will be closed. it is sunday, may 10th, 2020. let's get started with a check of our weather with darren. >> another great start to the day, but the difference is we don't have stgoing to a retively cool day out there. let me show you the view just as you come off the golden gate bridge. you can see the low grade clouds here, but that is what it looks like over san jose. likely to see a few more breaks earlier than most locations there, but there is the try valley waking up to gray skies. that is the view of mount diablo. these are the inland valleys of contra costa county. yesterday you woke up to clear skies there. today it iits 55the. low toid-50s wheryou go. pictur all these gray clouds which we see will burn back to the coast

and sunshine and temperatures will be very much like yesterday which means we're in the low to mid-70s for much of the bay. that covers today. tomorrow's rain is off the coast. when i check back in with you we'll look at monday night and tuesday's rain in more detail. for now, back over to you. >> tesla's ceo is threatening to move his company out of the state if alameda county doesn't bend the rules for him. it is the latest battle for him to reopen. they filed a lawsuit for stopping the plant from opening but according to the county, health officials have been working with the company to safely get them back to work on the 18th. we have to do it methodically and we have to do it safe. >> i brought tesla to fremont. i worked with them when they were looking for a plant so the

last thing is to see that plant closed. it would be devastating to the city of fremont. >> we'll put people back to to take legal onsure tla and em get back to work. alameda county released a statement saying it has been a collaborative effort and the team has been responsive to our guidance and recommendations. we look forward to coming to an agreement on an appropriate safety plan soon. it would be significant if tesla leaves. they employ at least 14,000 workers. >> the state of california is having thousands of people performing contact tracing. it is time-consuming and labor- intensive work and apple and google are also jumping into help. i'm looking into how that technology works and the concerns it might raise.

>> reporter: apple and google who coined 95% of the cell phone market are using their phones to pinpoint if someone tested positive to the virus of the when your phone is near another phone of someone else's it can create a record of that connection. so instead of going by where are you gee graph why, it is looking to see whose phones are near each other. >> reporter: he is the head of risk management for a cyber security company. he says because the phones are recording who you have been in contact instead of every where you go, it should ease concerns about privacy at least a little bit the safeguards bit in to the system have limits. >> it takes the data and links it to somebody so if you have someone that tests positive, you can notify those people. >> that information would be shared with public health officials who would encourage you to get tested and if positive, self-quarantine to

stop you spreading to others. apple and google said they will roll it out as an app that users would have to download and agree to and later plan to incorporate it to an update to increase participation. >> we already have information about you, the things you search for and we have so much information about you. so in some ways it's may feel better to give more data especially in the context of public health. >> >> as we mentioned, the first version would be an app. people would have to agree to participate in that contact tracing program. there are concerns over long term impact of the paycheck protection program or ppp. money has started flowing to small businesses, but some owners are worried temporary help could lead to mounting debt. >> reporter: before the

pandemic, they were doing some of the best business in town. still, we were just getting by in terms of making just enough money to save a little bit and incrementally get ourselves out of the debt that it cost to build a restaurant in the san francisco. the industry here was, you know, the industry all over the country has been on life support for quite some time. >> so when the government first rolled out the forgivable loan program or ppp, it was seen as a life line for small businesses, but the owner said he is more than likely giving his back. >> one of the misconceptions about the loan is that you can just spend it on, you know, on pay and the thing is, people assume that means for every dollar out, you can get forgiven a dollar. that is not the way it works. >> reporter: it requires businesses to show that at least 75% of the money went to payroll costs and they maintain

their precrisis head count in the eight weeks after receiving the funds but many restaurants are operating on skeleton crews. the timeline is a big part of the problem. he would need to act crew 1200 hours a week of labor for the loan to be forgiven. with a shelter-in-place order still in effect, it would be hard to put all his staff back on payroll. >> it is a complete question mark whether the loan will become debt on your balance sheet that ends up something that sinks your business in the future or something that will be forgiven. >> they don't know when or how the restaurant will return to its regular right. he was on a recent conference call with nancy pelosi and the next bill she plans to propose that the timeline for repaying those loans gets extended. >> it is back to business for some three north bay counties this week. they are the first in the bay

