we begin with a major announcement expected this morning in the impeachment investigation. house democrats are planning to unveil two articles of impeachment against president trump including abuse of power and obstruction of congress. the judiciary committee could vote on the articles as early as this week. that could set up a vote on the house floor next week. if the house approves the articles, it would make the president the third president in history to be impeached. this comes a day after the partisan clash over the impeachment investigation. laura podesta is here in new york. laura, tell us what happened yesterday. >> so in a nutshell, the democrats, including committee chairman jerry nadler, said the president put himself before country, but republicans continue to maintain that when you read the transcript of the call between the president and the president of ukraine, the words used do not amount to a president seeking a personal

political favor. cbs news has learned house democrats have decided to move ahead with two articles of impeachment against president trump, abuse of power and obstruction of congress. they claim the president abused his power by using a white house meeting and hundreds of millions of dollars in milita f ukraine as leverage for an investigation into former vice president joe biden. house democrats also allege the president blocked subpoenas and documents across the executive branch as part of the investigation. the judiciary committee could consider the charges as soon as this week, and the full house could vote by next week. >> on an issue like this, they don't count the votes. people will just do what they do. i have never asked anybody were they for the inquiry, were they for going forward. >> yesterday the judiciary committee held nearly a ten-hour hearing. >> donald j. trump, 45th president of the united states, abused the power of his office.

>> let me tell you. those of you who think you have done something special here, you have set the bar so low, i'm afraid it's irreparable. >> the president tweeted throughout the day, witch hunt, read the transcripts, and the do-nothing democrats are a disgrace. only two u.s. presidents have been impeached. andrew johnson and bill clinton. if president trump becomes the third, the senate will hold a trial to decide if he should be removed from office. but in the history of the united states, the senate has never successfully removed a president and it's unlikely to happen this time around because the senate is majority republican. anne-marie? >> laura podesta in new york. thank you so much, laura. so stay with cbs news. we will bring you the announcement of the charges against president trump in a special report, and you can find continuous coverage on our streaming network cbsn.

the final report on the watchdog on the collusion between russia and the u.s. are out. the report says there was no intent of political buy yes, sir when the fbi opened the investigation, but they did find some serious flaws in the probe. catherine herridge has the details. >> reporter: the nearly 500-page department concluded the fbi acted with authorized purpose when it opened the investigation into the trump campaign's russia ties. >> they had no nothing. it was con koktded -- concocted. >> reporter: the president who for years has called the probe a witch hunt, alleging he was illegally spied on was overthrown. >> this was an attempted overthrow of the government and a lot of people were in on it and they got caught. >> reporter: the report was heavily critical of the fbi, finding fault in the four surveillance warrant applications for trump campaign aide carter page, citing 17

significant inacucuracies and omissions in the warrant request by carter page. >> i think spying did occur. >> r reporter: attorney general bill barr said it was clear it was launched on the thinnest of suspicions. the fbi also relied on christopher steele's dossier saying much of his investigation was uncorroborated. but in one twist steele who had been inaccurately exposed and said he was disposed of before he began the family research and was said to have had a personal relationship believed to be with ivanka trump. police in new zee land have launched an investigation followed a deadly volcanic eruption. they say it's not a criminal investigation. five people are dead and eight

people are missing and presumed dead. they were on white island including nine americans. officials warn another eruption could happen. nichelle medina reports. >> reporter: the tourist who captured this video was standing on the edge less than 30 minutes before it erupted. the eruption sent plumes of ash shooting into the air. skydiver tristan webb had just exited his plane. >> in the space of about 45 seconds, which is the length of free-falling, it had grown to what i can best describe as a huge cloud enveloping the island completely. >> reporter: first responders rescued people by boat and helicopter. paramedics called it a shocking sight. >> everything was blanketed in ash. >> reporter: the prime minister hugged emergency personnel and delivered a solemn statement

about the missing. >> no signs of life have been seen at any point. >> reporter: newlyweds lauren and matthew were honeymooning aboard the royal caribbean and both suffered burns in the eruption. >> had my daughter known there was any risk involved, she wouldn't have gone. >> reporter: geologists warned of recent seismic activity and lauren's parents say the excursion never should have taken place. >> this was an accident waiting to happen and it happened. >> reporter: barbara and rick are trying to get to new zealand and say the cruise line has not contacted them at all. royal caribbean said in a statement we're communicating with our guests and their families. we're making sure they're taken care of in terms of medical help, counseling, accommodations, and transport. for now the ship remains at port. nichelle medina, cbs news millions of americans across the northeast are bracing for a powerful storm that will bring freezing temperatures and snow. the same system slammed iowa

yesterday. at least 50 vehicles were involved in a crash on i-80 near des moines. police say at least one person was seriously injured. the storm system stretches from texas to maine. forecasters say the biggest threats from the storm are rain and snow. in new york city temperatures will drop nearly 30 degrees in less than 24 hours. and pete frates, the man who helped inspire the als ice bucket challenge after he was diagnosed with the degenerative disease in 2012, has died. frates died yesterday at his home outside of boston. millions of people in the world participated in the ice bucket challenge including celebrities, sports figures, and politicians. it became a social media phenomenon and raised more than $200 million in the fight against als. pete frates was 34. coming up on the "morning

"the new york times" reporting cuba gooding jr. faces seven more accusations of unwanted touching. that brings to 22, the number of women accusing gooding of sexual misconduct dating back to 2003. he's been charged with groping three women in new york city last year. and this year 19 other women have accused him of unwanted contact in several states, but he has not been charged in those states achlt lawyer for gooding previously said the actor denied any criminal wrongdoing.

the "chicago tribune" reports law enforcement was confiscating drugs and weapons from juice wrld's luggage when he underwent seizures at the airport. his real name gerald higgins died at the hospital later on. officials were waiting at the airport after receiving tips that a private plane coming from los angeles was carrying guns and drugs. more tests are needed to determine the cause of death after an autopsy was done yesterday. the "washington post" says a california mother has agreed to plead guilty in the nationwide college admissions scandal. 57-year-old karen littlefair of newport beach paid $9,000 to someone to take online classes for her son at georgetown university. prosecutors will recommend a four-month prison sentence and a

$9,000 fine. she faces up to 20 years in prison. "consumer reports" looks at a new study that says exposure to the chemical bpa may be much greater than previously thought. it's found in reusable plastic water bottles, food can linings, andreceipts. it's been linked to health problems including infertility and cancer. the study published in "the lancet" diabetes and endocrinology say it may drastically underestimate our exposure to the chemical. a new testing method found higher levels of the chemical. "sports illustrated" named u.s. women's soccer star megan rapinoe sportsperson of the year. she led her team to the world championship. she was honored for her play on the field and also her role in advocating for gender pay

financial companies drove stocks lower on wall street yesterday. the dow drops 105 points, the s&p 500 lost 9 points, and the nasdaq was down 34 points. hocrats reportedly reached a tentative agreement with labor leaders and the white house over a rewrite of the u.s./mexico canada trade deal. that's according to a democratic aide who was not authorized to discuss the talks and granted anonymity. details need to be finalized and the u.s. trade representative will need to submit the complete legislation to congress. no vote has been scheduled. a former boeing employee who warned of problems with 737 max production is expected to testify before congress tomorrow. members of the house will hold a hearing on the faa review of the 737 max fleet. the aircraft has been grounded since march after two deadly crashes just five months apart. federal officials say the faa is not expected to authorize the plane to fly until at least january. white castle is recalling some of its frozen burgers due to possible listeria
