now at 6:00 here we go again. the new stay at home order about to come down. five bay area counties are moving ahead of the threshold and the strict new rules to prepare for. it's a really shock. >> i feel a little bit like we had the rug pulled out from under us a little bit. >> the new masks warnings from the cdc. why you need to wear them indoors. extreme fire danger with gusty winds on the way for parts of the bay area prompting pg&e to shut off power to thousands of customers as early as monday. good morning, and it is saturday december 5th, i am emily turner. let's start with a check of the weather with darren peck. the winds get here sunday night into monday and it is mainly in the mountains, and we may not even feel that a lot where we live. it's the usual drill when we get into fire weather concerns. more on that later. pretty view from the came are on top of the sales force tower

looking towards the east. let's get into the south bay and i will show outview in san jose. and we will put numbers up and look at the difference. it's 37 degrees in livermore, and 50 degrees in san francisco. a huge spread once again. you get into the inland valleys, grab the heavy jacket, it is cold out there. of course, we will warm up beautifully by the afternoon. forecast for today has us warming into mid-60s inland, low 60s at the coast and the numbers are maybe a degree or two above average, but they are pretty much right in the neighborhood. in fact, if you want to pick out your part of the bay, 67 today for livermore. 62 napa. we will top out at 63 in fremont and plenty of sunshine. i will be back with more of the forecast in a few minutes and look ahead to the wind for now. back over to you. over the next few days, five bay area counties will enact the new stay at home order ahead of schedule. many of them are scrambling to get ready for sunday night when the first shut down orders will

take effect. it starts on sunday, and in santa clara, contra costa and san francisco counties p. on monday alameda and tuesday marin county, the rest of the bay area is not shutting down. as of now, napa, sonoma, solano and san mateo counties are not issuing a local stay at home order. county leaders in san mateo say they are following the state's guidelines. outdoor and indoor dining will not be allowed in the affected counties. restaurants can only do take out and delivery. and indoor retail shopping is allowed, but only at 20% capacity. places of worship must operate outside. the stay at home order means a tough year for many local businesses is going to get even tougher. kpix5 andrea nacano went to downtown where residents have to change how they do business once again. >> reporter: a busy friday night in downtown pleasantton but may not look like this for the rest of the month. >> it's really shock.

>> reporter: estabon says he will now have to lay off several of his employees once again. >> i can't explain. it is frustrating and hard and everything. >> reporter: governor newsom announced the order if any of the five regions fell below 15% of icu capacity. many didn't expect local counties to issue the order. >> i understand the rational, but i feel like a little bit like we had the rug pulled out from under us a little bit. >> reporter: shelly secton says she came out to show her support for local businesses. many diners sympathize with the restaurants as they are continually forced to play with new rules. >> it's unfortunate that they are now going to shut them down to delivery and take out only. it's not fair. it's not right. >> reporter: restaurants are hoping their customers will continue to support them during the stay at home order, and they won't be forced to close their doors for good. >> hopefully, we will survive.

shut down. the doctor with the uc berkeley school of public health says there's just no sense in waiting until more people get sick. >> we have got to stay healthy right now. we are going to have a rough three months, but at the end of that, vaccines will kick in, hopefully. and control measures that we are putting in right now are going to likely show some beneficial effects by then. >> taking a look live at the east bay hills this morning, where a lot of retailers and hair salon owners say the new shelter in place order may deliver the final blow to shut them down for good. da lin reports. >> if you can't have outdoor dining will your restaurant survive. >> no. >> reporter: the owner of a popular mediterranean restaurant says take out and delivery will not be sustainable financially. >> i check the numbers and the

numbers are -- doesn't make sense to open. >> reporter: he says take out orders is 10% of the business he's debating on whether or not to close for a month white shelt he ever in place is in effect. >> we try to survive and that's all we can do. we have to to the rules. >> reporter: business owners were caught off guard. the restrictions go no effect in contra costa county sunday night. >> i don't know of one person that has gotten covid from a hair salon. >> reporter: so it seems unfair. >> reporter: she worries about workers that won't have a paycheck during the holidays. >> people are here with single moms and four kids, and that unemployment doesn't cut it. >> reporter: in pleasant hill, health inspectors have taken diablo cross fit for operating indoors. the owner craig howard says he will continue to defy the health order p. >> our plane is to keep operating safe and keeping members safe, and when the fines come, i will make a decision after each one as to whether we should stay opened