area to partially reopen. it is under phase two of the governor's plan and allows for curbside pickup. open up the county. open up the state. dozens of people, most not wearing masks held a protest outside a mall calling on the governor to reopen the state. some waved americans flags and trump campaign banners. protesters say while they are worried about the virus, they are more concerned about small businesses in the economy. a similar one was held outside the state capitol building. they made no arrest in either of those demonstrations. >> you may have noticed images of honey bears wearing masks and they come from a local artist who helps others in a big way. kenny choi has that story. >> reporter: the artist who goes by the name of finch has raised more than $100,000 for

charities because of these honey bears. he is working on a new project that will make these bears even more visible. >> it has been nearly nonstop. printing, cutting, and spray painting his signature honey bears. >> to me it is a universal symbol of happiness, something that is positive, nostologic, inclusive. >> he has been creating all kinds of bears since 2013 but when he made the masked bear and soap bear, it took off in shops. the response was extra strong because people i think were craving something so positive. >> people started flocking to his website as hundreds of bears started popping up all over the city. he sold 750 prints and 250 wood paintings in a matter of weeks and donated $129,000 to two

nonprofits. we were so thrilled when finch made his donation on our website. it was a complete surprise. >> i would love to help people make it through this time. that is meaningful to me. >> we have been able to provide over 2,000 meals to those vulnerable and food insecure. he is now working on a new project called honey bear kitsnt you can opt in or opt out to have the location online for the ultimate honey bear hunt. >> when you walk your dog, either alone, with a family, with your partner and get some exercise, get some sunlight. do something that is fun that is safe. that has been one of my goals with my art in general, promote more public art in the world he started selling them two days ago and sold 3,000 of them. he will start sending them early next week.

then soon after that, the online map goes live so expect to see a lot more honey bears in san francisco and beyond. kenny choi, kpix 5. in southern california thousands of protesters showed up at the the beach in orange county, one of several that reopened with social distancing guide lice. but protesters say that is not enough and there shouldn't be any new rules. the city has not dropped its lawsuit against the governor claiming it infringend on the cities and counties. they are closed after a deadly shark attack. warning signs are now posted at the sand dollar beach. >> state park officials say that the victim of this shark attack was a 26-year-old man who was ing en he was attacked. state parks doesn't know what species of shark it was that attacked the man around 1:30

saturday. signs warning are on access points and beach entrances in the area, but neighbors say they saw what happened before and after. >> there were three boys, not boys but young man and then after ward we saw the two go up with a sheriff, a policeman and they went up the hill. >> the next of kin has been contacted by the sheriff's department but they are not releasing the identity of the victim at this time. park officials say that water one mile north and south of this spot on sand dollar beach will be closed off for the next five days. in santa cruz county, i'm shannon long worth reporting. >> >> the pilot of a small plane died in a crash in contra costa county. he was the only person on board. his plane was towing a glider when it flipped and caught fire shortly after takeoff. the faa and n.t.s.b. are now investigating. so far the pilot's identity has not been released.

today. you don't notice a whole lot of change for temperatures today. tomorrow it is going to rain in the evening and that will be it headline of the forecast but first let me show you what sunday morning looks like because there is plenty of stratus out there, plenty of clouds not just over the golden at it here over downtown san jose. i think what is more interested is how far inland it has gotten. that is the camera looking over far inland alameda county. as we get out here towards the try valley, past dublin, that is dublin but the clouds keep going out to livermore. it is gray here and i can do the same for inland contra costa county because that is mount diablo and the camera is to the north of it so the coast is that way. you're looking at all the marine layer here, the low clouds that have come on shore to the coast and being driven inland. they have made it inland to that spot. yesterday, there were no clouds

