it's tuesday, december 1st, 2020. this is the "cbs morning news." preparing for a vaccine. who's the first to get one and how soon america can get past the pandemic danger point. moving forward. a foot injury isn't slowing down president-elect joe biden. how he's helping shatter washington's glass ceiling. repair or dismantle? the navy decides the fate of a warship badly damaged in a fire. good morning. good to be with you. i'm anne-marie green. we begin with the wait for the first doses of a coronavirus vaccine. today the cdc is holding an emergency meeting to discuss who will be the first to get one

when one is approved. this comes as more than 157,000 cases were reported just yesterday marking the 28th straight day of at least 100,000 cases in the u.s. and more than 96,000 people are in the hospital getting treated for covid, another record. so debra lfarone is in wshington. debra, the big question is how soon can we expect doses of the coronavirus vaccine to be made available? >> reporter: well, anne-marie, they could be coming out in just a matter of weeks. it really depends on what category you fall into. it is expected health care workers will be the first to see doses and after that the elderly. today the centers for disease control is holding an emergency meeting to recommend who should get the coronavirus vaccine first. >> vaccinations, that is going to be the weapon that will end the war. >> reporter: governors will have the final say, but the cdc is expected to prioritize the elderly and health care workers.

>> of course with the positivity rates being high, we have both staff members, nursing as well as ancillary staff members in quarantine. >> reporter: if the fda approves vaccines from moderna and pfizer, 40 million doses could be shipped out this month. >> this is going to be one of the most challenging public health efforts this spring. >> reporter: it will take months before vaccines are widely available to the public. >> the challenge is going to be to convince people to get vaccinated. >> reporter: dr. anthony fauci told mark zuckerberg he hopes 75% of the country gets vaccinated. >> by the end of the second quarter of the year you could have enough protection in this country that the pandemic as we know it could be well, well suppressed below the danger point. >> reporter: facing record hospitalizations, dwof nors are considering new restrictions to slow the spread. >> if these trends continue, we're going to have to take much more dramatic, arguably drastic

action. >> reporter: in rhode island hospitals are full for the first time. patients are now being sent to field hospitals for care. health experts say don't let talk of a vaccine stop you from taking precautions. wearing a mask, social distancing, staying away from other people because they say we're heading into a long, dark winter and those case numbers, they are expected to rise, anne-marie. >> yeah, i know. that's the important but concerning information moving forward. debra alfarone in washington. debra, thank you so much. so we're getting a closer look at the challenges of distributing a coronavirus vaccine. dhl is handling international shipments of the vaccine. the pfizer treatment must be kept at negative 94 degrees and it's shipped in specialized containers cooled by dry ice. >> every box will have a monitor that goes with it so we'll be able to monitor not only the temperature but where the shipments are going.

>> united airlines flew its first shipment of pfizer's vaccine last week. a science advisor to president trump has resigned. dr. scott atlas, who's not an infectious disease expert, often clashed with top government experts. he had criticized efforts to encourage face coverings to slow the spread of the virus. atlas joined the white house in the summer. his temporary government assignment was scheduled to end this week. and two battleground states are shutting the door on president trump's long shot bid to overturn the election. in arizona election officials certified their results yesterday with president-elect joe biden winning by more than 12,000 votes. state leaders in wisconsin certified mr. biden as the winner following recounts in two counties there. meantime, mr. biden has received his first classified presidential daily briefing. ed o'keefe is covering the transfer of power. >> reporter: as his presidential

transition rolls on, president-elect joe biden suffered a setback while playing with major. he has hairline fractures and will require a walking boot for several weeks. that didn't stop the president-elect from receiving his first top level intelligence briefing since election day, previously blocked by president trump. mr. biden's staffing announcements included historic firsts, all female communications team. >> i'm excited to come out here and chat with all of you. >> reporter: with the most visible being jen psaki to serve as press secretary. janet yellen will be the first woman to be nominated treasury secretary and myra tendin is budget director. some claim she had been too critical of president trump. john cornyn thinks she'll be

radioactive. >> the hypocrisy is outstanding. if they're concerned about criticism on twitter, their complaints have been misdirected. >> reporter: cbs news has learned there are three contenders for defense secretary. michelle flournoy, lloyd austin and jeh johnson. ed ee keefe, cbs news. this morning people in the northeast are cleaning up after some wild weather. in massachusetts powerful winds toppled over trees and ripped down power lines yesterday. tens of millions of people lost power yesterday. a fire captain montgomery township outside philadelphia says more than a dozen homes were damaged. in northeast ohio rain turned to snowmaking for slick driving conditions. parts of the state are under

