in a row. the dow had its worst today percentage drop in two years. the dow closing nearly 900 points lower. the nasdaq was negative for the year. s&p 500 also dropped three percentage points for the second day. we now know three coronavirus patients from travis air force base are being treated in contra costa county. one is at a hospital in sonoma county. all of the patients were evacuated from the diamond princess cruise ship in japan. today in san francisco, declared a state of emergency over the coronavirus. we all live with the ramped up efforts to prepare. >> reporter: this declaration allows them to pull in more city resources. streamline emergency management and possibly get reimbursement from the state and from the federal government.

but make no mistake, top u.s. health officials say the spread of the coronavirus is inevitable. new infection hubs have established themselves in south korea, italy and iran as the coronavirus moves closer to worldwide pandemic status. the head of the national center for immunization and respiratory diseases told lawmakers this might be bad. >> ultimately we expect we will see community spread in this country. it is not so much a question of if this will happen anymore, but rather a question of exactly when this will happen. and how many people in this country will have severe illness. >> reporter: there are 50 a confirmed cases in the u.s. but no concentrated cluster. health officials are learning that the incubation period is to be about a month along with the virus able to survive on what services longer than previously thought and people who have had no symptoms are able to transmit the disease. federal health officials are warning local governments and organizations to have a plan in case of an outbreak.

the san francisco mayor declared a local emergency today despite no confirmed cases in the city. >> by declaring a state of emergency, we are prioritizing the safety of our communities by being prepared. >> i am confident in our team's ability to handle the situation. at the unified school district, they are applying lessons learned from an outbreak in 2009 were some bay area schools were shut down for days and disinfected. the manager of health and family support programs says there is a healthcare worker on every campus. monitoring sick calls and looking for patterns. and cleaning crews use disinfectant fog machines to sterilize classrooms. >> what happens is we look and we have a couple of cases in a classroom and we will send out extra cleaning crews. >> reporter: this dr. says everything he sees suggests the virus will spread in the u.s. >> it would not be at all a surprise with everything shows

>> reporter: oakland's former top cop and kirkpatrick said she was caught off guard by her sudden firing. it turns out her rank-and-file were caught off guard also. today they showed her just how much she meant to them. it was an emotional and heartfelt farewell as hundreds of officers and staff members said goodbye to the recently fired police chief. >> i have never seen anything like this. >> reporter: she tried to hold back tears as she hugged each and every one who lined up to say farewell. but emotions got the best of her today. >> i was told many years ago a true leader will know if they are a leader if they look over the shoulder and someone is standing there. and i'm looking over my shoulder today and they are standing here. i did not want to just be a chief, i wanted to be a leader. >> she came here of a time during a troubling time and she

brought stability. she made the rank-and-file officer feel as though they were important by speaking to them. by asking if they were okay. >> reporter: the city's police commission with the mayor's permission fired kirkpatrick without cause. >> i think it was sudden and we are recovering from it. >> reporter: speaking publicly for the first week after she was fired, kirkpatrick said her termination is a step back to the police department and community. is it almost a no win situation where you have to have the city council, the mayor and the police commission all agreeing and the police commission can vote you out. >> i don't think i know. people are deeply concerned that something is not right. something is wrong. the police department believed in me as a legitimate leader. i am competent. i am respected. this is a step back. >> you saw here today, it speaks volumes.

san francisco and then ramming a police car. police say a couple and an suv allegedly drove onto a sidewalk in haight-ashbury and intentionally hit two people just before 9:30 last night. a short time later they allegedly drove into a police car as officers answer the call of shots fired. the 18-year-old driver is facing a list of charges. the female passenger was released. a suspect behind bars tonight in a hit and run that killed a 12-year-old girl. she was walking home from school with her sister and in the crosswalk at the time. >> reporter: it is used as a shortcut between freeways. and people drive too fast. the chp said seat be did not play a part in yesterday's tragedy.

he was with his attorney when he turned himself in today. he is accused of hitting a young girl as she crossed the road with her sister. the 12-year-old seen on the right, died from her injuries. the chp said surveillance video shows a male was turning left from mantua road when he ran her over. >> it would seem like a normal left turn. he did not see the girls in the crosswalk. but once he hit them, he knew. >> reporter: at that point he allegedly fled the scene. but the cameras captured a clear photo of the ford f1 50 pickup and license number and the chp said they quickly knew who they were looking for. >> we did see he stopped and looked and took off. and left her in the road to die. >> reporter: the entire community has been shaken by the death. complete strangers are leaving flowers at the scene of the tragedy made even more awful by

