live from the cbs bay area studios, this is kpix 5 news. >> streaming first big storm of the season is about to arrive in northern california is getting ready for rain, wind comments now. thank you for joining us. i am kenny choi. we have team coverage today and jackie ward with how people in the north bay are preparing for flooding but first meteorologist mary lee looks at the timing of the rain. >> here you can see the wet weather beginning to move in so we will first show you the closer look at the north bay in upper lake and clear lake and hidden valley lake with light to moderate rain pushing across santa rosa. as well as in inverness as well

. as i put this into motion you can see that rain is going area and right now it is offshore with those showers ahead of the actual cold front that pushes through this evening that will bring heavy rain. there is a flash flood watch in effect for the kincade fire burn area because of moderate rainfall and we could see flash flooding with rock slides and debris flow. also there is a wind advisory today until 4:00 am tomorrow. wind gusts are up to 60 miles- per-hour. we will time out the rain, the wind, and talk more about the mountain snow coming up. >> i am jackie ward in the town of windsor pick several communities are preparing for the first majorrain event we have seen in many months and we

asked how it would affect the burn areas left by the kincade fire and the town is on storm watch . >> it affected foothi regional paras we as some most of the town is on a low- lying area, so we do initiate storm drain cleaning throughout the town. they have been working with the watershed task force to prepare for the rain. >> being the first rain of the season we expect it to absorb into the soil and not to see a lot of increase in the creek flow. stroke a little farther north on nothing burned in the city limits it came awful close when thousands had to evacuate public works crews took advantage and got a jump start to prepare for winter. >> they could kind of get a jump on the maintenance work that they would be doing

inspected before taking any long trips. in colorado holiday plans are being buried under a major winter storm for thousands of travelers with hundreds of equa treacherous with snowdrifts closing some stretches of the interstates. and santa barbara county the fire has burned and 600 firefighters have worked all night to contain the flames as strong winds have threatened homes. neighborhoods have been evacuated already and a local state of emergency has been declared. so far no structures have been lost and there were no injuries reported. the good news is that there's also rain on the way. mill valley police are investigating a chemical spill at this high school. a shelter in place is in effect for people within a half mile radius. bay area bi is in san franc

lay out a major platform in his campaign and kpix 5's anne makovec has his vision to greater access to housing across the country. >> reporter: steyer said if he is elected president his administration will make sure that every person in america has access to safe and affordable housing. here in the bay area that is a tall order to build. tom steyer started the morning serving meals to the homeless in the heart of san francisco's tenderloin and then toward a new housing project where he says it is at the center of equity in america. >> because it determines so many other things in your life. it determines where your kids go to school. it determines the air you breathe and the water you drink . trip for many of the people he served breakfast today that determination is for the worst. >> what do you think has gone wrong that the problem seems to be getting worse in san francisco?

>> i think there is a group of things. nu d spending billions of dollars annually to build climate friendly housing units but he admits that is only half the battle. >> in terms of mental health and addiction there is a number of services that we need to make sure they get back on their feet. >> reporter: you can read more about "project home"'s plan on his website and i put a link to that on my twitter page. in san francisco, anne makovec, kpix 5. now to the original series "project home" the homeless prenatal programs as they are currently petitioning the human rights commission to prioritize homeless pregnant women who are on a wait list for housing and they say right now women only qualify for expedited entry if they are in their third trimester and medically at risk.

we are on the storm watch this afternoon and there is the rain heading your way. mary lee has our full forecast in just a minute but first this aerial footage of the albania northern town showing the destruction left behind by a strong earthquake. the 92 6.4 earthquake crumbled several buildings killing at least 16 people at the defense ministry said hundreds more were injured and 20 survivors have been rescued from the women's. >> dramatic video showing rescuers working to free a child from the rubble and that child is now recovering in the hospital. a beef a brief scared this morning at the nation's capital in a small plane entered restricted air please.
