good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. i'm anne-marie green. investigators released a timeline of events leading up to the mass shooting in dayton, ohio. new surveillance video shows the moments before the gunman opened fire in the city's downtown area. police say 26 people were shot in the span of 32 seconds. nine people were killed. kwlaur laura podesta is here in new york. i think the real question that many people are asking, are investigators any closer to figuring out a motive here? >> reporter: what we are hearing, police in dayton, ohio, are struggling to determine the gunman's motive, but they are revealing new details about what happened during last week's violent rampage. dayton officials are still trying to determine what prompted the mass shooting that left nine dead on august 4th. yesterday using surveillance video, police laid out a timeline of the movements of alleged gunman connor betts. >> this was a plan, well before he got to the oregon district.

>> reporter: a primary focus of the investigation is the gunman's sister.mebettwaamong e victims that night. the 22-year-old shot dead as she and a friend stood near a taco stand. text messages indicate connor betts knew she was heading to that location, but police can't say if he knowingly targeted her as he fired shots down an alley. >> is there a question, could he even see who was on the other side. some say absolutely not. it wasn't intentional, some say it had to be. i would say it is inconclusive. >> reporter: police say there is evidence that the 24-year-old gunman had long been preoccupied with dark thoughts. >> there is a history of obsession with violence and violent ideations, mass shootings and expressing a desire to carry out a mass shooting. >> reporter: his friend is due in court later today. ethan kohl kollie bought body

armor for betts. kollie is not accused of taking part in the shooting. dayton police also updated the number of people hurt, saying now that in addition to the nine people killed, 17 were injured by gunfire, three more than they originally said. and more than two dozen were injured overall when you include people trampled during the panic. anne-marie? >> laura podesta in new york, thank you so much, laura. new details are emerging in the investigation into multimillionaire jeffrey epstein's apparent suicide. according to a law enforcement source, corrections officers may have falsified reports saying they checked on the accused s s trafficker as required by protocol. it follows a major shake-up after the the jail where epstein was being held. mola lenghi report. >> reporter: the warden at the metropolitan correctional center where jeffrey epstein was incarcerated has been temporarily reassigned and two guards were placed on administrative leave following epstein's apparent suicide. the 66-year-old was awaiting trial on federal sex trafficking charges. authorities want to know how

epstein was able to take his own life, and why he was taken off suicide watch 12 days earlier. >> we will get to the bottom of what happened and there will be accountability. >> reporter: a law enforcement source with knowledge of the investigation tells cbs news that the corrections officers may have falsified the reports that they checked on epstein. another source tells cbs news it appears epstein had been dead one to two hours before he was found. >> i think for all of the epstein victims it is going to take a long time to really get their minds around this. >> reporter: attorneys for some of epstein's alleged victims say their clients feel robbed of justice. >> as i explained to them, the investigation is going to continue. it may be that others will be prosecuted if they help to recruit these children. >> reporter: attorneys plan to move forward with civil suits, and want his estate opened. authorities have already raided some of epstein's numerous properties around the world. mola lenghi, cbs news, new york. meantime, a groundbreaking

new law took effect overnight in new york. the child victims act allows sexual abuse victims a one-year lookback window to file a civil lawsuit against their alleged offenders. victims were previously barred by a statute of limitations. th new law also applies to institutions like the boy scouts, schools and the catholic church. the founder of the child abuse advocacy group child usa praised the new law. >> it hands the power to the victims. the average age according to the best science of a victim coming forward about child sex abuse is age 52. >> today also marks one year since a pennsylvanania grand ju report on the catholic church was released. that report revealed more than 1,000 victims were allegedly sexually abused as children by more than 300 priests over seven decades. flights appear to be operating normally at hong kong's airport after demonstrations forced cancellations for two straight days.

some protesters are also reportedly apologizing to reporters, paramedics and travelers for the chaos. protests turned violent yesterday as demonstrators once again clashed with riot police. the unrest began more than two months ago, following a now suspended extradition bill. president trump is acknowledging for the first time that american consumers, not china, could be the ones paying the price for the ongoing trade war. yesterday the president announced his administration will delay new tariffs on billions of dollars worth of chinese goods. stocks soared on that news. the dow rallied 372 points. the s&p 500 added 42 points. and the nasdaq gained 152 points. weijia jiang reports on what this means for consumers. >> they have been screwing us for years. >> reporter: president trump slammed china's trade practices, even as he backed down from some of his proposed tariffs. >> we're doing this just for

christmas season, just in case some of the tariffs would have an impact on u.s. customs. >> reporter: a 10% tariff on $300 billion of chinese goods was supposed to take effect on september 1st. now cell phones, laptops, video game consoles, certain toys, shoes and clothing will not be taxed until december 15th. many u.s. companies, including apple, have lobbied for the delay. in june, ceo tim cook sat down with norah o'donnell. >> the truth is the iphone is made everywhere. it is made everywhere. and so a tariff on the iphone would hurt all of those countries. but the one that would be hurt the most is this one. >> reporter: u.s. farmers are still hurting from retaliatory tariffs. corn growers stand to lose $3.5 billion this year because market conditions have deteriorated. agriculture secretary sonny perdue made light of the situation during a listening event with farmers last week. >> what do you call two farmers

♪ ♪ this is what passengers on a delta flight getting ready to take off from jacksonville, florida, saw sunday night. a thick layer of mist filled the cabin as the plane sat on the tarmac before flying to new york's jfk airport. passengers say the fog lasted for 30 minutes and the flight crew gave little explanation about what was going on. delta says the fog formed due to humidity. severe cases of lung disease in teenagers linked to vaping and music star katy perry is accused of sexual misconduct. those are some of the headlines on "the morning newsstand." "the minneapolis star tribune" says four cases of severe lung disease in teenagers being

linked to vaping and ecigarettes. the minnesota health department issued a warning about the dangers and told doctors to be on the lookout. all four teenagers were hospitalized for more than a week. some admitted to intensive care. a vaping advocate says it is important to identify the specific products the teens used before blaming ecigarettes. "usa today" reports a top immigration official in the trump administration said the famous inscription on the statue of liberty welcoming immigrants into the country refers to people coming from class-based european societies. during an interview yesterday, acting u.s. citizenship and immigration services director ken cuccinelli gave his own version of the inscription, saying, quote, give me your tired, your poor who can stand on their own two feet and who will not become a public charge. the comment comes after the administration announced it wants to deny green cards to migrants seeking medicaid, food stamps and other forms of public

assistance. "the san francisco chronicle" says the san francisco opera canceled an upcoming concert by placido domingo after numerous women accused him of sexual harassment. the philadelphia orchestra also canceled an upcoming show. the los angeles opera is launching an investigation into domingo's behavior. he's been the general director of the l.a. opera since 2003 and previously served as the company's artistic director. some accusers say domingo used his power to pressure them into sexual relationships and one retired opera singer says he did the same thing after every performance. >> he would come up to me, very close to my face, and very clearly say, patricia, do you have to go home tonight? >> domingo says the allegations are inaccurate. he said all of his interactions and relationships were welcomed and consensual. "variety" reports a co-star in katy perry's 2010 teenage

dream music video is accusing the music star of sexual misconduct. actor and model josh kloss says underwear out as far as she could and exposed him people at a roller skating rink. he said he felt pathetic and embarrassed. he accuses her of verbally bullying him. reps for perry declined to comment. here's a look at today's forecast in some cities around the country. four virginia men are getting ready to walk across the country to pay tribute and raise mass shooting at the virginia