for covid it was pushed back to sunday. it was then moved to tuesday when other players, including ravens quarterback lamar jackson tested positive. the game will now be played tomorrow afternoon in pittsburgh. the 49ers are hosting home games in arizona and actress felicity huffman landed a new gig. those are some of the headlines on the morning newstand. the "san francisco chronicle" reports the 49ers will play at least their next two home games in glendale, arizona, the home of the arizona cardinals. yesterday's announcement came after officials in santa clara, california, temporarily banned contact sports due to the spread of the coronavirus. 49ers home stadium in is in santa clara. head coach kyle shanahan said his team was about to get on a plane for a game in los angeles when they heard about the latest pandemic crackdown. >> i have all wives, everyone's girlfriends, everyone's family members, kids saying what they heard there, are we going to be

gone for the entire month of december? are we going to be guaranteed for 14 days when we come back? that's all we could talk about for the last 18 hours because we got no answers from them. just very disappointed. >> the 49ers will host the bills monday night in arizona. the washington post says the washington d.c. metro transit system is proposing drastic service cuts next year due to financial losses from the pandemic. transit officials may be forced to eliminate weekend service, close 19 stations and cut back weekday operations if congress does not approve additional assistance. the system which is cutting 1400 jobs says it may need to cut another 2400 positions. "usa today" says actress felicity huffman has landed a role in a new tv pilot after serving time in a college admissions scandal. the untitled series is based on the real life owner of a minor

on the "cbs moneywatch" now, the head of the fcc is stepping down and the mcrib sandwich is returning. naomi ruchim is in new york with those stories and more. good morning, naomi. >> reporter: anne-marie, good morning to you. stock futures are trending higher reversing some of yesterday's declines. the dow skidded 271 points. the nasdaq lost 7 points and the s&p 500 dropped 16 points. the chairman of the federal communications commission says he is leaving his post on inauguration day. ajit pai was appointed to his position in 2017 by president trump. his decision to step down could have significant implications on net neutrality. president-elect joe biden will choose a new head for the agency after he is sworn in. washington state has unveiled a new covid-19 notification app to curb the spread of the virus.

the app is called wa notify, and state health leaders released a video explaining how it work. people with iphones can enable the exposure notifications feature that is already in their phone's settings while android users can download the app. it lets you know if you have spent some time with someone who later tests positive for the virus. the app is used in more than 30 countries. and fans of the mcrib get excited. the iconic barbecue sandwich is making its nationwide return to mcdonald's tomorrow. the first time since 2012. it features boneless pork topped with barbecue sauce, onions and pickles. it will be available at mcdonald's restaurants across the u.s. for a limited time, anne-marie. i don't know if this is a popular opinion but, yuck. not a fan. >> i know. that's the thing about it. you know, naomi, they're going to add us on twitter. >> oh, yeah. >> i, too, am like you know it's

brightly burning meet yoteor th the atmosphere. it was seen in a wide area only for a few seconds. it was as bright as a full moon. experts say small fragments might have reached the ground as well. the olympic rings are back in tokyo bay ahead of the coronavirus delayed games next july. a 15 foot tall monument of the rings arrived on a barge this morning. it was originally installed in january but removed in august for maintenance. the olympics were supposed to start last july. organizers say that the rings, which will be lit tonight, are a signal that the games are getting closer. and we are getting an inside look at the new nintendo theme park at universal studios in japan. universal says it will open february 4th in osaka. the super nintendo world area will feature mario cart races and other attractions based on nintendo games. >> guests boarding the ride will

researchers in brittain say that they've come up with a special bandage that could speed up the healing process. ian lee reports. >> reporter: scientists at this lab in england are trying to revolutionize how bones heal. >> a lot of trial and error and testing. >> reporter: the team tested a futuristic bandage that heals bones when implanted onto the site of the fracture. >> we can apply them on the really large bone fracture and we see that they promote bone repair. >> reporter: the bandage is coated in a protein that enhances the bone's natural ability to repair which speeds up the recovery process. scientists found the bandage works even quicker when loaded up with a 3d collagen gel with bone cells grown from a patient's bone cell. >> we culture the stem cells on the bandage and wengineer a 3d
