studios this is kpix five san francisco news. a crowd hits the streets of the biggest city while the mayor calls for peace. santa clara county loosens shelter in place restrictions but why some business owners say it is not business as usual. good morning. let's go to a check of the weather with darren in the weather center. windy was my observation as i drove in. >> yours and everyone else's, we are not going to see wind again that strong today but it's not over. if you take a look outside this is the camera we have on our roof. look at the flag that sits over

the embarcadero looking over the bay, that is an example of what it's going to be like over much of the bay area, it's breezy but we are not looking at 40 miles per hour gusts like we had yesterday. over the city you are going to feel it. the winds are at 15 miles per hour now and the temperatures are in the mid 50s now. here's your take away on today. the breeziness is enough to notice but not enough to be as obnoxious or bothersome as yesterday but if you are near the coast or need the immediate golden gate or the delta it's still going to be windy. coast into the golden gate into the delta expect a repeat. if you are inland you are going to notice the warm up. we are going to be 10 degrees

warmer today. 74 no concord. san jose, 71, back to you guys. san jose mayor sam liccardo's police department was sharply criticized by last weeks protest. we have more on the new call for reform. >> reporter: thousands of peaceful protestors asserted their support for george floyd and the black lives matter movement. it was a calmer scene than what we saw a week ago. violence and unrest in downtown san jose. >> there are a lot of concerns here locally about when the police have used tear gas and rubber bullets, whether or not there was an excessive use the force. the mayor, sam liccardo introduced a proposal to the city council asking the police department to share criteria

for crowd control methods, examine the use of rubber bullets and reform police policies. >> two things can be true, there are protestors who are peacefully here daunted and intimidated by police in riot gear and feel as though their rights are infringed but at the same time the officers are taking it in every direction with bottles and everything else. they deserve to go home to their families. this video shows things going to protestors. they have said they have evaluated how we deal with crowd situations including how we deploy weapons during an impact confrontation. if the mayor's proposal is

approved the community would need to give feedback on potential reforms. the attorney general of california has announced an investigation into the vallejo police department after several police shootings including the death of eye man who was shot as police arrived at a walgreens, the police said they thought a hammer in his pocket was a gun. the review will look at use of force and accountability by focusing on training transparency and community expectation. friday hundreds of people gathered in san francisco's mission district to call for justice. the 22 year old was a life long resident of san francisco. at one point protestors needle and shouted his name.

mayor london breed suggested reinvesting funds from the police department to support the black community. the police officers association is against those cuts. they warn that it might cause slower response time and stretch officers thin. the district attorney announced changes within his office designed to insure police accountability. he appointed a civil rights attorney to start an investigation. two weeks after george floyd's death, the city council in minneapolis passed a restraining order against the police department. among the items in the order, a ban on the use of choke holds by the police. the minneapolis police department is facing three separate investigations into floyd's death.

friday we saw more protests in the east bay from walnut creek to clayton. we have a report on the steps taken to prevent a clash between protestors and police there. >> reporter: as each day prases the protests are becoming more and more peaceful without the violence and looting. cities like walnut creek and clayton are lifting curfews to allow the protestors to rally. a large crowd marched from concord to downtown clayton and chanted all the way to the grove. the protestors got down on one knee to honor the lives of people lost to racially brutality. >> i appreciate how people have handled themselves today. >> reporter: this is a different scene from the protests that happened tuesday night. >> i was enraged by what the

police decided to do. >> this resident said police only moved in to disburse the black lives matter protestors just around the time of the 6:00 curfew. >> there were antiblm protestors that were allowed to stay while the black lives matter protestors had to go home. >> he believe this protest would have ended peacefully if the police did not enforce the curfew. i used to believe that the tide had turned but i look around and it does not seem like much has changed. i hope this is the beginning of something different. >> the clayton county addressed why the police targeted the protests tuesday. they wanted to tarlt the larger

crowd and the antiblm protestors were on private property where the curfew does not apply. in mill valley a crowd came out to protest and march for black lives matter. demonstrators held signs and chanted while they blocked the streets. at one point they laid on the ground and said i can't breathe. an social media post had a string of racist comments including the n-word. the principal of the school said i am angry that any student in my school would use this type of language. knee need to address the systemic racism that exists in the school and the broader community. the school is investigating who was involved. in other news, a bay area

