of fire crews out here battling these fires, the wind actually not as terrible as i expected it to be. the smoke is churning and it is smoky. it doubled in size yesterday, record wind gusts push the flames and embers as far as a mile away and the town of windsor is being threatened. firefighters wanted to protect the places were 28,000 people call it home, at least one home was destroyed a couple hours ago we spoke exclusively to the mayor of windsor. >> we have a report of the situation in southeast windsor and some houses were threatened and they did a tremendous job to put the fire out. they went through to help out and put out the fires. >> many fear the evacuation orders but others refused to leave and were determined to fight the fire on their own. some went as far as learning

how to operate a fire hydrant by watching videos on youtube. however, cal fire insisted the evacuation zones remain dangerous and now here we are in our fifth day of this fire and 186,000 people have been ordered to evacuate. this area is blocked off to the public. we are in front of a beautiful home where flames are feet away from it and firefighters are trying to protect yet another structure. we will be up here all morning, with the flames and bringing it straight to you. in windsor, kpix 5 >> you can see the ash falling. thank you. it is for 3 am. let's check the weather and the wind with mary. >> the winds have low word and east significantly this morning, thankfully so. i was checking the weather conditions near the kincade fire and right now, looking at just 18 miles per hour winds after yesterday, winds were gusting as high as 102 miles an hour

around the north east flank of the kincade fire. that was yesterday morning with those peak winds. we are watching the winds ease and relax as we go through the morning. it is still in effect until 11 am for the northeast and the coast and the santa cruz mountains but again we are watching the winds that continue to die down. we will show you current wind speeds for many of our city's, looking at light conditions, looking at those dry offshore winds and as we go through, we will continue to see it by this afternoon when the red flag warning will end at 11 am. we have air quality that are unhealthy for concord and closer to the grizzly fire which is burning in solano county. it is very unhealthy in concord, looking at and healthier for this area like san jose.

likely, we will see unhealthy air for the central they. through the afternoon, looking at the 70s for many locations and we will talk about another wind event that we are tracking coming up. from fires to earthquakes, we are getting word of a small one just about three hours ago. a 3.7 and there is no report of any injuries from the earthquake. evacuations are still in effect as the kincade fire advances. the sheriff deputy has warnings residents to get out as soon as possible. we are in sonoma county with some of the evacuees. >> reporter: those evacuations are coming at 10:15 pm last

night. some of those people that were evacuated around shiloh road and old redwood highway in sonoma county, and the roads here are starting to settle in and we're seeing some people milling about at 4 am. four shelters are now open and four of them are already full, so there are four that are open that still have room so it shelters total. many are under evacuation orders. some have been out of their homes for four days and many started evacuating even before it was mandatory. they have memories of the 2017 fire fresh in their mind. >> have we learned from the past few years? i think we have up here. i think we need to think about it. >> reporter: they do not know of course how long they are going to be out of their homes right now and many did not have

power before and during the evacuation process because of the power safety shut off but it made things more chaotic for them. they had to make sure their phones were charged and even to get the alerts telling them where to go and i have to say the power shutoff makes things more eerie driving appear along 101, all of the towns are without power so it is very dark and all the sudden you come across a sign, so that is what we are dealing with here in the north bay, life has been disrupted for tens of thousands of people. in sonoma county, back to you. keeping an eye on the area west of highway one and north of highway 12 this morning it has not burned there for decades and cal fire says there is plenty of extremely dense, dry fuel to keep the flames raging into more neighborhoods. >> we have new video coming into newsroom of sonoma county sheriff deputies making progress through the kincade

fire. you can see massive clouds and smoke leaving first responders with no visibility on the roadside flames. a lot of the blackouts are expected to impact traffic. let's check the road. >> we have closures because of the fires that are happening in the north bay and then if you are dealing with power outages you might have intersections with no signal lights. that is happening throughout the bay area. if you are going out the door, early this morning, when you come upon a traffic signal with no lights, use it as a four-way stop. there are plenty of closures and effect. the main one is 128 from alexander valley road to geyserville avenue in effect because of the kincade fire. yesterday, parts of 101 were shut down they were heavily impacted for commuters trying to get out of the area so right now 101 is open in both directions, moving at okay's

