i'm anne-marie green. well, a formal presidential transition has been finally authorized to begin 20 days after the election. yesterday the general services administration told president-elect joe biden it's ready to start the process. mr. biden is set to announce his national security team today. president trump says he's not giving up his fight to challenge the election. bofta yimam is in washington. bofta, things are moving forward, that's good, but what about mr. trump, any sign he might concede any time soon? >> reporter: good morning, anne-marie. no signs of that right now, but biden's camp is moving full steam ahead to get millions of dollars in transition support and briefings. they have ascertained joe biden is the apparent winner of the election. the move gives the biden team access to prepare for the white

house. gsa administrator emily murphy wrote she came to my decision independently and was never directly or independently directed by any branch official. minutes after that was released, president trump tweeted that he had recommended emily and her team do what needs to be done with regard to initial protocols. but late last night mr. trump added that he will never concede to the election fraud he has yet to prove. >> there's constitutional process playing out. >> reporter: murphy had been under pressure to act but held off as the trump campaign waged legal challenges that have since largely failed. the final straw seemed to come yesterday when michigan certified its results. >> we have a clear single duty to certify the results of the election. >> reporter: the pennsylvania supreme court handed the trump team another loss unblocking

certain absentee ballots. president-elect biden hasn't been waiting on the gsa yesterday meeting with a group of mayors. >> you deserve full support of an american president. i promise you. >> reporter: mr. biden also named his national security team comprised of people who served under president obama. now among biden's choices long-time aide and diplomat tony blinken for secretary of state. anne-marie. >> bofta yimam in washington. bofta, thank you. breaking overnight, former new york city mayor david dinkins has died. the new york city police department confirms he died of natural causes. dinkins made history as new york city's first black mayor. in his inaugural address he referred to new yorkers as a gorgeous mosaic. he served from 1990 to 1993 amid racial unrest and soaring budget

deficits. his death comes two months after his wife joyce died. he was 93. and now to the latest on the oxford covid vaccine developed by astrazeneca. it's said to be up to 90% effective, but clinical trials also showed that it may stop people from spreading the coronavirus. >> we may have the first vaccine that's been shown to protect against severe disease, clinical disease and against asymptomatic disease. >> the first oxford vaccines could be given in the u.k. starting next month. that's also the same time line predicted for pfizer and moderna here in the u.s. between all three drug makers we may see more than 5 billion doses produced. this comes as the number of daily covid cases hit 169,000 in the u.s. yesterday. that's according to johns hopkins university. nevada begins a three-week statewide pause today tightening restrictions on restaurants,

bars, gyms, and casinos. it's one of 43 states seeing a rise in cases over the last week. as nancy chen reports, the approaching holiday could make things worse. >> reporter: new york city is asking thanksgiving travelers to reconsider. >> please don't travel. please change your plans if you've made them. >> reporter: a similar message in massachusetts. >> you can't afford to do thanksgiving and the holidays the same way we've done it in years past. >> reporter: but pandemic weary americans are on the move. just over 3 million were screened at tsa checkpoints this weekend. nearly 48 million are expected to drive somewhere for the holiday. >> actually, there's a little bit of nervousness that comes with traveling. mostly i think i'm fine. >> reporter: all of this as covid-19 infections soars to an all-time high averaging more than 170,000 per day. health officials are concerned this week's gatherings will intensify the search. >> it's a natural reaction to say, now wait a minute, i know these people. you know, they're friends.

they're coming in. you tend to almost intuitively and instinctively let your guard down. >> reporter: new york state has seen 36,000 new covid cases in the last week. as the holiday approaches, people are facing long lines at testing locations. lines are even longer in colorado and in jacksonville, florida, where david robinson hopes for reassurance before thanksgiving. >> we have older people in the family that we want to be protecting at this time of year. >> reporter: in north dakota help arrived for overwhelmed hospitals. nurses from the u.s. air force will assist the state through its deadliest month since the start of the pandemic. nancy chen, cbs news, new york. the one-time girlfriend of disgraced financier jeffrey epstein has been placed in quarantine at a new york city jail. ghislaine maxwell was put in isolation last wednesday after a staff member tested positive for covid-19.

prosecutors said she tested negative and will be retested at the end of her two-week quarantine. maxwell is awaiting trial in july on charges she recruited teenage girls for jeffrey epstein to abuse. the u.s. government plans to execute the first female inmate in six years. she was slated to be executed next month but it was delayed after her attorneys tested positive for coronavirus. she was convicted of murdering a pregnant woman in missouri in 2004. the u.s. government has executed eight people since july. coming up on the "cbs morning news," an all black officiating crew makes history in the nfl last night. and baby name. the name that got the most votes at the national zoo. this is the "cbs morning news." starting wed 11/25 shop online only and score deals like a $299 "cbs morning zoo. n. e. w. s. angeles rams and the tampa bay buccaneers. for the first time ever in the nfl an all black officiating crew worked a game. five members of the crew worked together regularly, two joined for last night's game. the league said it was a, quote, testament to the countless and immeasurable contributions of black officials to the game. the rams won 27-24. a baby panda finds out its name and the search continues for a fishing crew. those are some of the headlines on the morning newstand. the bangor daily news says the u.s. coast guard is searching for four maine fischer men from a missing boat. their 82 foot boat disappeared 29 miles from provincetown, massachusetts. 30-mile-an-hour winds are hampering the search. the family of jeffrey mathews says he's an experienced fisc r fischerman. we don't know what the outcome is going to be.

we're all trying to cope. my uncle jeff has been lost at sea before and found. you know, we're feeling hope for him. we're feeling hope for the other crew members. >> the boat's owner says the coast guard found an empty life raft, an oil slick and a debris field but no sign of the crew. the sacramento bereports dianne feinstein announced she is stepping down as the ranking democrat on the senate judiciary committee. the 87-year-old said she would not seek the position when the congress begins. she said she would focus on other issues impacting california such as wildfires, droughts, climate change. she was criticized for praising republican senator lindsay graham on how he handled the confirmation hearing for supreme court justice amy coney barrett. and the washington post says the national zoo revealed the name of its 3-month-old panda can you be. nearly 135,000 people took part in an online poll to pick a

our top stories this morning. the government agency overseeing the transfer of power has ascertained joe biden is the apparent winner of the election. mr. biden now has access to federal resources to prepare for the white house, but president trump vows that he will never concede and will continue to challenge election results. and clinical trials of the coronavirus vaccine produced by astrazeneca shows it may stop people from spreading the virus. the vaccine could be given in the u.k. starting next month. back home in the u.s. more than 169,000 new cases of covid were reported just yesterday. and we're getting rare access to a miami hospital that will be among the first to