county hit hardest by the coronavirus pandemic is lifting some of its restrictions. for some in santa clara county it is still not business as usual. >> reporter: as of today in store retail and outdoor dining are allowed in santa clara county. the transformation was obvious. cars lined the streets and people were seen going store to store but not every business owner was rejoicing. this woman did something she had not done in months, shop for clothes inside of a store. >> it feels good to walk into somewhere other than a grocery store. >> reporter: but customers discovered not all businesses allowed to reopen are rushing. >> i went to gilroy, there were only five stores out of the 170 stores. >> a lot of us think the restrictions are being loosened and the business owners are going to be computed. but that is not the case.

>> unfortunately we do not have enough space. >> new restaurant owners like jennifer who do not have patios say outdoor seating may do more harm than good. >> i would have to invest in canopies. because of the protocols we have to put in to place, i would have to see. >> reporter: this restaurant is one of the lucky ones with a patio and a parking lot but he said it's not enough. >> i cannot have nobody inside. that is a problem. >> reporter: restrictions may be lifting but not the financial burden that the pandemic is still causing. >> as the restrictions went into place, how to address them and still stay successful and as they are being lifted, what makes sense for us. >> reporter: she will continue

only doing take out until indoor dining is allowed. napa county is allowing wineries to reopen tasting rooms but you need social distancing methods in place. they have been shut down since mid march. we have a breakdown of the reopening schedule on our website, kpix.com. the latest jobs report indicates that the job pur in the united states is improving but not for everyone. united states unemployment stands at 13.3%. for asian workers the jobless rate went up half a percent and joblessness among african americans rote by .1%. the labor department said there are data collection issues where temporarily jobless

workers were categorized as having jobs in may. thursday police said a 27 year old was racing down an incline when i barreled into two other cyclists. the accident killed one man and injured his wife. the suspect ran away, he was arrested at police released this image from a witness. >> if it was me and i hit him i would have stayed. if he needed help i would have helped him. it's heartless. >> when you are on a bike, the rules of the road apply as if you were in a car. >> the victim's wife said she believes that the crash was a tragic freak accident and the suspect panicked. this morning crews extinguished a fire in the historic san lorenzo theater.

four firefighters arrived to fight the flames at 5:30 yesterday. the fire spread quickly engulfing the interior of the building. it burned most of the roof and caused the balance balcony to collapse. >> the walls of the theater are murals, black light murals, they were one of the first murals of black light in northern california and they were created by a famous muralist. it's multi generational heart break. coming up a long time california activists remembers the early days of the civil rights movement and offers perspective on what has yet to be accomplished.

we have seen a number of people attending protests. some of them for the first time lately but others have been battling their whole lives. we are meeting a woman who has been fighting for justice for section decades. >> reporter: each chance a call to action. each word means a lot. >> people are just tired. >> reporter: talking in the

sights of george floyd's sacramento memorial after he was killed at the hands of the police. protestors taking over california's capitol city. she hopes this time will be different. >> i feel like i have not seen anything like this in my lifetime. >> for this woman, a framed picture from martin luther king, remembering the days her sacramento community fought for equality decades ago. she said she thought they won with the civil civil rights act. >> we thought that things would be different and they are different but they are not different enough. >> still she says police brutalitiy and other forms of discrimination exist. >> to you think that racism is prevalent in our community today? >> yes. >> reporter: she said there is still plenty to fight for.