or not. >> reporter: people shopping and dining in walnut creeks have mixed feelings about the restrictions. some believe it's too aggressive and others say it will save lives in we may lose one holiday season but we guarantee so many who are holiday seasons to come. >> reporter: workers worry about paying their bills and back to applying for unemployment benefits. da lin, kpix5. the cdc is changing the mask recommendations. now urging people to wear them at all times outside of the home. the agency also says anyone who may have been, posed to the virus should wear masks inside also inside the home to protect their families. it comes as the u.s. set another single day record for new cases at 227,000 according to the johns hopkins university tracker. nearly 279,000 people have now died since the pandemic started. more than 2600 of them just yesterday. now it's not all bad news. this morning, we are getting

new information about the first vaccine deliveries in the bay area. and the state expects to receive 327,000 initial doses of the vaccine from pfizer. roughly 80,000 of those doses will be shipped here to the bay area. and san francisco department of public health says initial dose also go to acute care hospitals, and skilled nursing facilities. a live look at the white house this morning where president-elect biden will take over in just about six week. cbs reporter ed o'keefe says mr. biden wants congress to move quickly on economic relief before he takes office. >> reporter: with nearly 11 million people unemployed and more than 400,000 deaths project by the time he takes office, president-elect joe biden called for immediate action. >> if we act now, now i mean, now, we can begin to regain momentum and start to build back a better future. there's no time to lose. >> reporter: he said congress

a live look from capitol hill where congressional leaders are sounding more optimistic on an emergency spending bill. this comes as the latest jobs report shows the economic recovery has stalled in the pandemic as it worsens. the labor department says u.s. employers created 245,000 jobs in november. that was well below expected. and a sharp drop off from

october a $908 billion bill is gaining traction but doesn't include another round of $1200 stimulus payments. south bay congressman says that's a big mistake. >> we need to have funding for restaurants. but if you look at statistics, it cost about $250,000 to $300,000 to save a job. the money would be much better spent to have unemployment insurance extended and to have direct stimulus checks so people can pay rent. good news for students, the department of education announced it will suspend federal student loan payments by another month. that is going to be through january. contra costa county man is recovering this morning after a coyote attacked him. while he was working out with a group of friends. now this happened on the field at campolinda high school campus. we spoke with the victim about how it all happened. >> there's a coyote latched onto my left calf. >> reporter: still wearing a

hospital id bracelet he says he is trying to make sense of the attack. >> i was working out and all i could think is look i had two friends and is one of them -- did someone do something to my leg because i felt a pinch then a sharp pain. >> reporter: he says he had to hit the coyote in the face before it would let go. the attack left him with a few cuts and two large puncture wounds on his leg. other people who work out at campolinda high school say they know there are coyotes there but never worried about being attacked. >> we see them now and then and they stay away from us. >> reporter: this is not the first time a coyote attacked someone in moraga. less than 6 months ago a small child was bitten at the moraga commons park. >> they are going to try to assess the dna from the attack to the 2-year-old attack and see if it is the same. >> reporter: why kenji thinks it came after him he says

because he was on the ground doing pushups. >> it thought i was vulnerable and yeah, went after my leg. you know, getting bit by coyote to the 2020 punp card of things to happen. >> reporter: katy neilsen. animal control officers are warning people they need to be very careful if they plan to go to the area at least until the coyote is caught. pg&e could cut off power to thousands in the north bay due to high fire danger. starting early monday morning, the public safety power shut off could affect 6700 customers in napa county. along with 1800 customers in sonoma county. all right. it is cold out there this morning. that's issue number one. we will talk about that fire weather concern, but that's not getting here until late sunday night into monday morning. so, first things first, you've got a saturday in front of you, and you can look outside, looking from the top of the sales force tower. starting to see light out there, the sun is coming up at

7:11 and that's when it looks like before the tri-valley. look at the numbers out there. mid to upper 30s. a lot of 37s and 36s on the map. look at the 32 for ukiah. and mid-40s in the bay. feels much better. and the 46 for san francisco is at the airport. it is actually 50 in the city. as far as daytime highs today, back up into the low and mid- 60s. no issues with today other than it is cold in the morning. and you are going to have a beautiful blue sky day. but it's going to look hazy and you have no doubt probably noticed that over the last few days as you have been out, and there is a spare the air today. spare the air alert goes into effect only because we started pulling in too much haze, and it is a combination of wood burning stoves, you know that we are recreating in the bay area and poor air quality in the central valley. you might want to limit your exposure, and don't contribute more to it, if you can. look at the big picture.

