several layers of security and security guards. let's go inside. let's not trip over my microphone cord and let's go inside and show you what we have. water, free water available. pg&e representatives here where you can ask them some questions and here, the almighty power cords that people are going to want to get their hands on. this is where you will be able to charge up your phone. if you don't have any other places to do that. we heard from city officials earlier there are -- earlier this morning. they say that they'll take this as it goose. but city service will not be affected when it comes to garr badge and water but they did express some disappointment in this whole situation with pg&e. >> we see pg&e make the investment in the infrastructure that they have to so this is not something that they have to do in a wind

event. we empathize and sympathize for the disruption for many residents. >> we visit add nonprofit veterans home here in the neighborhood of san jose where they are making contingency plans to store about a dozen on freezers and fridges worth of food in a rented trailer. they also have generators to continue basic services. >> we'll make do for the duration and, you know, we are kind of used to it because we have been in the military and we have to go out and bivouak out in the wild jungles so we are prepared to do that. >> reporter: you didn't think o. t you would >> reporter: they rented a huge refridge traitor truck. the food and basically they hope that it's all going to hold. that's about months world of food, they say.

this resource center will be open until 6:00 p.m. the city's resource center will be open until 8:00 p.m. and they'll keep them open as long as these outages continue. the power shutoffs also impacting schools today. san jose's am rock school district will close. san jose state university is monitoring these outages but does not anticipate closing. we have more school closures and resource center information at the bottom screen and on the website, be kpix.com. all of these outages are in place to prevent this, a two- acre brush fire. pg&e wasted no time turning off the power. >> reporter: 67,000 customers

and the community. we are a tight community. so we take care of each other. >> but downtown certainly looks different today. no school, working traffic lights and limited places to get groceries that don't require refrigeration. even the city buildings downtown are working without power. some day it's frustrating. >> here we are, getting involved in corporate activity with pg&e and everybody else. so it makes life very difficult. >> reporter: while we don't know when they'll turn the power back on, the sonoma school direct is taking no chances. school is closed. taking a look at backups on highway 12. power outages are hitting traffic significant gnaws, too

is a additional fire engines ready to go at a moment's notice. >> joining us now is former fema coordinating officer mark navo with the potential danger that comes with the shutoff. thank you for being here. >> welcome. >> talk about the consequences. what are some of the top ones with no power? >> when we start g out power out huge. johns hopkins did a study. our results from study indicate that power out annuals can immediately aseverely harm human alth, johnhopkins says. the key is that we are making a decision that potential of wildfire is so great that we'll shut power down to half the state, you know. the state of california is the fifth largest economy in the world. so when we start to shut power down, that affects freight that's flowing through. it is not just traffic lights. the irony to this, too, is that paradise fire, most of the

people killed in that fire, were actually functional needs and elderly. that same population base are the same ones affected by power outages because they don't have resources to move or to go to a hotel. most of them are on some so of medical equipment, oxygen, so when we should power down, those are consequences that are huge. you know, in long island, during hurricane sandy, because of the power out annual, the president, president obama, actually released fuel supplies out of reserves to have that fuel transferred to gas stations and busy areas that had power. the idea was not only to get fuel to those folks but to quell the civil unrest. it required us to deploy 200 police officers on long island to control looting and some of the other things. so the impact of the power shutoff is huge. >> yeah. this power shutoff could affect more than a million people in california. mark, what else can be done when you shut off the power?

basin. this is a strong but cold low. and that's why our temperatures are cooler with that dry off shore flow. our winds are kicking up. so let's time it all out for th are starting to see the winds increase but it is really late tonight, overnight into tomorrow when we will see these strongest winds. this is at 10:00 p.m. and you can see 30 mile-per- hour winds in napa. 31 in fair field. when you start to see the red and purple colors indicating wind gusts 30 to 50 miles an hour. overnight, we're going to see strong winds, even into tomorrow morning. so this is stopping the clock at 4:00 a.m. tom. 30 mile-per-hour winds in napa, 26 in santa rosa and 27 for san francisco and half moon bay. after that, by tomorrow afternoon and in the evening, the winds relax. winds start to come down as we
