live from the cbs bay area studios, this is kpix5 news. the stay at home orders kick in tonight. restaurant around the region feeling the pinch. and can they last another shut down. we are pretty bummed out. we were really excited to get back to work. >> icu capacity drops to just over 21%. in the bay area leaving hospitals scrambling to prepare for yet another surge in covid- 19 patients. and thousands of bay area residents could be without power tomorrow as pg&e considers a poweshoff. high fire risk conditions expected to arrive as early as tonight. good morning, it is sunday december 6th. i am emily turner devin knee fehely has day off. let's start with weather are

darren peak. we have pretty gray skies and you can see the clouds above the skyline. this is how it locks bay area wide and somehow it will stay for pretty much the entire morning. it's not until we get into the early afternoon we will burn off the clouds. that's the view from above the tri-valy. the temperatures are a little better this morning because of this. we have got lot of mid-40s on the map. concord is 45. san jose is 45. the numbers will feel warm. oakland is 49 and livermore at 38 and santa rosa at 37. we will feel chilly and there's fog in the north bay. we will spotlight santa rosa, petaluma, napa all of the areas here in the doper gray, there is patchy fog up there. and it's going to get windy later tonight. two items to discuss before i hand you back over to emily. a wind advisory that goes into effect bay area wide. it starts tonight at 11:00 and goes until 11:00 tomorrow

morning. we could see gusts at 45 miles per hour and in the mont mountains a red flag warning. to break news first this morning, a person died following a vehicle crash in san jose just after 3:00 this morning. police are currently at the scene of the incident near the intersection of story and king roads. story road is closed in both directions from king road to mccreery avenue. we will update you as more details become available. happening today, the bay area will begin shutting down for at least four weeks from 10:00 p.m. tonight san francisco, santa clara, and contra costa counties will enact the stay at home orders. followed then by alameda on monday, and marin county on tuesday. it comes as california sees more than 25,000 new cases reported just yesterday. pushing the state's total to

more and 1.3 million. nearly 10,000 covid-19 patients are being treated in hospitals right now and almost a quarter of those are in intensive care. a live look out at san francisco, where businesses are bracing for that new round of shut downs and restrictions. some of the biggest impacts will be on restaurants. starting tonight, they will have to close outdoor dining only take out and delivery will be allowed. at a rest runt in the financial district, the owner predicts that sales will drop to just 15% of what his business was doing at this time a year ago. last night across city, many diners were out and about for the last hoorah. >> the last supper sort of thing, getting out here before everything locks down for a month, i guess. >> it is frustrating but it's for the best reasons. you know, i want to keep my family safe. >> we have to follow the science and what the health department and state department are guiding to us do and what's

best for patrons. >> the list of closures also includes personal care services, hair salons, wineries and bars, and movie theaters, playgrounds, museums, and card rooms in retail can stay opened at 20% capacity and that will run until january 4th. this morning, hospitals across the bay area are preparing for a surge in covid- 19 patients. it comes as the state continues to see record numbers in new cases per day. as kpix5 kenny choi reports, hospital resources, especially in the icu, are stretched thin. >> reporter: hospitals are seeing more patients come in as several counties trend towards reaching. 15% icu threshold the question is which can add more surge capacity beds. >> one county to the other it varies how easy it is to activate the beds and how functional they would be. and it's an issue how much ability to transfer patients if

node be. >> reporter: california record more than 25,000 new coronavirus infections all time single day high. santa clara county says the icu bed capacity is 16%. >> we know that a lot of covid transmission occurred over the thanks giving weekend. and while we can't see that yet reflected in our numbers, we do have some early warning metrics that are telling us that that transmission did occur. >> there's going to be some wobble in the numbers but you want to see the overall trend and follow that. >> reporter: health experts say it's not uncommon for hospitals to operate at 85% icu capacity. >> it may be too tough to have a stay at home order for the entire population if you do have spare beds, and even more so if you have surge capacity that you can add to them. >> reporter: five bay area counties, san francisco, alameda, contra costa, marin and santa clara have announced more restrictive stay at home orders before reaching the 15%