storms are lining up out in the pacific. this first one right here is the one that's going to be responsible for trying to bring us a little bit of rain by the time we get into late tomorrow. watch what happens. it falls apart. this is going to make it windy. as the rainfalls apart and comes onshore, what happens on the exit is the wind starts to pick up. watch the increase of wind speeds as we get into the evening. that would take us through sunday. that gets us into sunday morning. we started to notice the wind pick up you will see the time frame of the winds pick up intensity mainly in the mountains. it's an offshore wind event. and it does drop eu midity levels. humidity levels today, at 20:had been 2:had unin 2:00 in the afternoon is up in the 30

range. monday down in the 20s and you can see the streamlines showing outoffshore winds drying things out. so that's really the issue. it is the dryness of the landscape. offshore within event is not too terribly intense, but, you don't need a very strong offshore wind event if you have record levels of dry vegetation and that's pretty much what we have. you can see the 7-day forecast. look how warm we will get inland. temperatures will make their way up to 72 by the time we get into the early part of the week for inland spots. and we will stay mid to upper 60s throughout the duration. emily, back over to you. >> thank you. new this morning, a fire ripped through a warehouse overnight in southern california. area footage shows large orange flames in two different corners of the 10,000 square foot building. crews have been working to protect neighboring properties in the city of industry in l.a. county. still ahead, forced to sell his play station 5, the lie one

live from the cbs bay area studios, this is kpix5 news. welcome back. it is 6:29. thanks for joining us. i am emily turner. let's start with a check of our weather with meteorologist darren peck. we have a spare of air today. air quality is hazy over the past couple of days. maybe you noticed as you stepped outside. so a spare the air day is probably the maybe issue on this day. other than that, no other issues. the afternoon is going to be fantastic. if i wanted to find one item to discuss besides how pretty the view is, that issue would be that it is cold. the number in san jose is 41. that's not all that bad. santa rosa is 37. 36 in san jose and concord

shutting down at least for now. kpix5's betty y looks at why decided not to effect the stay at home order. >> reporter: the salon expects more clients from other counties after their stay at home orders go into effect. owner jeff silverman has seen this kind of influx before. >> which was great for business for us, because we were down at least 50% but, the concern was you know if people are coming from other counties, are the numbers going to climb. >> reporter: silverman approves of the health officer's decision to sit out on speeding up restrictions. >> i am scared. i am extraordinarily scared that this could really, really set us back. >> reporter: san mateo county supervisor disagrees with the health officer's decision.

betty yu, kpix5. this morning, uber wants the drivers to be among the first to get vaccinated. the company wrote a letter to the cdc asking ride share and delivery drivers be designated as nonmedical essential workers. uber says drivers provide critical transportation and allow others to stay at home and order food. several other industries, including agriculture and trucking have made similar requests. developing now in southern california, a sad story. a man is nd arrest this morning for the murder of his two teenage children. l.a. county firefighters found the bodies on friday morning in lancaster. as they responded to a call about a gas leak. a sheriff lieutenant said the victims, a 12-year-old boy and 13-year-old girl, had been stabbed. the mayor of lancaster later said they were in fact decapitated. last night, authorities announced the arrest of their father, 34-year-old maurice taylor sr. >> they are one of the adult individuals that was at the scene when we arrived.

was transported to the hospital for difficulty breathing. >> sheriff's investigators are n questioning another adult and two younger children found alive in the home to find out what happened. to california central valley now, a teenage has been killed there while sitting next to his mother in a fast-food drive through. it is the latest killing in what's been a violent week in stockton with five homicides in five days. cbs has the latest. >> reporter: shattered glass on the ground and abandoned car in a burger king drive through. >> i heard about a couple gunshots, like three to five. >> reporter: according to police, a 15-year-old boy was shot several times inside this vehicle, right in front of his own mother. >> all she was doing was sitting inside her vehicle, with her son, and in the drive through going to order food. >> reporter: the teen rushed to a nearby hospital but it was too late. stockton police department says the suspect, who pulled the trigger, still has not been

