originally expected and they are dialing back but the utility is working to restore power from the outage four days ago. sonoma county is worst at 12% and napa county is better at 63%. solana county at 61%. the total restoration progress is at about 474% from the shut off event four days ago. >> grocery shopping in the dark is the reality for thousands of bay area residents and marin county is starting to get a break. even though many d last wavesdi n the dark, a customers, at least not for now. >> it feels brand-new again. it is hard to clean or do anything. i have work to do and i can't use my computer. >> reporter: sausalito

with reroutes and we will be offering free unlimited service, so just a heads up the schedule will change between the santa rosa downtown station and there changes with sonoma county this morning and bart is on time in san francisco and no issues from the power outages in the bay area. as far as the roadways go, 101 in both directions with no delays. >> pg&e is investigating whether powerline sparked a fire in milpitas. one house burned down in another damaged. residents say they saw sparked arcing before the flames broke out. pg&e did not turn off the power in the neighborhood because it wasn't in the highest fire risk area. firefighters knocked down one fire and the power stayed on. residents had no idea their fears would come rushing back. >> i grabbed my daughter and my dogs and everybody and got in the car. >> reporter: should pg&e have

cut off the power because it was so windy that day? >> yeah come i think so.>> reporter: homes were damaged including a roof and cruise were cleaning up the mess. in southern california there's the aftermath of a mass shooting in long bite -- long beach where three or dead and nine others injured after a shooting at a halloween event. it happened in the backyard of a home last night and so far no information has been released on potential suspects are what led to the shooting. this morning, new details about a terrifying plane crash. video captures the moment that a small plane went down to new jersey. laura podesta reportsat not far from an elementary school in a new jersey suburb of new york city. it crashed into a home sending flames and thick black smoke into the air.

>> there was one person on board that was fatally injured and there are no reports right now there was anyone in the home and we are happy to learn that. >> smith lives nearby. >> the flames were 30-40 feet high and the whole first floor and second floor were on fire. >> reporter: flames eventually traveled to a third home and fire crews will use a bulldozer to get to the charred plane. it may take time before the plane is recovered and the cause of the crash determined. >> each piece will be examined such as the flight controls in the engine. >> reporter: the flight took off from leesburg, virginia with only pilot on board and it was headed to an airport in linden, new jersey, roughly 4 miles from the crash site. the luminary investigation says that contact was lost just

hour. until then, we have a breakdown of your survival guide and you can just go to kpix.com . back on fire watch, specifically the kincaid fire in sonoma county. the flames can be seen from high-rises all the way from san francisco dozens of miles away. the wildfire has burned more than 76,000 acres and is 15% contained right now. 189 structures are destroyed including homes. firefighters from all over are taking part. >> firefighters from all over the place a brush to our aid but one state has stepped up and that is oregon with 225 firefighters from all over the state arriving in santa rosa yesterday. it took 12 hours to get here and they brought 100 vehicles with them. >> we got off shift at 7:00 a.m. and within 20 minutes, it was go time. >> we come and work our butts off for the community of santa rosa and then they sent us home.

>> reporter: in all, there are fire crews from nine western states helping to further fight the kincaid fire. and getting the getty fire under control. a simple stroke of bad luck turned to an inferno. high wind just off of i-405 in southern california near the getty museum blew a tree branch into power lines. the sparks caused a fire that have burned nearly 700 acres. camera video shows another explosion off the freeway. some people evacuating for the getty fire are back in their homes but the fear is still there. >> it was simply put, an act of god. it was an act of god. >> fear, it is what it is. you have to remain calm and just get out when they tell us to po atseised its

first ever treme d warning for areas of southern california near the fire. and southern california edison revealed that its equipment likely sparked the woolsey fire last year that burned parts of los angeles last year. he killed three people and destroyed more the 1600 homes all eyes on the fires in california. >> went up to 68 miles per hour and now we are looking at 30-40 . there are gusts in the mountains and nothing like the wind event we had last weekend. still, with the offshore wind out of the northeast. we are watching that closely for you. the red flag warning is in effect until 4:00 p.m. today due to the low relative humidity down to the single digits near the fire as well as wind gusts up to 30-40 at the

moment. it is a chilly start to the day and we are looking at temperatures that are in the 30s, 40s and 50s. the cosp rosa in s. rmore and s jose and mid-50s and conquered and oakland as well as san francisco. in the cities looking at breezy conditions with 14 mile-per-hour wind out of the southeast at sfo. pleasanton at 14. san francisco looking at 7. it's really in the higher elevations that we are tracking the gusty conditions this morning. you can see how dry it is. 17% for a relative humidity value in livermore and. 10% right now in fairfield. with hazy skies, there is another spare the air alert. for today, the air quality is unhealthy for sensitive groups

in the north bay. moderate air quality for the coast and the central bay and east bay and south bay. so here is the satellite and radar view. the low pressure system across the great basin will continue to move away and this ridge of high pressure will build in. that's why we will continue to see the ntugh thhere e at 8:00 and the wind is still gusting in the higher elevations. as we head through the afternoon, we are looking at light to calm conditions, thankfully so. really pinpointing the north bay where the kincaid fire is burning. we are looking at this through the rest of the morning with gusty conditions in the north bay mountains. watch as the wind eases through the day, thankfully. it will still be incredibly dry with low relative humidity values through the entire day across the bay area. we are still talking about

credible fire weather conditions. low 70s in concord, oakland, fremont and san jose. upper 60s in san francisco and it is seasonal daytime highs with the hazy sun. quter r by t the work week and into the weekend. temperatures warm a little bit. looking at the longer-range weather models, probably the next chance for rain will not be this friday, but the friday of next weekend. we could use a little bit of rain. checking the roadways, most of the closures to the kincaid fire remaining shutdown between geyserville and the napper belia -- the napa you cannot access 101 with the southbound ramp. winsor northbound and southbound off ramps cannot access the 101. 101 is open in

both directions out of this area. that is southbound into san francisco to the golden gate bridge. the closures on 128 remain intact and 101 lanes are open. there are mass transit changes this morning. the smart train will have limited service. that is in effect today all the way until november 6. golden gate transit service changes, so check that schedule before you head out the door. sonoma county will have changes as well this morning. bart is not impacted and all trains are running normally this morning and should be getting underway in the next 45 minutes. no major wind advisories on any bay area bridges. san mateo looks okay and both directions there. no wind advisory. there

i want to give you the very latest on the kincaid fire and e currt condions right now. we did have peak wind late last night in the kincaid area up to about 60 miles per hour. the gus right now at 36 miles per hour and the wind is starting to ease. relative humidity at 9%. and to update you on the mass transit changes. smart trains running free but limited service. golden gate transit will have service changes and sonoma county will have changes as well. bart has no issues because of the power outage right now. i will have more details coming up. no teams in the history of american sports have won the first six road games of a championship series until last night. stephen stratford's historic season continued last night after threatening to take the a lead. he got josi. in the next inning, he struck out carlos correa.
