westbound 580, shut down at telegraph due to police activity and you can see in the live pictures that there are police cars and coming to a complete stop right now with heavy police presence at the scene right now. minutes ago, chopper5 was over the scene with chp offering few details. we could clearly see a car crashed against the center divider and a shuttle bus, as well pit we are told an ambulance was at the scene but we are not sure who was injured. traffic is badly backed up on 580 and we have another crew and root with more in just a few minutes. emily turner joins us with more on that traffic mess. >> reporter: when you have a full closure on the bay area, it's never a good situation but it could be worse. 10 miles and are approaching the interchange and 15 miles-an- hour as you approach where it is closed at telegraph all the way past highway 24 due to police

thousands of files from google weeks after his resignation from google in february 2016. levandowski signed a term sheet with uber, a company investing heavily in its own self driving car program. >> if convicted, the former employee could face 10 years in prison. still developing on san francisco's market street market street, an electrical fire in the zen desk headquarters newmarket and six streets have shut down several blocks on a busy street. fire crews got the call just after 9:00 with smoke pouring from the electrical vault in the basement of the building at 1017 and 1019 market. >> we could not use traditional water to put the fire out because electricity is conductive and if we hit it with water we would cause more damage and injuries. it's a very detailed operation. >> fire crews said they've trained for this type of fire and pg&e is on site to assist and there has been no major

disruption to businesses. you can see a major fire response with the sidewalk blocked in front of businesses and traffic is at a standstill where we checked back minutes ago and market street is closed between fifth and eighth. two years of free community college is now available with the governor's pushed to get more people to and role. >> reporter: politicians are debating free college in california is one of a small handful of states operating it now and the school is expanding with governor newsom coming to cosumnes river college in sacramento to try to raise awareness of the program. to qualify, graduating seniors must be first time full-time students and taking at least 12 units per semester in california has already been funding the first year and now provides $42.6 million to cover the second year of free tuition with an estimated 33,000 new students eligible.

california will roll through the bay area with hundreds of uber and lyft drivers fighting for employee rights. organizers will first take the demands to uber headquarters in san francisco this afternoon and then to oakland tomorrow. they will finish in sacramento and are looking for support of ab5, classifying drivers as employees. house speaker nancy pelosi and representative jackie speier will discuss gun violence prevention in the bay area as the fbi investigates a host of possible mass shooting threats. house democrats are calling on the senate to pass a bill to require universal background checks for gun purchases when lawmakers return from summer break. the bill has already passed the house and the town hall forum with pelosi and jackie speier starts at 5:30 at abraham lincoln high school in san francisco. president donald trump is back in washington, expressing optimism about new trade talks with china.

because the highway is completely shut down and it took me a while to get her because the traffic is just a mess. let me show you what is causing this. chp is on scene as part of what we understand to be the end result of a police chase and the crash is right in front of the west street san pablo exit and this is westbound five ad. chp confirms that this is all part of a pretty intense, lengthy investigation but they are not releasing any details regarding that investigation and what this may entail. all we know right now is that it's creating a traffic nightmare for people, including the media, who had a really hard time just getting to this location and other than that, we don't have an estimated time of when the freeway will be open and we will get updates from chp throughout the afternoon and we will bring you the latest as soon as we learn it. on westbound 580, jackie ward,

admitted or denied based on where you live. looking at the big board, we will see how the stock market is doing. the dow is down about 60 points. new smart trash cans are coming to san francisco and they will start installing four new solar powered trash units in japan town. they will compact trash as it fills and officials they nearly 21,000 pounds of trash were found on the streets of japan town between april 2018 and july of this year. the new units will reduce trash overflow, reduce litter and cleanup neighborhoods. a total of 80 will be installed citywide. in barbados, tropical storm dorian is expected to hit today and puerto rico people are stocking up to prepare for the possibility of another direct hit from this storm. fortunately, dorian did little damage to the island of barbados and the national hurricane center said it has maximum sustained winds near 50

60s, there is a muggy atmosphere with higher humidity levels that will continue through the day and tomorrow and the reason why is this remnant low of what is left of ivo bringing in that moisture and tropical clouds and higher humidity. going to tropical storm dorian, the latest update is 70 miles north and northwest of martinique packing winds of 50 miles-per-hour and hurricane watches are in effect for puerto rico and the dominican republic. by wednesday, very close to puerto rico and by thuday, the dominican republic. very close to a hurricane at 70 mile-per-hour wind and just under that but still looking at a lot of rain with that weather system and strong wind that we will watch closely for you. the sunset at 7:46 in the sun rise at 6:36 tomorrow morning. daytime highs, 94 in concord, 88 in san jose, 78 in oakland and 72 in san francisco.
