captioning funded by cbs good morning from the studio 57 newsroom at cbs headquarters here in new york. i'm anne-marie green. this morning there's dramatic new video of the investigation of the deadly crash of a ukrainian jetliner in iran. intelligence sources tells cbs news the plane was shot down by iran. video obtained by the "new york times" appears to show the moment the airliner was hit by a missile just minutes after takeoff from tehran on wednesday. all 176 people on board were killed. this morning an iranian official denied a missile hit the plane. he's calling on the u.s. and canada to release information that supports the missile strike claim. the plane crash happened just hours after iran's missiles attacked a u.s. troops in iraq in retaliation for u.s. drone strike on iran's top general. kris van cleave has new details on the crash investigation.

>> reporter: startling new video camera captures the flight raining down. the plane had just been struck in mid-air by two iranian missiles. most of the 176 on board were from iran and 63 were canadian. just after 6:00 wednesday morning as the boeing 737 was climbing after takeoff from tehran's airport u.s. intelligence picked up signals of the iranian radar locking on to the plane. then came the explosion. about two minutes into the flight. this video shows the moment of impact. here the plane on fire crashing to the ground. federal officials say missile pieces like this one appear to have been found near the crash scene. canadian prime minister justin trudeau. >> the families of the victims and all canadians want answers. i want answers. that means closure,

transparency, accountability and justice. and this government will not rest until we get that. >> reporter: this man lost his sister, her husband and his 16-month-old niece. >> i wake up and it's a nightmare. it's over and she's home. i knock on her door and she's home. >> reporter: president trump told reporters he had suspicions something happened to that plane. >> it was flying in the air in a pretty rough neighborhood. somebody could have made a mistake. some people say it's mechanical. i don't think that's even a question. >> reporter: iranian military units were on high alert at the time of the shoot down coming four hours after iran shot . d

the area. the plane was identifying itself as a commercial flight. it was flying away from the conflict zone not towards it and the radio operator that lit up the plane should have seen it leave the airport. common sense should have prevailed. kris van cleave, cbs news, washington. iran is welcoming experts from other countries whose citizens died in the plane crash to join in the investigation. elisabeth palmer reports from tehran. >> reporter: iran is flatly denying that one of their missiles could have brought down the plane. in fact, the civil aviation authority called it scientifically impossible. within hours of the crash they were already pointing to a technical malfunction as being at the root of it. 45 ukrainian investigators have now arrived in tehran to take part in the iranian investigation. they have not yet had access to the crash site. just a short time ago the iranian government unusually urged boeing publicly also to take part.

iran has the black boxes. it's not giving them to either the u.s. or to boeing, but they have said they will share the data with the ukrainians and perhaps some other countries. . back home the house of representatives has taken its first step to limit president trump's military action agaiain iran. the democratic controlled house approved a nonbinding resolution yesterday. under the measure president trump must get congressional approval before engaging in further military action against iran. the vote passed largely along party lines. three republicans joined the democrats. marc lieberman is here in new york. marc, how is the president responding? >> reporter: good morning. the president wasted no time targeting the democrats latest attempt to limit his military actions against iran. during a campaign rally in toledo ohio last night president trump mocked the measure and touted his decision to order the killing of qassem soleimani.

>> these are split second decisions. you have to make a decision. they don't want me to make that decision. they want me to call-up, maybe go over there, let me go over to congress. come on over to the white house and talk about it. we had to make a decision. we didn't have time to call-up nancy who is not operating with a full deck. >> gentlewoman is recognized. >> earlier in the day house speaker nancy pelosi defended the war powers resolution. she said it was critical in the wake of the u.s. air strike that killed general qassem soleimani last week. >> he endangered our servicemen and women, our diplomats and others by taking a serious risk of escalation with tensions with iran. >> it has united the iranian people not against their government but against us. >> reporter: meanwhile there are new developments into president

trump's impeachment. speaker pelosi said she will release the articles of impeachment soon but wants to know more about what the senate trial will look like, including whether there will be witnesses. this all comes as senate majority leader mitch mcconnell reportedly told republican lawmakers in a closed door meeting yesterday to expect the president's impeachment trial to start next week. >> marc liverer -- liverman here in new york, thank you. the nation's vaping crisis has claimed its youngest victim. health officials in texas say a 15-year-old died on new year's eve of a vaping related lung injury. doctors say the teenager also had an underlying chronic medical condition. more deaths are now under investigation, though. cdc says 57 deaths have been confirmed in 27 states and washington, d.c. the agency recommends that people not use e-cigarette products that contain thc. a new question surrounding the death of convicted sex offender jeffrey epstein in new york city jail.