interview. that tells us the clouds have gotten farther inland. concord is 55 degrees right now. livermore, 54. 51 san francisco. not that big of a temperature spread on a morning like this, because we're waking up to the y ooks oud that pretty much and feels. just like yesterday, this will burn back to the coast and by about 11:00 a.m., just about all of us will have sun unless you're around the immediate golden gate or the coast where it will stay gray for the most of the day. we're still going to keep the temperatures really well behaved because this onshore flow bringing in the clouds also bringing in cooler air with it. mid- to upper 70s for much of the south bay. concord 75. livermore 75. those two numbers are about seven to ten degrees caller than yesterday. if you are far in land, you'll

notice a 10-degree difference. let's move on. i want to talk about the chance for rain for monday. you can see the system sitting off the coast. we'll bring the first lines of showers onshore here by the time we get into monday afternoon and through tuesday. i know that went through kind of fast. let's talk about the rain in detail in terms of timing and amounts. watch how the rain will accumulate. this takes us through the first part of monday. that says about 1:00 in the afternoon. we haven't gotten much rain at this point if anything so the first half of monday if you get any rain, it will be a light sprinkle. watch from the afternoon into the evening. there is your rain for the second half of monday. way pick up maybe a tenth of an inch for the north bay. we see a few drops for the rest of the bay area. tuesday, a second wave comes through. we get more noticeable rain. totals are still small, but

there is a chance of rain tuesday bay area wide but clearly it is in the north bay and even that, just a quarter inch of rain total by the time we finish with friday or i should say with monday and tuesday's rain in total. there is your seven-day forecast. once we get past that, we'll clear out and get back into the upper 70s for daytime highs by the end of this week. devon, back over to you. >> by the time we reached the afternoon yesterday it was a pretty nice day, but cloudier today. >> it is you deer if you're farther inland. yes, to answer your question directly, by about 11:00, just like yesterday, we should all be back in the sunshine. >> all right. thank you. an australian hospital projected new moms in honor of mother's day. the royal women's hospital said the images were meant to send love and solidarity to moms

protest the reopening of a chemical plant in india yesterday after a deadly gas like thereon thursday. footage from a regional cnn channel showed some protesters caring the bottoms of victims. last week the gas leak resulted in 12 deaths and 350 people were hospitalized. they launched an investigation into the cause of that leak. global coronavirus cases surpassed 4 million yesterday. that is according to johns hopkins university. the united states account the for the majority of those cases with more than 1.3 million confirmed. spain follows with over 200,000. the four million mark comes as countries around the world slowly begin to reopen for business amid questions whether that will trigger a resurgence in the virus. >> boris johnson is expected to ease lockdown restrictions and have a five tier warning system today. during his address, the prime minister is expected to say that the threat level to the

country is decreasing. he will also encourage workers unable to work from home to return to workplaces and practice social distancing. over 200,000 people have tested positive for the virus in the uk and more than 31,000 people have died. there has been an increase of nearly 4,000 cases there since friday. one mexican social distancing superhero is promoting healthy ways to avoid the coronavirus. the policeman created this character to educate people on social distancing and ways to avoid the virus. he said people are more likely to retain the information if it comes from a fun character and his message is to stay at home in an act of love. >> shanghai disney will be opening tomorrow after being shut down for more than three months. they prepare temperature screening stations for

disinfected facilities. despite fears about the virus, they have sold out. the chinese government steadies ney to cap at 30% capacity in the parking lot but they are planning to open the park far below that. a plan to reopen san francisco restaurants while maintaining social distancing between customers. details on the el fresco agenda. governor knew some's order draws an ap gry reaction from the president.

