>> i'm michelle griego. kpix 5's anne macovec is live near the scene. >> reporter: chefb been coming in and out of the house all morning. you can see this bill pile of debris here. items from the home that were burned and firefighters removed to give investigators access for their work. neighbors have been stopping by this house, many in disbelief. a father and his daughter were trapped in the back of his house when it caught fire at about 2:00 this morning. >> i just saw flames coming out. >> reporter: that is the voice of the neighbor who didn't want to appear on camera but was woken by the noise. >> i ran out, started screaming help, help! i grabbed my hose and started spraying the house. >> reporter: then he heard the voice of the young woman inside. >> she was screaming dad. i was screaming camila, come out the back door. >> reporter: flames were coming

out of the window and the door. >> we forced entry. >> reporter: they found the two people, got them out and started cpr but the woman, who neighbors say just started law school at usf, died at the hospital. the father is badly injured. their dog died in the fire and neighbors say the mom of the family recently passed away from cancer. >> they were struggling with that and all of a sudden this. >> reporter: >> there were some family photos in the pile of things from the house. neighbors were here earlier sifting through it, so they could give what they could and retrieve things for their extended family. live in san francisco, anne macovec, kpix 5. new video from contra costa. flames engulfed this home. cause of the fire is under investigation. new at noon, the president of the university of california system is stepping down.

janet napolitano announcing her resignation today at a uc regents meeting in los angeles. she was the first woman to lead the system in 2013. napolitano has been battling a reoccurrence of breast cancer. no word on a possible successor. to the weather now, some of you may have woken up to rain showers on this wednesday. drivers taking the bay bridge had a soggy morning commute. look at that. the skies have some what cleared out as we take a live look from the san jose camera you can still see clouds there. meteorologist mary lee has a look at the conditions for us. mary. >> reporter: that's right, michelle. tracking the cold front that has been bringing scattered light showers to the bay area, and you can really see that line of showers. that is the actual cold front right now and the position of it on high def doppler, still across the bay area. looking at light showers here from the peninsula as well as from the east bay, the trivalley near livermore, pleasanton and

light showers there. wet weather from redwood city across the peninsu through saratoga and even now for san jose, some light showers moving in, but you can see on the golden gate bridge camera the clouds are starting to break up. patches of blue, we'll continue to see clearing as we head through the afternoon. rain fall amounts, not a whole lot. st. helena, .14 of an inch. .02 for oakland and mount diablo. san francisco had light showers to move in but not enough to be measurable. i'll take you through the rest of the work week with high pressure building in and what you can expect and a warm up on the way. kenny? >> thank you. new at noon, a freeway shooting in solano county this morning. chp says the shooting happened on westbound 37 in vallejo west of wilton avenue before 6:00 during heavy commute traffic. the gunfire struck a car, the passengers are not hurt. investigators say it appears road rage was a factor and

officers are looking for suspects. new at noon, the trump administration just revoked california's strict clean car standards and now the california attorney general is saying we'll see you in court. this is the latest step in the repeal of obama era policies aimed at reducing car pollution. california leaders held a news conference in response to the repeal. >> and so whether it is climate change or an administration taking on the responsibilities, we're prepared to lead, we're prepared to fight and we'll do what we must. >> it is about the oil industry, full stop. not about the car manufacturers, not about the consumer. not about the health or our economy. it is about oil companies. >> president trump tweeted about the roll back this morning sayi the repeal will result in less expensive and safer cars. he added new cars would be cleaner, even though they will burn more gasoline. we'll have much more on the story coming in up on the kpix 5

news at 5:00 and online at kpix5.com. california businesses will now be limited in their use of contractors. companies will now have to use a stringent test to prove that workers are actually independent contractors, a term that has been used by companies to dodge labor protections like overtime and health insurance. some of the many workers who will benefit include janitorial workers, construction workers, and delivery and ride hail drivers. today president trump named robert o'brien to be the country's next national security advisor. o'brien attended cardinal newman high school in santa rosa and received his law degree from berkeley. o'brien will step down as the chief hostage negotiator to be the fourth advisor in just two years. >> it is a privilege to serve with the president and look forward to another year and a half of strength.

we have had tremendous foreign policy successes under president trump's leadership. i expect those to continue. >> and this comes a week after john bolton was ousted from the post. o'brien will take up the job as tensions continue to flair with iran. hours ago, president trump said his administration would be announcing sanctions on iran over the next 48 hours. the u.s. and saudi arabia have determined iran was behind a coordinated attack on saudi oil facilities this weekend. nikole killion reports on the ally's response. >> the u.s. is taking the first action in response to a drone and missile strike on saudi oil facilities this weekend. president trump tweeted this morning, i have just instructed the secretary of the treasury to substantially increase sanctions on the country of iran. secretary of state mike pompeo arrived in saudi arabia soon after the kingdom's defense ministry held a press conference to unveil evidence of iran's involvement in the attack.