yesterday federal prosecutors told a judge that video of the area around jeffrey epstein jail cell when he survived the suicide attempt last july no longer exists. they said jail officials thought they preserved the video but turned out to be video from a different part of the jail. they also said the footage is not on the jail's back up video system because of technical errors. jeffrey epstein died by suicide in his cell weeks later. coming up on the morning news now a pardoned soldier fights for reinstatement of his elite status and a makeover at madam tussauds. why a royal family wax display has changed. this is the "cbs morning news". br 25% of your mouth.

those are some of the headlines on the morning newsstand. the "new york times" reports the army denied a soldier's request to have his elite green beret status restored. setting up a possible showdown with president trump. matthew goldstein was charged with murdering a man in afghanistan in 2010. he admitted killing the man but said the man was a suspected taliban bomb maker. president trump pardoned goldstein in november before he went to trial. yesterday goldstein learned the army turned down his request to be a green beret again. his lawyer said he'll appeal the decision to the white house. the "los angeles times" reports despite their public feuding president trump and los angeles mayor are working on a potential deal to address the city's growing homeless population. the deal would reportedly provide federal funds and land to help shelter the homeless. the mayor sent a letter to the trump administration yesterday asking for federal help and has had discussions with administration officials. earlier this week california

governor said that he would ask state lawmakers for more than $1.4 billion to help the homeless. >> we have a lot of things in sacramento we can do to help the homeless people. you can build a whole complex. >> the state money would partially be used for trailers and tents to house the homeless and build new housing. "the des moines register" says billionaire tom steyer qualified to be on the stage for the debate next week. he qualified after fox news polls released yesterday show he was among the top three candidates in south carolina and nevada. he came in second place behind vice president. biden in the south carolina poll. in the nevada poll he finished tied third with elizabeth warren. they both trail biden and bernie

some damaging allegations in newly released boeing documents. taco bell is offering six today the labor department will release the december jobs report. stocks closed at record highs yesterday amid de-escalating tensions with the u.s. and iran. the dow rallied 211 points. the nasdaq jumped 74 points. and the s&p 500 gained 21 points. boeing is apologizing after releasing documents detailing disturbing messages by employees about the 737 max. documents show workers talked about ways to mislead regulators about problems with aircraft simulators. some messages mocked members of the faa. employees also complained about boeing's senior management. boeing says it is considering disciplinary action against some workers. faa grounded the max fleet last year after two deadly crashes within five months.

california could become the first state to sell its own prescription drugs. yesterday the governor released details of a new proposal as part of the state's budget plan. he said the plan would increase competition in the generic drug marketplace. it would also lower the cost of medications by having california contract drug makers to make certain prescriptions under a state label. the full proposal will be unveiled today. and taco bell will now pay some of its general managers $100,000 annual salary. the pay raise will start this year at some of the roughly 450 corporate owned locations. general managers currently earn between 50 and 80,000. the company announced it will offer paid sick time for all workers at company owned stores. the move comes amid an increasingly tight job market. >> prince harry and meghan split from the royal family could be costly for canadian taxpayers.

a security expert says a move to canada could cost millions of dollars a year in security expenses. earlier this week the couple announced they would step away from their royal duties and spend much of their time in north america. although not officially announced where they would live canada is a top choice. even though meghan and harry say they will work to become financially independent they will get millions of dollars a year from the british government as well. it's expensive to move out of your grandmother's house, right? >> reporter: yes, it is. i'm loving those memes. random jobs that harry could have in the future. maybe we'll see him as a barista somewhere. >> who knows? taco bell is paying quite well. meghan is back in canada now which is kind of interesting because there's an emergency family meeting with the royal family today. i take it she's not going to be there. >> she's not there. maybe she wasn't invited. >> thank you so much.