with no trouble in and out of the area. another closure i want to update you on, it is set for the right lane closed at the glen cove wildfire both directions are having high winds advisory affecting them. a deadly train crash in richmond. the long-distance amtrak train from la collided with a car killing three people inside. officials say it will happen at a crossing near brookside drive and grande road after midnight. the train was en route to seattle and no one on board was injured in the cause is under investigation. more than 1 million pg&e customers are waking up without power. the all clear paving the way to restoration is expected this morning however the utility also warned high winds could

bring yet another high fire risk event tomorrow. >> there is a potential that there may be people that are currently interrupted as a result of this psps event that we do not get to restore before the weather becomes unsafe again they remain out of service and are out until he get the firewall clear. >> they say that about 6000 customers could lose power in response to the weather and even if power comes back in time, the north they could be hit the hardest with smaller impacts compared to the east bay and the south a. water emergency this morning, the city warned residents to reduce water use because of power shutoffs affecting the local water treatment plants. they have their own fire scare. the terrifying moments for commuters caught on camera. they broke out at 9:00 yesterday morning and fires near the bridge, summer force to pull around at the plaza and embers flew across the street igniting the brush and interstate 80 and the bridge

are now open again and evacuation orders have been lifted for vallejo and crockett. evacuations are still in effect at the cal maritime academy. powerlines are burning down the lafayette tennis club they damaged a couple homes. the owner tells us that people were on the court when this fire broke out. it was at this area and they heard explosions that were caused by a downed power line in front of the club and shortly after that, the club house caught on fire. everyone did escape as the club burned to the ground. all homes were evacuated. >> it was pretty dramatic. i came back here to get my animals. >> the owner of the tennis club is glad that no one was injured. it was open they had power and were not affected by the blackout. a big portion of the bay

the kincade fire has grown to more than 64,000 acres and is 5% contained . >> the fire has destroyed 94 buildings including at least 31 homes and another 80,000 buildings are at risk. we have more. >> reporter: the road and winds where there are flames on either side of the road over here, you can see this is a yard next to a fence and then the road closures here you

cannot go any farther. there is another property and another fence and flames yet again are feet away from them. we are near the silo regional park where fire crews are just about here they were able to stop flames from progressing further west. officials said that 30,441 personnel they have 28 water tankers and helicopters and deputies with tankers and 51 bulldozers and they are fighting the fire right now. they are throwing everyone that they possibly can at the fire but the winds do not seem to be too bad. please give us some good news on that front. >> reporter: thankfully, we are watching the winds that will continue to ease. right now in the kincade fire area, wind gusts up to just 18 miles per hour and still a big difference compared to yesterday where we were

tracking 102 mile per hour wind gusts. yesterday, it was a peak wind gust event yesterday morning near the kincade fire. a big deference for the winds as you go through the morning and especially by this afternoon, we have light conditions. this is what the satellite is giving us, and the heat, and we are watching the high winds push the fire south and the winds area are here. we are monitoring the situation and you can see how close they are to the windsor area. now let's show you the wind. we are looking at winds that have decreased significantly, so looking at this dry offshore wind and now here is a look with our camera, looking east and temperatures are running in the 40s, 50s, and low 60s.

here is the air quality because we do have an alert in effect. we will be watching the smoke from the kincade fire push across the rest of the north bay but also this fire which is burning in solano county is bringing very unhealthy air to the east bay. concord is looking at very unhealthy air for sensitive groups from oakland, stanley, and santa fe has the north winds push it from the grizzly fire across the east bay as well as for the peninsula and the south bay. so closer to the kincade fire, looking at hazardous air quality at 314, looking at concord, very unhealthy air, and the red flag warning that