threshold. >> we have very questionable data about the exact extent that the stay at home orders are able to contain the pandemic wave. we know they have harms on mental harms and economy and society. >> reporter: the number of hospitalized patient was covid- 19 doubled. kenny choi, kpix5. nationwide, daily case reports have tripled in the last month. saturday was the fourth consecutive single day record. in contra costa county, businesses have been finding creative ways to stay opened but starting today, the you door dining areas, hair and nail alsons and other business will be shut down. and business owners say that's pretty hard to handle. >> now they are saying we are going to prevent it. preventive could go on for months. i mean you are preventing businesses from doing business.

so, i don't quite grasp that. >> it's scary because you know, here we go again. and this time i want to be ahead of the crowd. and make sure that we have to hunker down we have to hunker down. >> one county cracking down on gyms which has refused to follow health guidelines contra costa fined a pair of fitness 19 locations a total of $1,000 and diablo cross fit in pleasant hill has been fined $1750 so far. the latest fine was issued wednesday for $1,000. and despite that, the owner plans to stay opened. >> i know that the county feels these broad sweeping measures may slow the spread of virus. what i have difficulty which if i close my business i stop playing employees during holidays. >> we have to protect public health. the virus is actively spreading. we don't want to take drastic actions unless we have to because we know businesses are struggling. >> the owner of diablo cross

a live look at the white house this morning. president trump was back on the campaign trail just one month before a pair of georgia run offs with which will determine the senate majority. the president rallied in georgia to support kelly loeffler and david perdue. hours earlier, the presidt accused georgia's republican governor brian kemp of not doing enough to protest the presidential election results in his state. last night, the president complained about his own loss and insisted that he is going prevail. >> if i lost, i would say i lost, and i would go to florida and i would take it easy and i would go around and i would say i did a good job, but you can't ever accept when they he steal and rig and rob. can't accept it. >> earlier, governormpedthe req special legislative session to overturn joe biden's win.

neighborhoods. >> reporter: the mass exodus rusted in more housing supply and less demand. but after big price drops, san francisco is the most expensive rental market in the country. according to zumper acts $2700 for one bedroom apartment, it beats down new york and l.a. neighboring cities san jose and oakland round out the top 5. there is some good news, the rent prices have fallen to levels we have not seen since the last recession. drops of more than 20% compared to last year in many neighborhoods. let's go for a ride. i want a to show you the prices. zumper used thousands of the ads to crunch the numbers let's focus on the median price of one bedroom apartment. south of market newer condos and apartments shall the average price $2800. the rents dropped once you go to downtown where there's more

homeless. and the tenderloin is the only neighborhood where the price is below $2000. closer to the water, about 2900 dollars russian hill and the maraina. we arrived at one of the most desirable neighborhood, a sido heights with the highest medium price for one bedroom apartments $3050 a month. the southern part of town is where there's more affordability. visitation valley has the lowest median price in the city. $1600 a month. lake shore, $21, parkside, 2200. whether or not you agree san francisco is a renter's market, the truth is renters now have leverage, especially with the apartments that have been sitting vacant for while. renters can ask for a free first month, maybe a parking spot, or even negotiate on the price. rental experts say prices are near bottom and may slip a little more. but the rents are starting to stabilize. they anticipate the prices will rebound around spring when the

darren peck. that fire weather is going to be the focus in this visit. it is going to be in the north bay mountains where the wind pick up. national weather service issued a red flag warning to the mortin in the bay area and also where you live there's wind advisory. for sunday morning, it is cloudy. clouds are blocking the tops the buildings from the camera in treasure island looking back to the city. san jose, they are higher, but you have a thick deck of clouds overhead. and even here in the tri- valley, cloudy. but it's not quite as low, so you have a better looking view. it is 38 degrees in livermore. not far from the view and 45 in san jose. that's those -- some of the numbers are much warmer than what we have gotten used to over the last several days. let'se let's look at visibility. 0 visibility in petaluma and better in napa but it's the north bay where you should give

