good to be with you. i'm anne-marie green. president trump addresses the united nations general assembly today. his speech calls amid new calls for impeachment proceedings stemming from his phone call to the ukraine president in july. laura podesta is at the u.n. here in new york. laura, democrats are calling for more investigations, but what exactly is the president now saying about this private conversation? >> good morning, anne-marie. the president said it was a very innocent call, that the whistleblower does not have the correct facts and that's because the whistleblower does not have a firsthand account of what was said. president trump told reporters at the united nations he hoped they could see the transcript of a phone call between himself and the president of ukraine. >> because when u see the call, you're going to be very surprised. and i hope you see it frankly. >> but moments later he seemed reluctant to let it happen. >> i don't think it's a great precedent to be released calls

with heads of foreign countries. >> in july they say he threatened to with hold millions of aid in ukraine unless they agreed to investigate his political rival joe biden and his son. >> i'm think it would have been okay if i did, but i didn't. >> biden said the president should release the transcript. >> i did not make the statement you have to do this or i wouldn't give you "a." i wouldn't do that. >> a senior administration official tells cbs news that in the days leading up to the call, the president ordered his staff to withhold nearly $400 million of military funding from ukraine. >> how many people knew about this in the administration? >> given the seriousness of the allegations it's very important that the transcript and potentially the whistleblower as well come forward. >> despite the buildup of the whistleblower report, president

trump is still scheduled to meet with the ukrainian leader tomorrow afternoon at the u.n. general assembly. and on thursday the acting director of national intelligence will be sitting down before the house to discuss the whistleblower report, so we should get some answers on what may have been said during that phone call. anne-marie? >> all right, laura. laura podesta at the united nations. thank you. also at the u.n. a teen activist had strong words for world leaders. yesterday 16-year-old greta thunberg spoke at a climate action summit. she painted a dire picture and blamed the leaders. >> people are suffering. people are dying. entire ecosystems are collapsing. we are in the beginning of a mass extinction, and all you can talk about is money and fairy tales of economic growth.

how dare you. the eyes of all future generations are upon you, an if you choose to fail us, i say we will never forgive you. >> thunberg apparently stared angrily at president trump when he arrived at the climate summit. he left after ten minutes. mr. trump later mocked thunberg in a tweet saying she seems like a very happy young girl, looking forward to a brate and wonderful future. so nice to see. the u.s. is scheduled to withdraw from the paris climate agreement in november of next year. a u.s. army soldier is charged with sharing bomb-making information on social media. the fbi says the soldier allegedly set his sights on targets in the u.s. jeff pegues reports. >> while 24-year-old private first class jared william smith was stationed at three military bases over the past 2 1/2 years, investigators say he was posting bomb-making instructions on facebook. smith told someone online, i've got knowledge on ieds for days, a reference to explosive

devices. in a chat room he told undercover fbi agents that he had ties with antifa and had plans to bomb a major news station and had the instructions for making a car bomb. when asked if anyone would be a goodfit in texas for fire and death. he said outside beto. a reference to democratic presidential candidate beto o'rourke who has made gun control a central theme of his campaign. >> this subject routinely provided advice and direction on how to build bombs. that's frightening. >> reporter: something else caught the fbi's attention. they say smith wanted to join a far right paramilitary group in ukraine. he could get up to 20 years in prison if he's convicted. jeff pegues, cbs news, washington. the trial resumes today for the former dallas police officer who shot and killed her neighbor in his home.

amber guyger says that she thought she was in her apartment and the man she shot, botham je jean, was a burglar. guyger was distracted by a phone conversation with a colleague who she had a sexual relationship with. jean's parents spoke exclusively to cbs news before the trial. >> i have prayed that god would help me to sit in the same room of my son's killer. >> guyger is expected to take the stand during the trial. she faces life in prison if convicted. a school resource officer who arrested two children at a florida school has been fired. officer dennis turner arrested two 6-year-olds in two separate incidents in orlando last week. the department launched an internal investigation last week and found turner did not follow policy. >> we were all appalled.

we could not fathom the idea of a 6-year-old being put in the back of a police car, and to be honest with you, it's still shocking to us. >> police say an arrest of any person under the age of 12 requires approval, which was not obtained in the two cases. the charges against the children were dropped. cleanup is under way in arizona this morning after a possible tornado touched down. earlier in the day heavy rains prompted flash flooding. as much as five inches of rain fell in the area north of phoenix. >> there could be a wall of water coming that you don't see, so i always tell my children to stop and look first and then drive like hello. >> the national weather service is expected in arizona today to assess the damage from the storm. a 6.2 earthquake rocked the area near puerto rico. it struck 40 miles off the island's northwest coast.

police say it's unclear why the man jumped. "the new york times" says the democratic national committee is tightening the rules for candidates to qualify for november's primary debate. candidates must receive donations from at least 165,000 donors and have 600 unique donors in at least 20 states, washts, washington, d.c., or u.s. territories. they must also receive 3% in four national or early state polls or 5% in two polls in four early primary states. the date and location of the debate has not been announced yet. "the kansas city star" reports the university of kansas received an ncaa notice of allegations about possible major rules violations against the school's storied men's basketball program and coach bill south. the alleged violations are tied primarily to recruiting and lack of institutional control.

our top stories this morning. seven democratic lawmakers say if president trump pressured ukraine's president to investigate rival joe biden for political benefit, it's an impeachable act. mr. trump spoke with ukraine's president on the phone in july. he has denied reports he withheld military aid to scrutinize biden. lawmakers are calling for more information about that phone call. and federal authorities have arrested an army soldier in connection with an alleged bomb plot. investigators say jared william smith spoke with afbi informant about attacking a left leaning activist and organization. they say he also seemed to be