>> i would like to assert to demand critical infrastructure. >> reporter: iran launched two dozen cross examines and nine cruise missiles flying low to avoid saudi air defenses. u.s. officials say experts on the ground in saudi arabia have examined pieces of the debris, identified the specific type of missiles and drones and determined they were made in iran 100 %. a senior administration official told cbs news. >> today's sanctions announcement does not rule out a possible u.s. military response but general joseph dunn ford says the president has not yet asked for any military options. senator lindsey graham says a military response is needed and pointed to iran's attack on the u.s. drone this summer. >> i think that is the most likely response from my point of view, to restore deerents. a measured response was seen a weakness. >> reporter: iran delivered a letter to the u.s., deny taking is behind the attacks and warns

breakfast in los angeles. the president will soon pay a visit to the u.s.-mexico border wall and later, miramar air station. today wraps up the president's two day fund raising trip in california. democratic contender beto o'rourke is making a stop here in the bay area today. he is paying a visit to san quentin state prison to meet with inmates. he is fresh off a trip. . >> president trump obama is also visiting the bay area today. he will be at san francisco speaking at an invitation only event. the host is splunk. they will discuss responsible practices in data management. we are looking at live pictures of tropical depression imelda. flash flood warnings are in effect for parts of southeastern texas. they have gotten five to ten inches of rain in the last day.

imelda is moving slowly north. the main threat is all of the rain, which could lead to dangerous flooding. warnings are up along the coast of galveston already and the team is preparing for possible rescues. cars and trucks were still driving on roads completely covered in water. greta thunberg takes the climate bill to capitol hill. some of those glowing product reviews on amazon may be misleading. consumer reports warning for online shoppers.

scientists. i want you to unite behind the science. and then i want you to take real action. >> afterward, thunberg was joined by other young activists. some are saying what so many politicians are too scared to do which is to take on the big polluters. on another eco friendly note, a reusable cup program launched. the idea is to loan reusable cups to customers rather than use disposable cups. 11 cafes in berkeley are taking part. let's take a live look at the big board right now, see how the stock market is doing. the dow is down about 95 points. the stock market is reacting to the federal reserve, cutting interest rates for the second time this year in an attempt to stimulate economy growth and head off a potential down turn. shortly after the feds announcement, president trump tweeted, quote, jay powell and the federal reserve fail again.

clearing. here is high def doppler. you can see the cold front pushing across the south bay, bringing scattered showers, but a few isolated spotty showers for the north bay near san rafael. now let's check out the trivalley. through the east bay from fremont across the south bay over cupertino, campbell, saratoga, as well as for san jose, some light showers this afternoon. here is a live look with the sales force tower camera, this is looking west. you can see sutro tower and some blue sky out there. that will be the case as we go through the afternoon with the skies continuing to clear. temperatures are in the 60s and in the 70s. mid-70s in concord, mid-60s in oakland. upper 60s in livermore, mid-60's in san francisco. low 70s in san jose, and upper 60s right now for santa rosa. mainly looking at temperatures that are cooler compared to yesterday at this time running anywhere from one to seven degrees cooler than yesterday at

this lunch time hour. the active weather pattern continues, there is the low pressure system that did drop the cold front our way. we're at the tail end of the front, so a weak weather system that did generate the scattered, light showers earlier this morning, and still, a few showers this afternoon. as we go through the rest of the afternoon, catching the clearing for the north bay, the south bay, parts of the inland locations and eventually for the south bay, you'll see that clearing as well as we head through the day. looking ahead to the rest of the week, high pressure builds in for us. we'll warm up as we head through the rest of the work week and into the weekend. our sun will set at 7:12 and sun will rise at 6:54 tomorrow morning. daytime highs, below average. 77 in concord and livermore, 76 san jose. low 70s in oakland and in the upper 60s for san francisco. there we go with the 7-day forecast with high pressure building in, starting tomorrow, and that means the temperatures will be on the rise through the work week and especially into