yourself he extra time on the road because we do have some visibility issues and you can see how widespread the clouds are. let's go from where it is now, play it forward into the late morning. by the time we got to the 11:00 hour, most places outside the immediate bay are looking at blue skies. but the clouds don't clear in the bay until past noon maybe as late as #:00 before the clouds burn off for everybody. and when they do, numbers will be similar to yesterdayp let's move tonight issue with the winds. wind advisory starts at 11:00 tomorrow and goes until 11:00 on morning. it's a 12-hour window we could see gust. winds may pick up in the east bay. san jose is not included, petaluma, most likely to see the 0-mile-an-hour gusts. in the mountains is where the red flag warning is in effect.

11:00 tonight, until 11:0 near 50. and a weak cold front came through yesterday. and see the line of clouds, as that passes, that pulls down the northerly wind and if you watch what happens over the course of today, look at what happens here where we see a gust 49-mile-per-hour range monday n the free dawn hours is the time frame for the strongest winds. look at mount hamilton in the south bay, 30 mile an hour gust. but looking at where you live, we have a 4-mile-an-hour gust in san jose. novato may not nats lot before u santa rosa had gusts up to the 20-mile-an-hour range and getting towards tomorrow afternoon, the winds will turn off and we will be done with that. so, that's our only issue. here's the 7-day forecast. after we get through the wind

and wendy. it will be and that picks up late tonight and tomorrow morning. and there's a red flag warning in the mountains. i will show you that in a bit. there's a wind advisory for many of us where we live. but let's talk about saturday. cloudy start to this day, and it's not windy out there now. the wind don't start until later tonight and many of us probably won't even notice a whole lot of the wind. but what you will notice is how cloudy it is to start out your saturday. low clouds, hanging over the south bay. certainly over the city and east bay and that's over the tri-valley where we have breaks in the clouds here. you can see clear skies showing up as we look out over towards dublin and livermore. and it makes sense that's why livermore is one of the coldest spots. it's 38 in livermore. concord's number is 44. santa rosa is the cold spot at 37. there's las bit of an issue with visibility on the roadways especially in the north bay. there's fog out here. so if you are driving 101,

visibility is down to 0 in petaluma and at a quarter mile in santa rosa. the rest of today, while it is going to be cloudy morning, we will get back into the sunshine by the afternoon for most spotsp, a we will be spots. i will see you in the complete forecast in a bit. for now back over to you. looking at the east bay, live, new restrictions kick in tonight in contra costa county as well as in san francisco and santa clara counties. alameda county will follow up on monday with marin following on tuesday. at that point, restaurants restaurant dining will be off the table and salons and other personal services must close. indoor retail capacity will be cut to 20% at the height of the holiday shopping rush. as kpix5 john ramos reports, many small businesses are racing against the clock to come up with new ysstto

stay afloat. >> reporter: for months, many businesses in contra costa have worked hard and been creative in finding ways to stay opened. and now, overnight, everything has changed. on sunday at 10:00 p.m., outdoor dining venues that popped up in downtown danville will be shut down. primos pieca created a outdoor sports bar with giant tents and 13 televisions. the owner says he agreed with the governor's plan to restrict businesses when hospitals got overcrowded. >> but we are not doing that now. they say we are preventive. but this could go on for month. i mean, preventive prevents us from doing business so don't grasp that. >> reporter: at sue's hair salon in pleasant hill, a woman with a waiting in the car for a last-minute haircut before the salons are shut down. >> i think it was expected after thanksgiving. but probably not tomorrow. you know. >> reporter: coowner somey lamb

says they have half the staff and are diligent about sanitizing and distancing. >> we feel this is one of the safest places to be, you know, compared to the other stores. >> reporter: those other stores are hurting as well. at sun valley shopping center there, are long lines to get into some stores, but they will be locker after sunday when retail retailers can operate at 20%. >> this is the instore thing on my list to do and we will see what happens. >> reporter: for the first time grocery stores will be limited to 50% of capacity. grocery outlet store owner jason olson says it will help if people don't bring extra guests along on shopping trips. >> right now is not the lookie- loo let's have the grocery shopping experience we are mission driven in a sense. >> reporter: paul johnson brought his son for one last excurse before the shut down and possible panic buying

