you. the open center was four miles deep. it is the biggest of a series of quakes that struck the area near the border with california. thankfully, there were no reports of injuries or damage to buildings. to the coronavirus, hopeful news, the fda has given the go ahead for emergency use of the pfizer vaccine. it means that millions of doses could start going out to health care facilities to the end of this weekend. the vials are all full to start shipping. frontline medical workers across the bay area can start getting the vaccine as soon as monday. an epidemiologist at ucsf says that this is you happening at a crucial time. >> we are still experiencing the spike for thanksgiving. we haven't been able to turn the quarter op on it. hospitals are closing because icus are filled. 321,600 doses are being shipped in real-time to the state of california. >> the vaccines being shipped to the bay area are not being

available to the general public. they are going to health care workers first. a roll-out is expected sometime next spring or early summer. new this morning, a conflict over privacy is brewing as california prepares to begin vaccinations. the cdc wants states to give them information about who is being vaccinated including names and addresses. the agency wants to track how well the vaccine works and make sure that each person gets both doses. but california is refusing to provide all of the personal data, in part, to protect undocumented immigrants who might otherwise not get vaccinated. the vaccine roll-out couldn't come any sooner with more than 295,000 americans dead from covid-19. that is more american deaths than in all of world war ii. as cvs reports, nationwide shipments will begin soon. >> the drug maker will be sending the first doses to hospitals and pharmacies around the country. the shipments contain enough vaccines to immunize roughly 3

million people. in a statement, the fda says the emergency use authorization wants the significant milestone in battling the pandemic. the white house released a video statement from president trump. >> today, our nation has achieved a medical miracle. we have delivered a safe and effective vaccine in just nine months. this is one of the greatest scientific accomplishments in history. it will save millions of lives and soon end the pandemic once and for all. >> with the nation you fighting another wave, joe biden expressed optimism. >> we'll have an administration. topped 3,000. cities and states are imposing tough new restrictions. starting monday, indoor dining will be banned again in new york city. another hit to struggling restaurants. >> we said that we would watch

it if the stabilization, if the hospitals didn't stabilize, we would close indoor dining. >> in lancing, michigan, parents, students, and coaches demanded high school sports restart across the state. to the latest on the coronavirus, california is reporting the highest daily number of new covid-19 cases today. more than 35,000 of them in just the past 24 hours. 159 people have also died. the 14-day test positivity rate is now nearing 10%. sanoma county has now joined the majority of the bay area from mid july. the county began enforcing a stay-at-home order. that means no indoor or outdoor downing, only take-out and delivery. wine res have to shut down as well as hair saloon listens. the order lasts until january 9th. contra costa county says police have issued more soyations and a number of

warnings in downtown restaurants. as kpix reports, there is still some disobeying those rules. >> the first group five minutes before were even opened. 30 minutes later, many of the tables were taken up. >> we are out there just supporting the local restaurants so that they can make a livelihood and feed their families. >> many people say they came to downtown danville and find a health order. this couple to support the restaurant. >> we want to stand in support, you know, small businesses are really getting hit hard by the shut-down. >> you can't let the cure be worse than the virus. >> a small group of local residents also rallied downtown to pressure elected officials to lift the ban on outdoor dining. >> every single business is 100% essential. it doesn't matter what some

appointed official may claim. >> the restaurant. he says the police issued a warning yesterday to his business for allowing customers to have to go orders outside. >> by the time you get home. medium. do you under cook it. >> he plans to start outdoor dining next week. >> if there are 40 people sitting with a fine, it is not going to be so big. >> down the street, police already gave a $20 ticket. >> if we weren't open the way we have been opened, i wouldn't have been able to pay my own rent. i wouldn't have been able to pay my own bills to have this lock-down right before christmas. it is not good. >> the town manager says he understands how hard it is for the restaurants and workers. a scene in sighing a big surge in covid cases. they went from 25 cases every two weeks to 157 cases in the last two weeks. in danville, kpix 5. the town manager says that fines will be doubled each time up to a thousand dollars. the county is also looking at increasing those fines up to a

looking live at the white house now. another blow to president trump's legal efforts to challenge the election result. the u.s. supreme court rejected a case brought by the texas state attorney general which had the support of over a hundred republican members of congress. you meanwhile, joe biden. including some familiar faces. cbs's natalie brand has the latest. fresh off their election as time magazine person of the year, president-elect joe biden and vice president-elect kamala harris presented several more cabinet nominees. >> it is time to rededicate

whether areas can open back up. all right. taking a look at this rainmaker that has come through. we saw the showers overnight, and now we are in a break. high definition shows a little bit of rain to our south and east. there is. a real pretty-looking deck of clouds sitting right at the bridge with the lights and the view over the tr-valley. there are plenty of clouds here as well which is why everything is in the mid and upper 50s. two things from outside if you are about to go out there. things are damp because we got a half an inch of rain for the north bay. a quarter of an inch of rain everywhere else. it is also cloudy and warm. you won't necessarily need to have a jacket. there is a chance you might get a stray shower. nothing safe any can't. no widespread rain. daytime highs with a few breaks in the clouds here and there.

