. >> reporter: and bias trainingay patrol vehicle. . my people have to have the tools and the training and the opportunity to save their lives and the lives of the residents we serve. >> the actual policy isn't going to be fleshed out for a month or so and it has to be passed by two unions in the sheriff's office. mckayla maroney, kpix5. i'm emily turner. we have video just in from chopper 5. you can see a big rig overturned. crews were working to shore up the side of the creek and the big rig, a dump truck, overturned down the embankment. one person has been taken to the hospital as a precautionary measure. that was not an injury. they want to make sure that

everything is all right. in the meantime, the dump truck was full of dirt and more work ahead of them anything to getting the truck out of the embankment. i'm emily turner, back to you. and advocates calling on the san francisco leaders to call a state of emergency after fatality, a tesla hitting and killing a pedestrian. the demand for safer streets. >> reporter: advocates say the city has failed bikers and pedestrians. they want changes now. san francisco motorcycle police stepped up enforcement on taylor street following sunday's crash that killed benjamin dean and severely injured his wife. they were celebrating they are wedding anniversary. the officers looking for red light violators and speeding drivers. >> we only had have 14 in july .

>> reporter: they say increased enforcement will not increase safety. they demand more cameras, lower speed limits, and automated speed enforcement. a state senator says the last two requests would require state approval and unlikely to pass. >> they don't do well in the ljts. >> reporter: and the mayor can implement policies to reduce the traffic deaths. many of the fatalities happened in his district. . >> to me, it was a feeling of failure for not have prevented this. >> reporter: they promised to speed up the traffic improvement

measures and plan to launch a campaign to remind drivers to slow down. >> over two thirds of the crashes are because drivers are driving too fast. >> the authorities says car traffic has gone up by 60% in the last five years. traffic safety will continue to be a priority as the city sees more cars and people. in san francisco, kpix5. and the latest fatal crash was caused by a speeding driver who ran the red light. the driver was arrested. and the governor revealed the first report by the new dmv reinvention strike team. it outlines the wait times decreased by 58 minutes. from august 2018 to may 2019, more than 100 new remote kiosks set to begin operating. and the agency will begin a pilot program for the credit

this afternoon to meet with the members of the democrats of ross moore, the largest democratic club in northern california. he's expected to talk about the plans to create 8 million jobs and about climate change. a live look in washington dc. president trump and democrats reached a tentative budget deal. as katherine johnson reports, it adds to america's rising debt. >> reporter: president trump and democrats reached a budget compromise. >> it isn't everything we hoped for. but it got to the debt ceiling. that's important. we're not going to default on american securities. >> reporter: it allows a boost of spending and it increases overall government spending by$. republicans can claim victory for military and border spending while democrats can tout spending on domestic programs.

>> it means jobs for the american people and ladders up for the american people and hop. >> reporter: it's at the expense of the country's $22 trillion debt. critics say it will be future generations who pay the price if lawmakers don't get spending under control. >> it's a pretty good deal under the circumstances. >> reporter: the house will vote on the bill thursday and mitch mcconnell promised to bring the measure to a vote before the august recess next week. katherine johnson, cbs news, the white house. the u.s. department of agriculture is proposing rules to cut food stamp benefits to millions of americans and end automatic eligibility for those receiving federal assistance through another program and make it more difficult for some to qualify, requiring a view of income and assets. it would cut 3.1 million americans from the food stamp program. coming up at 5:00, we look at how the newnia. a, t senate is

expected to vote on legislation to permanently finance the 9/11 victim compensation fund. the measure passed the house vote earlier this month. it would ensure the fund provides money to those who have illnesses and injuries linked to the toxins after the terror attacks. it's supported by jon stewart. and robert mueller is scheduled to testify for about five hours before two committees tomorrow. nicole kill killioy reports. >> reporter: and the justice department sent mueller a letter last night giving him strict instructions to strict to the boundaries of of the report. the letter calls the testimony unnecessary. president trump continues

top. that marine layer is low and it's been persistent. and i can show you the satellite. everybody is clear except for that working its way to the golden gate. and a closer look, we have the ribbon working across the bay and the whole west half of the city is waking up to the clouds. it will stay cloudy and cool today. the real story in the forecast is the warm-up we've been experiencing inland. and we want to show you how different today my feel than yesterday. you remember this. concord, 96 yesterday. today, 93. that's 3 degrees cooler today than yesterday. napa, same story. 93 livermore. and i don't think you're going to necessarily notice today being cool. but it's a little bit better. in the bay, some differences here. we're not really on the extreme end of temperatures here. the numbers are around average. it's not like you'll notice anything about the temperatures for the bay or at the coast.