this is kpix5 news. welcome back to kpix 5 this morning. the time is 6:30. i'm devin fehely. we'll start with a check of the weather with darren. >> devon, i have a couple take away headlines from the weather. first, cloudy out there again today. not just for the immediate bay. today it is everywhere. it is getting inland. if you're in contra costa county, livermore, you guys are waking up to a cloudy start. another headline is, there is still rain in the forecast and it gets here for tomorrow second half of the day and those showers will linger into tu i wato talk about monday and tuesday's rape chance in the complete forecast. for now, here is your sunday

morning. there are the low gray clouds we were talking about. you can see them over san jose, over the try valley and dublin and livermore. that is inland contra costa county with low, gray clouds at the base of mount diablo. as far as daytime highs today, for most of us, just replay yesterday. we'll get back to sunshine by about 11:00 a.m. numbers will be almost identical, a few degrees caller in and around the bay with one exception. those waking up to low gray clouds that didn't have them yesterday like concord and livermore, those locations will be about ten degrees cooler today because everybody else did the big drop yesterday. today concord and livermore will take another ten degrees off. i'll have more of rain chance coming up. >> >> san francisco restaurants desperate to reopen have an agenda. there is a plan could

using the transit system. we're also getting a look at a first new brand-new bart map. as you can see it includes stations, still no word on when those extensions will open. going to have to get my eyes adjusted to see with that extension into the south by. into the east by, this is a live look from the camera across the try valley and looks cool with the splash of sunlight off in the distance but it is that deck of clouds which has the entire bay area covered this morning that i want to use this camera to point out, because we did not see this yesterday for inland. livermore, dublin, san ramon, you're waking up to that but it is also here in a ty. at is san it there. here is the point. you can see there are breaks of sun here to parts of marin getting through on the water. that is the scene, that is the

camera. what is great about this vantage point, the coast is that way. central valley is over there. you can see the onshore flow. those clouds have been dragged over this part of contra costa county. we don't see them get that far in land but there is an onshore push that we're waking up to the clouds out here today. concord will be ten degrees cooler than yesterday. livermore, you'll do that, too, because you have the same deck of clouds. but everybody else, if you're not in the far inland valleys, the temperatures will be almost identical to yesterday. we'll all get into the sunshine by about 11:00 this morning. let's see what daytime highs look like. upper 70s for most of the south bay. fremont going to 74. redwood city, going to 72. there is concord going to 75 along with livermore.

walnut creek will hit 73. temperatures it north bay topping out in the mid- to upper 60s. santa rosa goes to 70. we'll hit 74. let's talk about the incoming rain. the storm system is off the coast. you ever come back and skip ahead to monday, you can see the leading edge of rain here which has shown up into the late morning. the best way to think about monday's rain is second half of the day mainly the north bay. then tuesday we do it again. both days have rain on them. neither has a lot. they have enough to measure. for monday, look at the rain fall totals, a tenth of an inch of rain. it will be a few drops everywhere else. tuesday we're getting close to a tenth of an inch of rain and perhaps a quarter inch of rain for santa rosa picking up the lion share of that that is your

rain story nor monday into tuesday. then we're going to go right back into cruise control weather-wise. temperatures will stay average. we'll keep a few clouds around but nothing too dramatic. it will be nice to see a weak rainmaker come in through may. doesn't do much to hold off fire season or impact it. we have seen the hills going brown. they will not green up again. this is not enough rain to change any of the deficits we're under but something to pay attention to and you'll get a few ops. >> i'll take the child weather while we can get it. >> a lot more after this, too. >> hurricane season ne tingan ascaser was temperatures have been warmer than normal. meteorologists say storm systems feed off warmer weather. the consensus is that we'll be

i was on my way into work, a mile and a half where i am now when i was t-boned by another car. the force of that impact caused the station van that i was into overturn. i will be e turnly grateful that the injuries i suffered were not serious enough to prevent me from being here today and in my own odd way of processing that trauma, i wore the same suit, shirt and tie i intended to last sunday when my day was so inter resulted by that crash. i want to offer a word of thanks to the first responders and every one who ably carried for me and my family and they likewise have my kindness and concern for the last week. the crash for me is a reminder that tomorrow is not promised and today is precious. stay safe and be healthy. and enjoy the rest of your sunday. thanks so much for joining