right back up to around 60 today for daytime highs. if you look at the big picture, you can see why tomorrow. that line of showers. we'll bring it back home. by the time it go goes to 2:00 a.m. on sunday, we have rain sitting right off the coast here about to work its way across the bay area. let's take it from that point. play that forward, and here we go again. the rain begins before sunrise, but it keeps going well past sunrise with showers extending down to the south bay. we get past monday afternoon. and then right after that first band of rain moves through, the second one is going to come through on its heels. start over again in the north bay. watch this right there. have a great afternoon. we are seeing more somehowers. but it will look different for the second half of sunday. you'll get a lot more blue sky in the day on sunday. probably even within today. even though the chance for rain

will be better on sunday because as those showers come through, things will clear out for a bit and another live rain will come through. you'll see the clouds pick up. if you look at how much more rainfall we are going to get from this next system coming through. very similar to what we got last night. we got about a half inch in north bay. about another half inch of that. close tore the inch for the whole weekend. down here where we have a quarter of an inch of rain. now, it is still going to snow in the sierra. particularly a little bit today. and then again look what happens. if you are thinking of traveling into the mountains. make sure you get yourself some extra time. chains were required yesterday. they are likely going to stay in requirement on and off throughout the course of this weekend.

of the bay area. that was phase one. phase two for rain doesn't get here until tomorrow, and it will get here in the pre-dawn hours of sunday. sunday, still some rain to go. we're going to look at that in the complete forecast. let me get you ready for saturday. mainly just left overclouds out there. as far as what to expect on the headlines, if it is a cloudy day today. there is a small chance of rain that shows up on thursday once we get towards the later part of this upcoming seven-day forecast. it is probably a good idea to grab the umbrella. there is a chance you might get a stray shower but it won't be megatoo significant. 50 in hayward. 50 in conford. 52 in san jose. we are going to check the next round of rain. the fda approved a pfizer

coronavirus vaccine. the drugmaker is sending the first doses to hospitals and pharmacies around the country. they are expected to arrive inable that cool this week. icu capacity is reaching critical levels. at last check, capacity is down to just the 12%. that translates to only 43 beds available in the county. three hospitals, regional medical center of conner and st. ruiz are already full. happening today, the feast of the lady of guadelupe is a popular catholic ceremony. communities and faith leaders are trying to crack down on the religious celebration over concerns it could turn into a super spreader event. during a normal year, our lady of guadelupe church attracts thousands of worshipers. as cases skyrocket, faith and community leaders have a new message this morning. >> to celebrate in home last

unsustainable. something pretty much every business could be downtown would agree with. >> we are trying to come up with everything we can to stay open. we don't want to be on unemployment. >> and that was anna giles reporting. there are 21% of icu beds available. there are currently 82 people hospitalized with covid-19. happening today, motorcycle riders will take part in the toy drive in san francisco. the event starts at 10:00 a.m. at the harley davidson on mission street followed by a ride to a motorcycle theater on howard street. and then on to a nearby fire station. in san francisco, some small business and restaurant owners protested against the state's order forcing them to close. dozens turned out to this demonstration in city hall. that youwayed signs urging the return of outdoor dining and called on lawmakers to provide financial support for those that are out of work.

you could probably scan a document that has every character on it. >> what the decipher may lack is any information identifying a zodiac killer. the fbi released a statement saying the zodiac killer case remains an ongoing investigation for the fbi san francisco division and our local law enforcement partners. there is one left with 13 symbols that may identify the zodiac killer but code breakers say it might be too short to ever solve. and jeff heart says the best way to identify a killer is through dna evidence and the advancements made in science. kpix5. and taking a live look on capitol hill, congress missed yet another deadline to deliver a stimulus package to help struggling americans. instead, lawmakers agree to extend the funding for another week as they continue to hash out a deal. a million workers could soon lose unemployment benefits and federal eviction moratorium ends on december 31s.