other side of the glass. covid-19 has oofficially surpassed heart disease as the leading cause of death in the u.s. this week. a record breaking 227,000 new cases were reported nationwide on friday alone. that is the first time the daily case count has topped 220,000. that's according to the johns hopkins university tracker. many people are putting their vaccine or their hope into a vaccine. the first immunizations could begin later this month. however, the first shipment may fall short of what's needed. and experts say there may not be enough to cover the 24 million workers and nursing home residents deemed top priority. federal officials estimate 40 million vaccines will initially be available but each person needs two doses to be vaccinated so that's enough for 20 million people. two vaccines made by pfizer and moderna will go before the fda for emergency use

authorization. as cbs reporter laura podesta explains, each vaccine has a similar design with similar levels of efficacy. >> reporter: several coronavirus vaccines are in development, but the two ready for approval are from pfizer and moderna. >> while the science is quicker than ever, the clinical trials are as rigorous and detailed as they were for measles and for polio and the diphtheria. >> reporter: both vaccines are a new type called mrna containing genetic information that instructs cells to produce harmless coronavirus proteins to trigger an immune response. the doctor with the johns hopkins bloomberg school of public health. >> 94, 95% efficacy against any covid vaccine disease and 100% efficacy against severe disease. >> reporter: both trials enrolled tens of thousands of

people. both makers have reported the vaccines were well tolerated. dr. bloom is with the harvard th school of public health. he says he understands the public questioning the vaccines and that's good to do. but with testing on such a large group, the evidence supports vaccination. >> you have no serious side effects at least during the period of the trial. and you have 94% protection against the disease killing people filling up hospitals and paralyzing the health care system. >> reporter: there are unknown like whether it can prevent transmission. >> it is not time to throw away the masks or start congregating again because it could be that these vaccines protect you, project your neighbor, by preventing spread from one person to another, but we don't know that yet. >> reporter: the other big unknown, how long will

protection last. laura podesta, cbs news. a protest in san francisco yesterday snarled traffic for hours around 2000 cars with sikh americans were headed to the indian consulate protesting new farm laws in india. demonstrators say that the new laws are unjust to farmers. the agriculture industry employs half the population. demonstrators joined thousands of other farmers in india who have been protesting the past 10 days. and a protest against the new stay at home orders turned violent at the state capitol this weekend. 150 police officers worked to keep 2 opposing groups apart while people threw objects, and lit fireworks, and vandalized cars. reporter marley gunter on the chaos that unfolded. >> reporter: now weekend with signs up and voices raised.

catastrophic as hospital prepare for an onslaught of new infections. as hospitalizations continue to climb all across this country. we will talk to the mayor of chicago as well about how she is handle planning and chris krebs, the ousted homeland security cyber chief who was fired by president trump for saying the election was secure. we will talk to him about what supporters should believe and what he knows. that's all coming up on kpix at 8:30. see you then. okay. let's turn our attention to the weather and a couple issues that top the list. it is going to get windy later tonight and windy enough that there's he red flag warning for most of the mountains in the bay area but it goes to the east bay hills and the santa cruz mountains that's tonight into tomorrow morning. and we will look at that in more detail but let's get ready for saturday. look at cloud. can't see the top halves of the buildings in san francisco and looking at san jose, it is

cloudy here, too. clouds are a little higher at least you see the top of the buildings and look at clear sky we are not looking at any issues with low clouds. that means it will be colder there. that's why it's in the upper 30s in livermore and 50s in san francisco. huge difference and north bay has the worst in terms of the clouds. so much so, we have got fog down on ground and in fact, it is likely the fact we don't have much in the way of cloud and in the mid levels that allowed the fog to develop on the roadway down here for santa rosa, petaluma, napa and reduce visibility. and if we look at where the clouds are, let's take them forward and show you how they melt back. by the time we get to the late morning it's the immediate bay at the clouds and those go away by the time we have gotten 1:00 and 2:00 2. 2:00.