but the head of the ntsb slammed tesla for failing to install technology that would disable personal electronic devices when the cars are in self driving mode. the family is suing and the lawyer issued a statement regarding driver distraction saying in part, we believe he was using autopilot and a foreseeable manner given the systems claimed capabilities and the way tesla encouraged its customers to use it. we reached out to tesla for comment, but we have not heard back. a federal order to drain the largest reservoir for public safety is running into some resistance tonight. the water district tells us that draining anderson reservoir to lower earthquake risks will only raise the possibility of other problems. >> reporter: the water district said wants to move quickly because of the earthquake risk. wants to move carefully to minimize the impact downstream

once all the water is like go. for the last few years levels at anderson reservoir have been kept below half full on purpose to minimize earthquake risks. but now the federal agency that regulates the safety said even this much water is too much and has ordered the valley water district to drain it completely. >> we want to get to this project as quickly as possible to bring safety to the community. >> reporter: the district is also concerned about the loss of water supply, potential flooding, habitat loss and fish kills. the morgan hill neighbor said it is a nightmare scenario. >> i think it is going to be disastrous for the area. >> reporter: she has been coming to coyote creek since she was a teenager and worries about the loss of the resource and habitat for all animals if the reservoir in the creek dry up. >> you cannot find water nearby.

when that is gone. >> reporter: water officals say the loss of anderson's water for household and business use would be felt but not critically. >> it is not a disaster because we have five other sources of water. >> reporter: he is a former water district director and in environmental studies lecturer. >> the disaster is that it fails with water in it. that is the only possible disaster. having the feds get involved has accelerated the process of getting it repaired. >> reporter: the water district said repairing the dam will take between two and five years and should be a process that balances earthquake safety, water supply and environmental impacts. not everybody is worried about that necessarily. we are worried about the rain. and lack thereof. >> worry on. there is a chance later in the week but there is not any big

rainmaker coming in for the rest of the month. so far we have no rain for the month of february. it does not look that likely by the weekend either. and then february will be over. the numbers are unusually warm in san francisco at 65. san jose at 63. the highs from today are impressive. santa rosa got to 81 and san jose at 77. that is flooding with records overnight lows will be on the balmy side. temperatures in the upper 40s and low 50s. high pressure will finally get the elbow by this guy. the low pressure. as it gets closer to the bay area, things will cloud up on friday. by the weekend, the numbers will come down. the question is whether or not rain will come down. there is not much of a chance about a 20% or 30% chance in

the central bay area. clear skies tonight. tomorrow looks like another sunny and warm day. same on thursday. friday the clouds come in and the chance of rain develops by sunday. high temperatures tomorrow are well in excess of average. concord at 75. 12 degrees above where it usually is in this part of february. high temperatures for south bay , san jose at 79. sunnyvale at 79. in the east bay the numbers are going to be warm. 76 at pleasant hills. 74 at fairfield. low to mid 70s for much of the north bay as well. if you get to santa rosa you will be at 75. 72 in sonoma. up around ukiah, 71 degrees.

>> reporter: they say in tech when you are over the age of 35 you are looked at as being over the hill. do you think there is any truth to that? >> o my. i will have to pack it in. >> reporter: riviera partners is a top recruiting firm that scouts for talent. spray-painted on the wall, their client list which reads like a veritable who's who in the industry. he is the ceo. i asked him his thoughts on going under the knife. >> i think it is absurd. i think altering your appearance to fit in or conform to a standard, certainly shows a potential level of insecurity. >> reporter: but he understands why some would do it. he said when it comes to a more age diverse workforce, silicon valley needs to do better. >> it is our responsibility to ensure that we are making the right decisions. when we are hiring teams. and placing a value on

your pushing 40 and you are trying to fit in, i see where the pressure comes from. >> i see what he was saying, the gentleman who said, it could be a negative. you showing your insecurity. we don't want people like that. we want people who feel confident. it hits both ways. >> women have had these pressures for a long time. >> this affects every industry. not just tech. it is interesting to see what is happening in silicon valley. tonight the cdc is sounding the alarm that the coronavirus is on the brink of becoming a pandemic. there are 58 cases in the u.s. right now. but the cdc warns it is inevitable that the virus will continue to spread. there is also word that this country does not have enough facemasks to contain an outbreak. with investors dumping stocks, the markets took a tumble again. the dow has dropped more than 1900 points in two days.

today we also learned that for passengers from a cruise ship quarantine in japan are being treated in the bay area. hospitals here, three in contra costa county and one in sonoma county and an alameda woman is speaking out after being stranded on another ship off the coast of cambodia. >> we spoke with her about her frightening ordeal. >> reporter: it was 12 days on the ship with no ports of call. talk about cabin fever. they were not allowed into port , waiting to see how they we get home. she is happy to finally be home after her cruise through the south china sea turned into something completely different that she and her mother imagine. due to the coronavirus. the ship was denied docking import of the report because of fears over the disease. the cruise director canceled the cruise and headed for bangkok, thailand to disembark.

