forecast. thanks for joining us for this pregame edition. >> new restrictions kick in tomorrow with san francisco, at that point restaurant dining will be off the table, even outdoors. takeout and delivery only. there can be no multi-household gatherings of any kind. interregional capacity will be cut to 20% at the height of the holiday shopping rush. now it appears more people are worried about stocking up on the basics. look at what the paper goods aisle at the lafayette safeway looks like at 6:00 this morning. news of the sudden shutdown came as a shock many posts small businesses are racing the clock to come up with new ways to stay afloat. >> for months many businesses

have been creative in finding ways to stay open. overnight everything has changed. on sunday at 10:00 p.m., outdoor dining venues that have popped up in downtown danville will be shut down. primos pizza has created an outdoor sports bar with giant tents and 13 televisions. the owner agreed with the governor's plan to restrict businesses when hospitals got overcrowded. >> now they are doing it preventative >> this can go on for months. you are preventing businesses for doing business. i don't quite grasp that. one woman was waiting in her car for a last-minute haircut before all the salons are shut down. >> i think it was expected after thanksgiving but probably not tomorrow. >> a co-owner says salon has only half its normal staff and

is diligent about sanitizing into something. >> we feel like this is one of the safest places that you can be compared to the other stores. >> reporter: those other stores are hurting as well. at sun valley shopping center there is already long lines but they will be even longer after sunday when retailers can only operate a 20% capacity. >> i got most of my shopping on black friday online. we will see what happens. >> reporter: for the first time grocery stores will be limited to 50% of capacity. a grocery outlet store owner says it would help if you don't bring extra guest along on shopping trips. >> we are almost in mission driven, i would think in a sense. >> paul johnson brought his son for one last excursion before the shutdown and possible panic buying returns. >> here we go again. this time i want to be ahead of the crowd and make sure we have

to hunker down. that we can hunker down. governor gavin newsom's restrictions were scheduled to begin when hospitals reached 85% of the ic capacities which is expected to happen here in mid to late december. the past few hours the state placed all of southern california and the san joaquin valley region under the order. it takes effect tomorrow night. more than 25,000 new cases confirmed today pushing the states total past 1.3 million. nearly 10,000 patients in the hospital right now nearly a quarter are in intensive care. we are live at valley medical center in san jose. icu capacity is what's driving this whole conversation right now. is that really enough to determine a trend? >> reporter: they announced a

whole new strategy on wednesday . if you are like me you are racing to see what the bay area ic capacity or availability looks like. we all knew that 15% was the trigger. we were at 29% there then we dropped to about 25% last night we dropped to 21% today it looks like we're going to hold around 21, 22%. a couple of days of data on this new metric which controls all of our lives now. is this enough to determine a trend? is going to take a little while, icu numbers themselves can bounce around a little bit. >> is just the way it is there is going to be some wobble in the numbers. you want to see their overall trend and follow that. >> reporter: from automobile accidents to people requiring major emergency surgery , any number of things can drive the ebb and flow of icu numbers on

any given day, the virus is just one part of demand on system that does have limits. >> the other thing to think about, if we are to stop transmissions this morning, we have three weeks of people in the pipeline headed toward icu. >> that's because what we see in our hospitals today is the echo of transmission from 2 to 3 weeks ago. that means any holiday driven surge would still be in front of us and the evidence of that is starting to materialize. >> we know a lot of transmission occurred over the thanksgiving weekend. well we can't see that yet reflective in our numbers we do have some early warning metrics that are telling us that transmission did occur. >> reporter: current surge plus whatever further surges coming versus the effort to short-circuit those trends with the preemptive lockdown, this

is a contest that will take some time. >> is going to be a while until you can clearly see trends. so we have had a lot of advice around thanksgiving, some acceleration post thanksgiving. there is a lot of push pull stuff going on to see how it calibrates is going to take a few days. >> reporter: go back to rend wednesday 29, last night we dropped 21, had you continued on that trend sunday into monday, preemptive shutdown really would not have been all that preemptive it might've been a matter of hours. at this point it is sort of forecasting. it is looking at where you are and then thinking oh gosh this is where were going to be an as soon as 2 to 3 days obviously we held tight today but you can see how quickly that can change and how these numbers are going to wobble a little bit with

apart maybe a few showers along the coast this gets us to midnight and then the showers begin to fall apart as they move farther south. such as a heads up on that. the sky looked very dramatic today, the cold front came in and there is rain behind those clouds. look how beautiful that sunset looks. the real issue is once the storm passes completely tomorrow and the offshore winds turn on as a result of the storm. there fire weather concerns with that guy. live look at the bay bridge toll plaza where a massive car caravan has been blocking traffic. drivers are trying to get across the span into san francisco. thousands of cars participated in a rolling protests from oakland to the indian consulate. here is a look from the ground

in san francisco. what's happening is they are protesting three new farm laws in india. they say they are unjust to farmers. the agricultural industry employs half of india's 1.4 billion people, thousands of farmers have been protesting in india for the past 10 days. back to gilead sciences coverage. gilead sciences officially surpassed heart disease is the leading cause of death in the u.s. this week. a record breaking 220,000 cases were reported nationwide. that's the first time it has topped 220,000 in one day according to johns hopkins university. many people are putting their hopes in for a vaccine. the first vaccinations could start this month. experts say there may not be enough to cover the 24 million workers a nursing home residents deemed top priority.

federal officials estimate about 40 million vaccines will be available but each person needs two doses so that's only enough for 20 million people. you can see that congestion, i was stuck right in the middle of it. >> georgia is in trump's in georgia, he is rallying support for the states to republican senators who are facing a runoff election next month. republicans need to retain at least one of those seats to control the senate. the president is falling farther behind. president-elect joe biden leads by 7 million votes, california certified its election results bringing president-elect joe biden's tally to 279, just over

even with this week's storm coming through today the daytime highs are not going to be taking that big of a hit, it'll be wind we feels sunday and monday. we already watched this at the top of the forecast and saw whatever little rain if there is a comes with it falls apart. the important thing is once that storm leaves, the effect it has us to start driving the wind from the north to the east. strong offshore winds start to develop. it's in a good position to start driving the wind our way. the color is picking up and i'm going to stop it right here. that's when we'll see the strongest winds in the mountains of the north bay. most of us will probably not

notice this at all. san jose's got a eight mile an hour breeze, this is a classic story where these offshore winds race over the mountain tops especially in the, monday mornings can be the timeframe for this. that kind of helps you understand why they are spotlighting certain areas. once we get into monday afternoon things are going to start to calm down, won't be that long of a wind event. the problem is it hasn't rained enough and the landscape is historically dry like record- setting dry in parts of northern california. that is the real issue. morning lows go back down into the low to mid 40s. daytime highs you may not notice a big difference. sky should look prettier little