one of silicon valley's oldest success stories is packing up. oracle is moving headquarters from redwood shores to austin, texas w. so many people working from home, a number of tech companies have left. oracle has been in bay area for decades. his name was on the former oracle arena and now the giants ballpark. we didn't get it for thanksgiving, but we might get it for christmas. the department of fish and wildlife says the commercial season can finally start on december 23rd. it was supposed to open in november, but got delayed twice, once from whales migrating off the coast, and another. it looks like it will be a go just in time for the holidays. a big step this morning towards restoring a watershed for endangered. down to the 1920s to make a swimming pool which cut off. found nearly a century later, the conversation group is removing that dam. the process was much more than

they had bargained for. it took nearly two weeks of work for heavy machinery to reach the old dam. the time lapse video shows it didn't take long to rip it out. >> we literally had to remove a hundred years worth of sediment that had built up behind the dam. so millions and millions and hundreds of millions of pounds of sediment taken out of the creek forever. >> we are expecting 500 fish coming up. >> this whole creek. >> they are replacing the dam with a new ten-ton, 100-foot- long bridge to maintain an existing hiking trail. coming up, the bay area teenager who painted the cover of time magazine. why he says some of his inspiration came from speak sneaking out of bed. plus they cooked up an idea to save small businesses. how their effort is now fading through the front line well past the bay area.

eventually they will get that tip. this person is probably right in front of people. i hate to admit that i have interviewed a number of serial killers and they have all been married. this person is hiding in plain sight, but they will all get caught. you can see that here at 10:00 p.m. on kpix five. some neighbors are taking action. asking his neighbors to accept step outside and. one woman devised her own deterrent after someone kept stealing her packages. she ordered 500 live kick roaches from work and had them delivered to her house. >> did they ever come back?

>> no. after that, my last box. i guess they must have learned their lesson from that. you never know what you are going to get. >> these people node to know there are cameras everywhere. you are going to get caught. >> that is uniquely disgusting. neighbor you want people to know they have had enough. >> it is cloudy. things are pretty damp. in terms of rain falling from the sky. we are done for today. there is another storm coming on sunday. sunday's rain is going to be more noticeable. it is going to come through the heart of the day for the most part. you can't rule out the chance we see a little more rain. it would be an isolated sprinkle. let me show you how we are done so far. real impressive view from the top of the tower with the clouds streaming by. we picked up a half an inch of rain so far in the north bay

with santa rosa. we got close to that in the city in san francisco. most other locations are a quarter of an inch. concord, san jose, oakland, you guys fall into the range. and you picked up 1,700ths of an inch of rain. let's look at why we have another storm. put future cast on it and pray it forward. her come comes the next chance of rain. if we take that and put more resolution on it and play that forward, you'll see the showers march their way across the bay area throughout the course of the day. by the time we go into 1:00 in the afternoon, those showers have now passed through the south bay. that brings to a close the first band of rain for sunday. it starts presunrise and goes throughout much of the morning. by the time we have gotten to about 1:00 in the afternoon, it is clear to the south bay, but then there is another one coming. watch this line of showers right here as that works its way across the rest of the bay area. so we get another chance for

rain. we'll get some breaks of blue sky mixed in with that as well. the takeaway is rain is coming back for sunday. you'll notice it more because it is actually going to rain during the day. most of the rain we got with this first system came in the overnight hours. you see your totals there. this includes the second coming through on sunday. we'll get another half an inch of rain in the north bay for tomorrow. we'll pick up a quarter of an inch of rain for much of the south and east bay as it moves through. it is still going to snow on sunday as well. this will be a better snowmaker than the first one was. by the time we finish with sunday's storm, we put another near foot of snow up on i-80. maybe about ten inches of snow for many other locations. as far as the rest of saturday goes, we are done with the rain, with the exception of maybe a stray isolated sprinkle somewhere today. sit going to be relatively warmer than now. we'll warm up another seven oar

eight degrees outside your door at this point. we'll get back up into the low 60s. that is warmer than yesterday was. there is high school small chance of rain in the seven-day forecast. we'll keep an eye on it. those showers may miss us to the north. the real rain is going to be on sunday. that is going to be the main impact of this week's forecast. all right, over to you. now, i'll admit to being a little bit in awe of the subject of this next story. an impressive for talented san jose teenager. he quite literally made the cover of time magazine. 14 global radio-year-old tyler gordon painted this image of lebron james. he says he has always looked up to lebron. lebron tweeted saying you can do anything you put your mind too. tyler started getting recognition for his paintings of president-elect biden and

vice president-elect kamala harris. what inspired his passion for art. art always inspired me and just getting the chance to do it myself. tyler says she putting together a virtual onlean foolery. >> we have seen poem come up with creative ways to save. awe a pair of restaurant owners who are helping the community. >> saw their catering calendar in the covid-19 work van. >> all of our contracts and our events came to a screeching