>> the treatment of young black males has not changed. >> reporter: but it's through the messages of today that she feels hope. >> it is inspiring. so many are speaking out today that did not speak out before. >> reporter: hope that change is coming. >> there is going to be some, hopefully, fingering cross, some kind of connection. >> with younger voices on the front lines. parts of the santa cruz beach board walk will reopen for visitors today. food concessions will be welcoming customers. the famous wooden rollercoaster is off limits. rides and other attractions are not allowed to reopen just yet. >> it's going to be windy again today. not as bad as yesterday but by the time we get into the afternoon we could see gusts

getting close to 30 miles per hour for many parts of the bay area. if you are near the gold golden gate, that flag is going to stay windy for much of today because it's near the water. any location near the coast certainly coming into the golden gate through the bridge and places across the marina, and then marin and even working your way across towards the east bay and up into the delta, the winds are going to be able to rush as they get a strong on shore flow. ly still feel it. but today is not going to be as bad as yesterday. these are the gusts from yesterday. we had a near 50 miles per hour wind gust yesterday. oakland got to 32, concord same

number. san jose a 26 miles per hour gust. how do we get a windy day like this. there was rain and showers an and an isolated thunderstorm. that is similar to last week. watch the spin in the clouds. there was the strong area of low pressure that came on yesterday. that is why it got so windy. then here comes the next one. another one coming down from the north west. different system but it means we are not going to get a break from the wind today. watch the future cast. we take the current wind gusts hitting 20 near the city. now i am going into the afternoon, that gets us into the late afternoon and early evening. that's when you notice the stronger winds today. inland it gets breezy again but the bigger thing in places like concord and livermore in the warm up. speaking of warmer let me show you what the numbers will be today. a breezy day, plenty of clouds.

temperatures in the lower 70s for the south bay. here's your warm up. 70 for livermore. 74 in concord. 68 in oakland today. mill valley 68. santa rosa 74. the numbers on top are similar to that. in the seven-day forecast the numbers play out very much like we saw over the course of last we can with a nice warm up coming our way as we go into the early part of next week. it will not be too bad. >> always seems like there is a midweek warm up but we are not talking triple digits. >> you will notice it but it's not like the last two we had. if you are shopping around you may be in luck. a 62-acre village in sweden is

police brutality. in sydney a court battle overruled the coronavirus ban. rallies were also held in other australian cities. the prime minister of canada took a knee during a black lives matter demonstration. he made an appearance shoapg up unannounced to hear speeches from activists demanding fair treatment from the police. he declined to comment earlier in the day about whether or not he would attend the protest. he did not speak but he clapped and nodded along with the other speakers. the highest ranking cardinal in the vatican denounced the killing of george floyd. >> the whole world is watching. the wave of progress that is going to many cities in the

united states of america, following the unjust death of george floyd. especially for us, american citizens, it is a source of great sadness. >> the cardinal said floyd's killing after his arrest was in his words so unreal it almost seemed like a movie. a state of emergency in northern russia after a major oil spill into the arctic river. president vladimir putin chastised the owner of the corporate giant. investigators said the 20,000 tons of fuel leaked into a river when a power station lost pressure in the remote industrial region. environmental experts say it will take the river decades to recover. >> coming up we get the lit latest on demonstrations across

start this half hour with a check of the weather with darren in the weather center. >> it's going fob another windy one but not as bad as yesterday. today is better than that but still windy. i think the flag we can see from our roof at kpix five san francisco looking across the bay, old glory is getting whipped around in a 25 miles per hour wind. late afternoon is when the winds are going to peak. it's going to the coast and through the delta. if you are inland or down in the south bay or the far north bay the wind is not as bad today. you will get a 25 miles per hour to 30 miles per hour gust today. yesterday we had gusts into the upper 40 miles per hour range. we are ranging in the lower 50s. the current wind speeds are manageable.

we are in the teens. i will show you where they are going in the forecast. still breezy, windy for some spots near the coast. it's warmer today if you are inland, by 10 degrees. that's what the numbers look like. that means concord goes up to 74. we top out at 71 in san jose. 68 in oakland. 64 in the city. back to you. the minute yaches city council has banned the use of choke holds for the police. we are live from minneapolis. in the wake of george floyd's death, minneapolis officials have agreed to ban officers from using choke holds and neck restraints. protestors across the nation continued to demand reform

carolina will pay their respect saturday. >> reporter: the mayor of dallas proclaimed friday in his honor. >> for what he represents in being a turning point, i pray for our nation, for our state and for our city. >> reporter: during the event all remained silent for eight minutes 46 seconds to remember george floyd's life and death. former minneapolis officer derek chauvin was scheduled to make his first court appearance monday. in california, governor newsom is calling for a new standard for the use of force by the police during california protests. he is ordering the state police training program to stop teaching officers how to use a choke hold on suspects. >> a hold that is literally