is in effect until 11 am, looking at the level of human the values so the high fire danger for the rest of the morning, again we are watching it ease a little. this is an inside flagger with the dry and gusty offshore winds. it will move out and the winds will continue to ease and that is what we are going to see this afternoon. but watch as we go into tomorrow. the winds start to pick up again with another wind event in the higher elevations they will see peak winds will as we go from tuesday night overnight into wednesday morning. we are not done yet with another wind event very soon. temperatures of through the afternoon are 74 in concord, 70 in fremont, 70 in oakland and 68 for san francisco. there is the extended forecast. we will see the winds pick up especially in the hills and the mountains and tuesday afternoon, overnight into wednesday morning, and then

finally things will quiet down as we go through the rest of the week. we are talking about a historic evacuation because of this fire and the ongoing fight of over 186,000. meanwhile in napa county, there is an evacuation advisory for the surrounding area. we have a full list of evacuations on kpix.com. there are a lot of road closures. >> 101 is open which is good news. if you want to take 101, things are moving okay in both directions. closures right now are on 128 as one of our main's one, from 101 you have closures both directions on geyser road and alexander mountain and other

areas. try to avoid that if you can. hopefully if you are close to evacuations, you have done so in traffic on 101 is moving okay. we saw big delays yesterday but everything is open in both directions and we can keep a close eye on that and there is a road closures effect on napa road between fifth street and eighth street it is open in both directions except for the right lane. traffic is moving okay both directions. we are not seeing a lot of delays. we have high when advisories per hour bay area bridges and not looking at high profiles. we have high when advisories reported here and not a lot of traffic. we have high winds so be careful and here is a look at conditions at the bay bridge. it is quiet, not a lot of delays

at the golden gate bridge but again a lot of traffic signals are out because of the power outage so careful different intersections. plenty of people are waking up with friends and family in san francisco for widespread ad bridges. they cannot get into their home if they have smart locks and others are enduring commutes with electric cars gathered by -- or filling up on gas. local businesses say people stop for a meal and many have the lights on to get a short break. >> we were circling around and looking for parking and everyone was coming into town. >> i was packing up. >> around six 30,000 residents are expected to be affected by another round of shut off this week in the north bay. power outage has many

we are tracking winds especially in the north bay. they are going at 46 miles from that is a big difference compared to yesterday. we will watch the winds ease as we go through the morning and especially by the afternoon. we have flag warnings in effect

until 11 am. there is a low relative humidity but the winds are starting to ease. for many locations, for cities, looking at the easterly wind with light conditions right now, we have an alert in effect for the entire bay area and unhealthy air quality for many of us, even for the south bay and for the area with the smoke coming in from the grizzly fire . temperatures as we go through the afternoon with hazy skies and 74 in concord, 70 in fremont, 70 in oakland and 68 for san francisco. we will talk about another wind event expected as early as tomorrow coming up. look at traffic. there are some impacts your math because of the power outage. there is a possible delay due to not enough people to drive the buses because they have been impacted by the fires. smart train has been canceled for simona and traffic signals out. no smart train service today and

they might be impacted due to a lack of drivers and caltrain and bart are doing okay and everything should be running on schedule. the golden gate bridge has an advisory in effect. they have many bridges wind advisories and event. to r final investigation in sacramento, a grass fire filled by strong winds burned for hours before it could be knocked down. interstate 5 near reno boulevard is typically filled with cars but after 11:30 am, flames and smoke began to pour over and help the highway. crews who shut down the highway and in both directions but there were no evacuations and residents took options. >> it is really close to us. we have to get moving. >> we already went down our yard . they said this is what we

will do . >> some cars burned in the fire but no one was injured. you can stay with us for continuing fire coverage. remember, if you do lose power you can always find us on digital devices and on our cbs local app for the latest information. the high winds show that fires not the only danger as they work to pick up fallen trees . >> many were injured when a 30 foot tall tree crashed. it happened at the farmers market on main street at a halloween festival. six were taken to the hospital and the injuries were not life- threatening. there was a massive branch that fell down into the middle of diablo road. it brought other trees down onto the buildings and crews were later seen cleaning up the mess and they reopened and no injuries were reported. firefighters in windsor are stopping progression off shiloh road.