caught. >> the suspect could do this during daylight hours, at a burger king drive through, what else is the suspect capable of doing if you saw something, say something. >> reporter: it has been a bloody year for stockton with 50 homicides. but police say the past week was particularly violent. >> we have had some senseless acts of violence occurring in our city, by cowards with guns. >> reporter: joe silva says police are working with community based organizations to help affected neighborhoods. >> a lot of trauma has been happening in these areas. >> reporter: paul yeller works in the shopping center where the shooting occurred. >> i just feel like a lot of stuff is happening for no reason. i don't want violence anywhere i live or anywhere near i live so i hope it can stop. >> that was laura reporting. police are trying to determine the motive behind the shooting. a make victory now for some undocumented immigrants. a federal judge ordered the trump administration to fully restore the obamaer ha program

known as daca. the program protects undocumented immigrants who arrive to the u.s. as children. the trump administration has sought to cansel the program. this ruling means the department of homeland security must begin accepting daca applications immediately. and an estimated 300,000 undocument immigrants could be eligible. neon sign was shown brightly for decades and has been returned after mysteriously disappearing a few years ago. it's an interesting story. the neon osh sign from the original orchard supply hardware store in san carlos disappeared after the store shut down in 2018. it is mysteriously now reappeared. no questions asked and landed in the hands of cure curators san francisco park they are raising funds to restore it to the original glory. >> to have the sign return to

being lifted, as residents return home to see if their homes are still standing. fire crews are concerned about the next rounds of santa ana winds fanning the flames this weekend. fire crews here in the bay area are also bracing for strong winds. they are getting ready and cal fire has placed a strike team at the border of santa clara and alameda counties. it is going to be a windy week ahead. sunday night and monday morning, and i am going to spot light that in detail in the forecast. and it's the kind of wind most of us, where we live down here won't notice much. it is going to be in in the mountains and the usual suspects. that's the view outside looking east. you couldn't get much prettier than this. rise is 7:o11 and we are about 30ments away and this is when you get the brit prettiest color in the sky. the scene over the tri-valley right now, and it is cold here, it is in the 30s and 37 in

livermore. concord, up north from here in the dough diablo valley 37. i show out the daytime highs that will warm back into the low and mid-60s. this is going to be a pretty day temperature wise. and very similar to what we have done over the last several days. the only other item to talk about is we do have a spare the air. so, this stagnant pattern that has been recycling the weather, is recycling the same air over and over again. there's nothing to come in and clear it out until we get to the offshore wind event on sunday and monday. because of that, the wood burning stoves and anything that's putting stuff into the air it has nowhere to go and it is accumulating in the air quality is going downhill, moderate at times-healthy for sensitive groups. let's talk about the chance for wind. it is coming in with the first rainmaker off the coast here. you can see the clouds there. there is rain in it. we play if a forward, and you will see the showers right there.

that looks promising for rain late today, but it's not happening. we will play that forward on the futurecast. as the system leaves what happens as it exits, it turns the offshore winds on as the systems do that gets us into tomorrow, but if you get a closer look at the detail on this, i want to spotlight the timing and the locations where we will notice this the most. that is monday morning at 7:45 and you can see the red bull's eye up for the north bay hills, look at wind speeds at mount st. helena. look at the city and concord and san jose. barely going to notice this. but the winds will being going in the mountains. and it is not a terribly impressive wind event. that's not why the concerns have been raised so high. it's the issue that is happening that's inspiring the red flag warning. but the real issue is the fact that we are experiencing some of the driest landscapes for this time of year on record. so you don't need much of an

from the balcony at macy's. a san francisco businessman who imgreated from china deb it's ago is giving back to the community as a big thank you to his adopted country. we meet this week's jefferson award winner. >> that's. >> reporter: in arthur chan's home, countless awards celebrate his philanthropy but he remains humble. >> i don't need to be remembered. i just want people to be inspired that what i did. >> reporter: in all, mr. chan has donated more than $3 million to chinese hospital, more than half a million of that to the new cancer center. he began giving in 2004 in memory of his wife anne who died of cancer. >> hospital ceo dr. jen says the donations have helped update equipment and services in areas like diabetes and gastroenterology. >> he is our top donor.
