new at noon, brushfires despite pg&e's shut offs designed to avoid them. we're watching flames around brisbane right now. i'm michelle griego. >> i'm kenny choi. we have seen planes dropping water and fire retardant. fire crews are at the top of the hill to meet the flames at the crest. there noise word on how that fire got started or what danger if any it is posing to those electrical towers. the fire is not burning toward any buildings and no evacuations have been ordered. >> how strong is the wind on the mountain right now?

>> kenny and michelle, right now winds are gusting up to 24 miles per hour on san bruno mountain. here is a live look. we're looking west. you can see the fire burning out there. and on our sf 0 camera, you can sea the smoke on our live camera. current conditions near brisbane at the mountain area, current conditions looking at north-northeasterly winds very dry air sustained at 12, and low relative humidity values down to 23%. we still have a red flag warning in affect until 5:00 p.m. for the north and east bay hills and extreme fire conditions. fire weather conditions still through the afternoon. i'll let you know when the winds will ease in a few minutes. >> we're keeping an eye on this fire that is burning just northwest of san francisco international airport. a three alarm blaze.

you can see some smoke in these live pictures from chopper 5. we'll stay on top of this story. >> another wildfire. flames getting kicked up despite pg&e's shut offs. jackie ward. >> reporter: it was a harrowing few hours for hundreds of people who live in mer rag ga. this is some of the damage that the fire caused. >> this is what fire crews were faced with. intense flames coming up and over the hills making their way to several homes quickly. >> we just drove on out, checked on our neighbors up and down the straight. they were out in their driveways throwing things in their cars too at the same time. >> there were embers and the whole sky was red and orange and there was smoke everywhere. >> reporter: the fire forced several evacuations and people were directed here to st. monica's church where the american red cross was on hand

with supplies. the fire chief dave whitaker explained the tough conditions they were up against. >> there were very high winds and the entire region is under red flag alert and those conditions aligned with the fuel and steep terrain. >> this is how close the flames got to the homes. there was no significant damage, but it was a little too close for comfort. the power outage did not affect how they attacked the flames but it hindered how people escaped. >> we couldn't throw on lights. we had to gather our lanterns because we had no power and we turned off our phones because we were trying to conserve power so we didn't get any text updates. >> because of the power shut off, we talked about emergency plans and supplies and knew where everything we needed was so i think that made it a lot faster. >> so far a cause has yet to be

determined. and here in the bay area, the pg&e outage for santa clara, contra costa, santa cruz and san mateo counties. a third would only impact a few thousand in the current county. pg&e confirmed this morning if you still have power in these counties you're in the clear. you will not be impacted as your lights will stay on. we just received word that more than 48,000 residents and businesses are in the dark in oakland. those out panels primarily above maccarthur boulevard and along the skyline grizzly peak corridor. you can see businesses and roads deep in the blackout. they were posted throughout oakland for safety, direct traffic and de tur crime, but one beacon of light, a lonely lucky's was open until 6:00. they are grateful for one store with the lights on. >> they were working hard preparing for this, even the store managers i saw were

tossing dry bags of ice and getting ready for that and a lot of people were shopping but i still wasn't sure when the power went out how well they would do, but they are fully open for business. that lucky's said they are running low on water and ice but they have five pallets of ice on the way. >> santa clara county, they are de claireing states of emergency. the most hard hit area are evergreen and ellen rock and the east san jose foothills. >> we have our plan. this is something we have worked on for several months anticipating these shut offs. i will push to the top of pg&e to insure that we can get power restored as quickly as possible. the mayor reminds people to be careful driving during the

blackouts. about 60,000 san jose residents are affected by the shut offs. >> the outages are postponing that big worker strike. sc iu employees are back on the job for now. they say it is of concern for public safety during these outages and that a their strike is far from over and they could be on the picket lines very soon. mount diablo, the 20,000- acre state park is closed today due to the high fire danger. the winds have been picking up. they recorded a 72-mile-an-hour gust at the peak early this morning. it is unclear how long the closure will last. they will reevaluate the conditions tomorrow at 8:00 a.m. other big question is when will the power be restored? we sent kpix's anne to san francisco to get some answers. anne. >> reporter: well, it is quite a process. we could see some of the bay