designed to stop people's blood from flowing to their brain, that has no place any longer in 21st century practices and policing. the governor also spoke about ongoing protests. he said that the issue is bigger than just criminal justice reform. he said society must address broader issues of economic and social justice. >> the black community does not need to change. we need to change. we have a responsibility to change. our institutions need too change. our capacity of understanding needs to change. >> the governor announced a new task force on reform to be led by east palo alto's police chief. this moment in this country and frankly around the world suggests that we get it right. that we identify this moment for what it is, a sea change in

facing raws and racism and deep injustice and the work that we will do together. >> the governor also urged mayors and other local authorities around the state to end the reliance around the national guard. bay area lawmakers are joining a push to set state standards for the use of rubber bument ets. they are increasingly being deployed as a means of crowd control but they could cause permanent injury and death. the state lawmakers said that the state needs to prioritize deescalation over the use the military grade riot gear and rubber bullets and tear gas. the nfl is saying that it believes that black lives matters. >> it's been 10 days since george floyd was brutally

a security guard in oakland. a white van pulled up outside of the federal building in oakland and a passenger opened fire near a security guard shelter striking two guards. one man was killed and a second guard was critically injured. the department of homeland security and calling the incident an act of domestic terrorism. oakland police and the fbi are working together to find the suspects. coming up san francisco pride will not look the same this year. how the mayor still plans to hold the event virtually. also ahead from the after math of a devastating fire to a global pandemic, how a bay area woman is using her sewing machine to

netflix. >> netflix. i wanted to show you the places that are going to feel the breeze the most. lets start off showing you the view of the flag near our roof. you can see the east bay hills in the background. watch the wind. here's a unique way of watching this. i am going to play us from now into the early afternoon. the bruter of, the brighter the color the stronger of wind. if you get into the shades of purple along the coast and coming through the golden gate and working through the delta, those are the places that you feel it the most. these are gusts into the mid 20s. you will notice that. it's not going to be as bad as yesterday but you are going to notice it. if i get rid of the places gusting into the 20s and leave the places here. look at the 43 miles per hour

gusts into bodega bay. concord you may feel this with gusts the 32 miles per hour into the afternoon today. this is from the last 24 hours. we hit near 50 miles per hour gusts over marin and over the golden gate bridge. gusts were in the mid 30s for many locations. how do you get so windy like this out of nowhere. if you look at the big picture. there was a weaks storm to the south but you want to puck out the circulation. you see that spinning low that came into the coast to the south. that was yesterday's winds, here's why we are not done, there is another one coming from here. watch how deep the trough is building across the coast. this is the one that comes on today. not the same as yesterday. yesterday's was a stronger wind event. today is just enough that we are not done. temperatures in the mid 50s

in richmond families gathered outside of the city library to protest a possible closure. they plan to close down the main branch at the civic center. they want officials to think about how important libraries are for kids especially right now. >> most families do not have wi- fi but they want to send the

chrome books home. the only other place that they get distance learn frg a computer is in a library. >> the city council has considered closing a branch somewhere because they need to trim the budget. there is no final decision yet. >> when there is a crisis in her community, an east bay woman is known to turn to her sewing machine. it's her way to help. we meet this jefferson award winner. >> reporter: jenny was rebuilding three years after the sonoma county wild fires destroyed her house. one of the items that will bless her home is a brand new quilt. >> i can see it in our home. it feels like it's filled with love. >> it's a gift from happiness is a warm quilt. the group she founded in 2017.

she coordinates volunteers nationwide through her church group. together they have sewn and given for free more than 2,000 quilts and 1,000 pilow cases to the survives of the wild fires. >> we are giving these to people, no strings attached other than you have to love it. >> most of the quilts are large. >> it meant more than, here's a nice quilt. we were giving them back their family history. >> she also spear heading a project to sew masks to protect healthcare workers from covid- 19. >> she's so generous. >> emil i didn't recollect picked up 500 masks from compass cares. >> thank you, we appreciate it. >> from washable masks to quilts that retail for up to
