the last couple of hours. let's get ride over to cbs reporter natalie brand live on capitol hill with the latest campaign shakeup. natalie? >> good afternoon, michelle. an aide tells cbs news that senator harris made this decision last night but then publicly announced it online this afternoon calling it one of the toughest it decisions of her life. so she posted this on medium, writing, my campaign simply does not have the financial resources to continue. she goes on to say she's not a billionaire an apparent jab at some of the other candidates in this race. senator harris says as her campaign has gone on, it's become harder and harder to raise the money she needs to compete. this announcement comes as senator harris continues to struggle in recent polls and struggles with her campaign message and where she fits in

in the ideology. she closed field offices, some of her field offices in new hampshire but the senator was making a full-court press in iowa. she even there, campaigned there and had events through this week. governor newsom was planning on visiting iowa to campaign for senator harris. she already qualified for the upcoming debate to be held in los angeles later this month but in her announcement today, she said she's taking stock and looked at this from every angle. >> in good faith, i coo tell you, my supporters and volunteers, that i have a path forward if i don't believe i do. so, to you, my supporters, my dear supporters, it is with

but that break left quite a mess behind. it was an 8-inch water main that broke, sending water gushing down norietta street, some of it flowing straight into people's homes. >> we had to get in as quickly as possible, isolate the leak, shut the water off, which is why there is a water interruption for some customers in the area. >> reporter: this is one of 12 breaks we have seen in san francisco in the past two weeks, including three in protero hill and one along the cable car line on mason and jackson, most of them caused by the cold weather and the rain we have seen soaking the ground. the public utilities commission says that san francisco sees about 130 large main breaks each year and we will see more this winter. the city has over 1200 miles of piover 100 miles of over 100 years old. >> so when we have these

breaks, our prime objective is to preserve the public health and safety and maintain water service or return the service as soon as possible. the city is replacing 12 miles of pipe per year with stronger, more earthquake resistant iron material. >> and, now, they're going to have to repair that road, so noriega will be shut down for at least the race of the day. anne makovec, kpix 5. to the weather now. break in the rain for some of us here in the bay area. blue skies? san francisco and oakland but some scattered showers in the south bay. here is meteorologist mary lee with more on that. >> i'm tracking some strong cells, michelle, into the south bay and even now into the east bay. we have getting that wet weather, especially right over livermore. a downpour right over you, looking at light rain, pushing

police canvassed the street. the victim went to the hospital on their own but died there. no word on any suspect. a gas leak in san jose prompted evacuation. hazmat teams responded at 7:00 on rogers avenue. the street was shut down between junction and queen. crews secured the leak on a 2500 poe pain tank, a a little later than an hour. evacuations have been lifted 6789 many. president trump is in london with nato and world leaders. he had some sharp words for ally, including a tense exchange with french president emanuel macron. the two clashed over isis, interaction with russia. macron called nato brain dead due to lack of leadership of

the u.s. >> president trump fired back,. >> when the french president makes a statement like that, that's a very dangerous statement. >> he says that his impeachment won't affect his act to make deals at the summit. the dow is down, waydown, about 340 points. stocks sharply lower after president trump threatened to impose tariffs on french goods and cast doubt over the potential for a trade deal with china this year. meantime in washington, the house intelligence committee released a report summarizing its impeachment inquiry. the more than 200 page report says that president trump held up military aid to ukraine while he and top officials pressured the country's president to investigate his political rival, joe biden. republicans released a counter report criticizing the inquiry. the house jude dry committee will host its first hearing including four constitutional

152,000 square feet of office space, 320 apartments, 80 affordable housing units, a hotel and 44,000 square feet of retail. the estimated cost, more than $400 million. the construction is scheduled to start tomorrow and be finished in 2023. now, in our original series, project home, many of us take having a mailing address for granted. but for people who don't have a home of their own, a santa clara county church provides a window of opportunity. catholic charities of santa clara serves as the permanent address for nearly 1000 people in chart county. about 150 people visit this window each day to pick up their mail. that stable address leads people apply for jobs and start to break the cycle of homelessness. >> a stable address is what you put on a resume. it is what you put on your application for employment. >> sharon miller started the mail service 30 years ago. in addition to a mailbox, the

view. the reason why we have this unsettled weather today and tomorrow is because of this low pressure system so close to us. we'll keep that chance for a few more showers as we go through the day today. even though our weather model here keeps us dry. i think we'll have that chance to see a few more isolated showers as we go through the rest of your tuesday. watch as that low pressure system pushes in land. so for tomorrow morning, starting off today wet, this is 7:00 a.m., starting at scattered showers through the rest of the morning. catching a break. tracking the next storm system, that will bring the rain as well as the wind. widespread rain back to the bay area on friday. this is a strong cold front. that will bring heavy rain at times, strong winds and isolated thunderstorms along and behind this cold front. we are watching that closely as we look ahead to the end of the week. sunset at 4:50 and sunrise at
