live from the cbs bay area studios, this is kpix 5 news. >> at 12:00 noon, a unique project in the san francisco presidio. the goal to bring more green space to the area. good afternoon, everyone. i am michelle griego. >> and i am kenny choi. a big project kicked off on top of the presidio tunnel with the blessings of house speaker nancy pelosi and kpix 5's an of vic is there. >> reporter: this area behind me is going to look different as we begin the second phase of a massive development project. by 2021 this is what 14 acres of land between crissy field and the presidio will look like.

tunnel top spark with overlooks of the golden gate bridge garden and food and services. developer say it will be a must- see stop for visitors from around the world. >> the location is the geographical center for san francisco and a forever place in a timeless place. >> reporter: the first phase started two years ago when caltrans had to create a slope down to crissy field and then the presidio trust added thousands of plants. house speaker nancy pelosi expressed her own pride. >> whatever title you want to give me is okay. no title is better than being the representative of san francisco, california. >> reporter: most of the funding so far has come from the golden gate national parks conservancy raising $87 million for this unique undertaking.

>> there are challenges like making sure that the park will not be too heavy and making sure you have the right kinds of plans so that they will be able to grow over the freeway. >> reporter: they still need 11 million more dollars and it starts in 2020. in the san francisco presidio, anne makovec, kpix 5 . california's attorney general is gearing up to fight for daca and he says it is about public safety for dreamers and the community. >> ending daca would make daca recipients less likely to be willing to report crime as witnesses or as victims. >> speaking in the last 30 minutes he says the trump administration broke the law

when it decided in 2017 to phase out the program which provides renewable immigration and work protection to people brought into the united states supreme court will hear arguments in the case and lower courts have issued injunctions forcing the government to continue to allow renewals. a 16-year-old boy is under arrest in connection with a shooting that left a 17-year- old girl dead and another injured in antioch there were in a car near la jolla drive tuesday night what happened and shots rang out during a drug deal and the victims drove themselves to the hospital where the girl died and the 17- year-old boy survived. the suspect was arrested in oakley and it marks the 10th the homicide of the year in antioch. a live look outside now in the bay area fog continues into the afternoon with visibility tough all day in you can see the fog in many areas and mary

current policy exploring limiting how ads can be margaret targeted tweaking the design so that they are more labeled and including more information about political advertisers. facebook has been criticized for not backtracking ads but that policy was not listed among those considered. last week twitter announced it would ban all political ads on its website. u.s. stocks are climbing in reaction to news that china and the united states have made progress in trade were negotiations and you can see the dow jones is up 211 points and skyler henry has the latest from wall street. >> reporter: the dow jones got off to a strong start tuesday following the china announcement it had agreed with the united states to gradually ease tariffs on exports. >> it is unlikely to be a massive change, but it will put to rest a lot of anxiety around

escalating tariffs . >> reporter: a spokesperson for the chinese commerce ministry said they agreed to hold back tariffs in phases. it has been a top concern for investors and both sides have reason to reach a partial agreement. president trump is heading into an election year and the thursday announcement is seen as a step in the right direction. >> what i do not think we are going to get is what the united states really wanted, which was an acknowledgment that u.s. companies are operating at an unfair advantage in china because in order to do business in china a u.s. company either has to partner with a chinese company or the use company has to hand over its intellectual property. >> reporter: both sides continue to negotiate when a phase i deal will be signed. skyler henry , cbs news, wall street. in southern california these are pictures over a plane crash in san bernardino county.

at least five witnesses have said they believe that there was a quid pro quo connecting military aid to ukraine with the investigation of the energy company where the son of joe biden served on the board. the house convenes a public impeachment hearing next wednesday. cbs news has confirmed a washington post report for william barr to hold a press card declined he broke no laws but president trump has denied it. he said the post made up the story and he bashed the media last night. should landlords be required to disclose their finances if they want their tenants to pay off their debt? small property owners say the ability to pass on this debt is what keeps them afloat. it is meant to protect mom and pop landlords who reasonably rely on passing on their debt to stay in business but it's

you may have seen the trucks around san francisco and now it is the plunge into the city's ultracompetitive restaurant world and kpix 5's jackie ward is at the mission for the opening day of its first brick-and-mortar location . truck usually we hear the opposite of a brick and mortar turning to a food truck but this is the food truck business going brick-and-mortar. i really wish that smelling television was anything right now because it is just ridiculously good smelling in here between the tostadas and everything that we got a sneak peek of everything yesterday that the line stretched down the block towards 21st moments before the doors opened. >> i just came by to see. truck from outside you could smell

what made this filipina mexican cuisine a favorite in san francisco. >> i came here to try out the new food and i definitely wanted to try the crunchy rap. i have a place and this is right down the street from where i live. >> reporter: six of their food trucks have become a lunch and a dinner staple. >> going into the food truck was a little bit less risky and no one had ever heard of a filipino and mexican infusion. >> reporter: they said this is partially give them the confidence despite being committed to a lease and paying rent. this 800 square foot space will become what owners hope it is an elevated experience. as a san francisco
