you'll see more of the exchange in just a minute but the day started when speaker pelosi said the house is moving forward with the next step of impeachment saying the facts and constitution give them know choice. today i am asking our chairman to proceed with articles of impeachment. >> house speaker nancy pelosi called the president's actions a trade of trust and announced the house is moving forward with impeachment. >> if we allow the president to be above the law, we do so surely at the peril of our republic. in america, no one is above the law. >> hepe impeachment has nothing to do with president trump asking ukraine. >> it was not new news. they always had the written timeline from the day they were sworn in. but she said it has brought the

for a trial. >> we know the president has said he wants a full trial in the senate but senior administration officials talking to "cbs news" this afternoon say what the house decides is the exact articles of impeachment will really determine their strategy and a decision on whether they actually call witnesses in person and the rules leave it up to senators to vote on the actual process format and witnesses themselves. >> as the house decides to draft those articles of impeachment, what is the timeline in terms of the next steps? >> reporter: well, we know that judiciary committee members have been told to stay in d.c. through the weekend ahead of monday morning's hearing when they will get a formal presentation of the house intelligence report. it would appear that puts them on pace to actually draft up the articles as soon as next

week, but they are keeping the specifics of the timeline close to the vest but from what was announced today, this sets the stage for a possible full vote on the house floor before lawmakers leave for recess in just a couple of weeks. >> natalie brand, thank you. our top local story this afternoon. flames ripped through a north bay home overnight killing a woman in her 80s. kpix 5 anne makovec las more on the challenges firefighters faced as they tried to save her. >> reporter: she had a lot of ty to figure out how behind m the fire started, it broke out at 10:30 last night on cherry street. when firefighters got there, in. were able to enter through doors without meeting the resistance of the debris stuck behind it. >> reporter: that made the

conditions even more tense and led to flare-ups this morning. >> the fire burns hotter and more fiercely than it would if it does then't have that debris in it. they found the woman alone in a hallway. she was unconscious and not able to be resuscitated. investigators are working their way through the home to figure out the cause. they say there is nothing suspicious about the fire, but because there is a death involved, they want to make sure. anne makovec, kpix 5. investigators at the pearl harbor navy base, a male killed two workers in the afternoon and then he took his own life. a third shipyard worker was wounded as well. the gunfire happened and erupted at a dry dock where ships and submarines are

repaired. they were told to lockdown or find shell stir. >> the base was in lockdown because of the security protocols and they had to make sure it was complete and the scene was safe before we let the full lockdown. that a hurt lasted for about 90 minutes. he was an active duty sailor. it is not clear if he knew any of the men that he shot. first fire, now flash flood warnings in effect for the kincade burn area. a half-inch of rain or more kurd fall over the area as a new storm takes aim at the area. they warn resident toss avoid driving on flooded road and be careful of rockslides. it owat 4:00 in the afternoon. >> reporter: right now, we're getting that break from the rain, but just wait because the

cbsn bay area for continuing coverage. >> there is a nationwide ban on open invite parties at the rentals after the deadly shooting in orinda on halloween night. it covers short term rentals alt homes, apartments and condos advertised on social media and advertised everyonement they are working to those that violate the party house ban. guests will get or removal for repeated violations. the halloween shooting killed five people and now the san francisco based company is under pressure to maintain public trust as it prepares for initial public offering next year. today elected officials are going head to head on a state lousing bill. you senate bill 50 would allow developments to be built taller

than zoning laws allow. opponents say the bill won't hold developers accountable to the cities they build in. the supervisor is proposing changes to the law so they can have their own community development plans. >> they are demanding a halfbii affordable housing with an emphasis on senior citizens. they crowded into the office to make their point yesterday. the demonstration included a sit-in and for more than 90 minutes they sang, prayed and refused to leave until the mayor's staff agreed to schedule a sit-down meeting. >> we're shocked and feeling dis respected that the mayor is making it so difficult to meet. >> the group agreed to give the mayor's office two days to schedule a meeting. if they don't hear back bay tomorrow, they will sit in her office and bring more people. that is part of the project home series.

lettuce grown in northern california is being recalled across the country after another e. coli outbreak. the centers for disease control and prevention says 35 more cases of e. coli were discovered over the past two weeks. the culprit, heads of romaine lettuce from the salinas area inmon ter rhea county. a.i. never thought to check where the lettuce is from so i'm glad too hear about this. the romaine lettuce with the e. coli can cause an intestinal illness. diarrhea and feeling very, very poorly.

the centers for disease control and prevention warns washing our cooking the romaine lettuce isn't much to get rid of the e. coli bacteria. the debut on the nasdaq. gayle king, steven colbert. combined company is called via come cbs it will include cbs, show time networks, paramount pictures and more. they merged in 1999 and separated in 2005. bob bacchus now becomes the president and ceo and said about the merger saying this is a historic moment that brings together two iconic companies. it is getting tougher for many families to put food on the table. kpix 5 and local food banks are working to help. i headed out to san francisco where one company is helping with the need in a big way. >> i'm here at the san