>> the night before we got there they told us that thailand would no longer welcome us. it was crazy. >> reporter: this is the holland american ship getting escorted back to the south china sea. ultimately the cruise ship was allowed to disembark in cambodia. but she still could not get home. >> i woke up in the morning to a note under my door saying, guests are being asked to stay in a hotel pending further health screening. >> reporter: all because a passenger tested positive, which later turned out to be a false positive for coronavirus. suddenly her trip back to the states included more medical screening. >> because i do not speak the language i did not know what was going to happen. they tipped our heads back and stuck this six inch swap up your nose. it felt like it was going to poke through my brain. it was really painful. >> reporter: four days later she and the other passengers were cleared and allowed to go home. but found not everyone in

alameda county was happy to see her. >> it is hard to come back from a situation like this and not feel the gravity of it. even in my own community people are wondering if it is safe to be around me. there have been some facebook posts on my community facebook group. saying, that is too close to home. or, that is dangerous and irresponsible for her to go out. >> reporter: she hopes that the passengers getting off the diamond princess are not facing any stigma. she says she hopes that people who have the coronavirus are seen as victims and not as something else entirely when they are being treated in recovering from illness. >> what a horrible way to and a vacation. the top seven candidates for the democratic nomination

the united states. >> reporter: a cbs news poll finds defeating president trump is a top priority. but less than 50% of voters are confident democrats will nominate a candidate who can do that. one new topic that came up tonight was coronavirus. since this is in the headlines and remains in the headlines. this is an area where the candidates were more an agreement in criticizing the trump administration's response and also opposed cuts to agencies including the cdc. interesting to note, force former vice president joe biden used that as an opportunity to stress his experience in dealing with pandemics. referencing the ebola outbreak during the obama administration and preventing them from coming to the united states. >> what are the plans between now and super tuesday? where do they go from here? >> reporter: it is a sprint to

the south carolina primary. and super tuesday. that is why they are having to split their time between the palmetto state and traveling to key super tuesday states including california. which is the huge delegate prize of next tuesday. a week from today. we know the candidates will be traveling to the golden state are also sending surrogates. for instance, jill biden is on her way to california this week. she is expected in san francisco on friday. wilson walker watched the debate with undecided voters tonight. >> a week out from our own super tuesday primary. are any minds made up now? we will hear from them coming up tonight at 11:00. a bay area city has a plan to fight against plastic waste.

we are in san jose where city leaders are looking to open up a new recycling plant. >> reporter: there are a lot of products that are made up of plastic that simply never get recycled. they end up in a landfill like the one behind me. the city of san jose hopes to change that. the plant would focus on single- use or so-called dirty plastics . a tray from your microwave dinner. products that currently line our landfills and pollute the environment. >> this takes the dirty plastics out of the stream of things that go into a landfill. right now only 1% of plastic that is generated is being recycled. only the very clean christine plastic. >> reporter: china has adopted tougher standards for well recycled goods. leaving a lot of plastics that could be recycled with nowhere to go. the plan will give recyclers more options and supporters say to step in the right direction. >> the overall major issue would be to cut out single-use plastics entirely. i think it is more like a band- aid rather than a long-term solution.

>> reporter: the city is eyeing land near the existing wastewater treatment plant. this a similar recycling operation is about to come online in ohio. >> we want another facility here to start making use of all the stuff we throw away. we have always been innovators in the city of san jose and we want to continue innovating. >> reporter: the city estimates the fae plastic waste by nearly 90%. a major accomplishment in a much larger battle against plastic waste. >> i think people need to make the effort and bring their own stuff. bring a reusable bag. >> reporter: if everything goes according to plan, the city estimates it could take approximately four years or more to get this plant built and up and running. still ahead. we test drive the newest high-speed hybrid.

we will be in the 70s and maybe low 80s. but things will change toward the weekend. right now we have clear skies over much of the bay area. with clouds mixed in. concord at 60. and oakland is 64. livermore is at 55. highs today, 81 in santa rosa. san jose 77. the view from treasure island looking toward san francisco, which hit 74 today. temperatures tonight will be in the low 40s and 50s. it will remain so for the next couple of days. high pressure is dominating the eastern pacific. the high will get pushed aside by this. low pressure. by the time he gets close to, one model has it on top of san francisco, by the time we get to saturday it will bring the temperatures down. the question is will there be any rain. it will be cloudy by friday and saturday and sunday.

the numbers will be in the low to mid 60s. the cooler weekend on tap. sunday looks like the best chance for a few showers. there is a 30% chance in san francisco. fair skies tonight. sunny and warm tomorrow. as we head toward the weekend, things will change. it will cool off and it might get wet. tomorrow it is a sunny and warm day. san jose will hit 79. concord, 75. down in the south bay tomorrow, sunshine and and low to mid 70s. in the east bay, mid-70s. plenty of sunshine. in the north bay, it will range from 75 in santa rosa. and 72 at canfield.