area's power return within 24 hours, but no promises. i tried to put some of your questions to fbi today. >> p my freezer is about to run out of ice. should i get more? should i get a generator now to preserve what i have? the uncertainty of knowing when it will be back on. >> we understand that and it is unnerving. if you're without power we encourage you to have a plan, make sure you have these additional resources. >> but right now there are no specifics. the light in the north bay have been out for almost two days. before power is turned on, they have to patrol those areas to make sure their lines are clear of debris that may have been flown around in the high winds. >> we have preliminary reports that show there is vegetation related damage to our lines. >> reporter: that would need to be repaired and those patrols can only take place during daytime hours. pg&e has 45 helicopters and

more than 6300 people on the ground. they started inspections yesterday in hum bold county and restored power to almost 126,000 customers as of this morning. they handled a lot of criticism to turning off the power. >> we have our emergency operation center open. we have a plan. we're executing that plan. we anticipate as i mentioned as soon as we gets all clear, we will be able to turn power back on within 24 - 48 hours. before power is turned back on, you're going to want to do a few things. unplug or turn off your appliances and electronics to protect them in case there is a power surge suddenly. leave one lamp on so at least you know when the power is turned back on. at that point, start turning on your appliances one by one so you don't overwhelm the system. let's all hope we have a chance

welcome back. we want to update you on that breaking news in brisbane. these are live pictures from chopper 5. this three alarm blaze triggering voluntary evacuations minutes ago from the neighborhood below this fire on san bruno mountain including kings road, hum bolt road, san mateo lane, margaret avenue and paul avenue. >> the flames are burning directly below a series of power lines. no lines appear to be down and there is no word how this fire got started. you can see the towers there through the smoke. we do have calls out to pg&e for any information they may have. the school district is taking them in stride. classes must go on. all schools there are going to stay open through the shut offs. the district said students' safety is the most p priority but business is as usual. hot lunches are not available

have the final say on whether students can take medical marijuana on campus. he signed legislation reversing a current ban on cannabis within 1,000 feet of schools. starting january 1st, allowing the treatings will be up to the districts. students with valid medical recommendations could take cannabis by capsule or other nonsmoking forms but the parents would have to take it to school and it can't be stored there. those little hotel shampoo bottles, you won't see those. they have banned giving gifts those for shampoo, conditioner and soap. the governor announcing the law yesterday. hotels would have to install reusable dispense sers instead. it is 515,000 hotel rooms in the state. it takes affect in 2023 with hotels with more than 50 rooms and 2024 for smaller hotels.

san francisco landlords may have to dis close their own finances to justify rent hikes. >> the rent board took up the proposal last night after a flood of complaint about a company we have covered all year. vary toss. they have been pushing out by con sant renovations and rent increases to pay for them. >> and in some cases, ey are paying mortgage costs and that type of rent increase was banned in 2018 but the law isn't retroactive so dozens of tenants are still being forced to pay. >> they are pushing it. it is inconscionable. you need to listen or you will wonder why you messed it up for everyone else in the industry. >> >> vay ry toss launched its own program. tenants say it is confusing and the city doesn't enforce it. >> the proposed changes would put small private landlords at

we have seen gusts up to 77 miles per hour. wind gusts mount de ab blow, and our winds. north easterly winds in pleasanton at 22. looking at 16 in concord. 25-mile-an-hour winds in fairfield. the strongest winds in the hills and mountains. you can see the color contours indicating the stronger winds in the higher elevations. low relative humidity values due to the offshore wind flow for us. 15% in san jose. 10% in concord. 9% for fairfield. just to show you how dry it is out there. here is the satellite and radar view. that system over the great basin and a ridge of high appreciate sure in the pacific to the west. those so close together, there is a tight pressure gradient, strong winds and offshore wind flow around those weather

shifting left to right. the winds are making a factor. >> you're right. there are strong, gusty winds, gusts up to 24 miles per hour. the good news, the winds are pushing the fire away from homes going up and over that mountain but they are dealing with those gusts. we should see those gusts easing through the afternoon. again, there are power lines in that area so like you said it is good the flames are going away from the neighborhood but you can see tosser on that hill as the flames move up the hill. we'll have team coverage on this fire and the pg&e power shut-offs. that continues at 5:00. >> that will to it for us on kpix 5 at noon. head to our website for more.
