disputes on who will get the coronavirus vaccine first. we will talk about the first wave of vaccinations . >> the people that are mostly likely to get the coronavirus are productive. the painful cuts the mayor is taking. how will city workers react . >> there is no relief in sight for americans after stalling for a stimulus plan. good evening, i am devin fehely. >> it is so cool and clear morning. whenever it is cool normally it is clear. take a look at that current temperatures. santa rosa is 30 degrees. in the inland areas, the north bay and some spots in the south bay, you may wake up to patchy frost. especially at the higher

elevations. there will be chilly, cold temperatures. it will warm up. that is not until the afternoon hours. a few patchy spots. there will be a few issues. visibility is good. the clear skies are making things chilly. like i said, it will start to warm up. the afternoon forecast, look at that sunset at 4: 53. you will be in the mid 50s along the coast and to the mid 60s in the inland areas. that will be the story for the rest of the week. i will have the remainder of your forecast ahead. there is a huge effort forward to control the pandemic. moderna will rollout the new vaccine. starting tomorrow 6 million initial doses will be shipped across the country. 20 million expected by the end of the year.

the moderna vaccine is 94.1% effective overall. california reported 41,000 new cases. in the last 24 hours, 300 people across the state have died from the coronavirus. coronavirus hospitalizations are drastically up. it is up 70 percent. icu admissions are up by 58%. the south bay health system will start vaccinations today. el camino health will administer the dose to first- line workers. the first recipient include doctors, or care nurses and respiratory doctors. there are disputes on who will get the vaccine. there have been protests at stanford hospital. some of the first doses would go to senior faculty members who reportedly work from home

and do not have contact with patients. >> reporter: first in the room, back of the line. that is the slogan being used by protesters . >> the people that are most likely to get the coronavirus. >> reporter: many are at residents and fellows. doctors working from med school. they are often the ones treating covid patients. seven of the residents were on the list . >> they should be in the first wave of getting access to the vaccine. they are telling us they are not pair >> reporter: the hospital used an algorithm to determine who will get the shot and who will wait. respiratory nurses, food service workers were left off of the list. senior staff got the first spots. some of them have been working from home or are working in specialties where they will not treat covid patients . >> random people will are in

the first wave but not the residents or the fellows that are working on the front line. >> reporter: some are questioning whether the vaccines are being given based on need. this is going on across the state. how to distribute the vaccine fairly and who should be vaccinated in what order. there was a statement that apologized . >> our intent was to establish an equitable process. we are revising our plan to better sequence the distribution of the vaccine. they plan on having all of their employees vaccinated by the end of january. reporting from palo t, katie nelson. overnight they tweeted, san francisco is deciding not to include firefighters in the first round of vaccinations. we are in your homes and

treating many of the people that use the 911 system. for the safety of the people of san francisco, we should be vaccinated. may libby schaaf is trying to tackle a budget shortfall. she is director senior staff to take 10 unpaid days off and to defer wage increases. other actions include an immediate hiring freeze and a reduction of overtime. she is requesting each city department to prepare proposals for budget cuts of up to 20% for the current fiscal year. california's unemployment rate is down from 9% to 8%. more than 327,000 people have stopped working for jobs. talks on capitol hill have hit a roadblock.

lawmakers are negotiating. >> reporter: the house and senate passed a two day extension of government funding on friday evening. that will avoid is shut down . >> the joint resolution is agreed to. >> reporter: the lawmakers have the weekend to hash out the final sticking point over a $900 billion covid relief will. >> both sides are committed to finalizing it. this is for the american people. >> reporter: the plan being discussed would include another round of stimulus checks, between $600 and $700 per person . >> the working people are probably in a worse economic condition than any time or since the great depression. >> reporter: lawmakers had an impasse by a republican senator to wind down the emergency

reserve program. senator mick romney was among the lawmakers who received the first dose of the vaccine on friday. >> vice president also received his first dose of the vaccine on friday. president-elect biden will receive his shot on monday. the president-elect will unveil key members of his claimant team. if confirmed, michael reagan will be the first black man to lead the environmental protection agency. deb haaland could become the first native american cabinet secretary . reporting from washington. negotiations will continue through the weekend. congressional leaders are hinting at a possible vote tomorrow. again in the south bay is hoping to slow down the reopening of schools. union members will have a car

caravan rally. this is in santa clara county. they want the office of education to put safety first. they do not want to rush to reopen schools and offices. >> reporter: there is another roadblock. there had been a goal to reopen classrooms on january 25th. now labor unions have made new requests which go beyond the department of public health guidance. they want san francisco to be in the orange tier for two weeks. mayor london breed is not happy . >> the people that are suffering are our children. the children in the city are suffering. we cannot grown-ups together to do what is in their best interests. >> reporter: the mayor says the city is taking a conservative approach to reopening schools. the parents are frustrated on how the demands could change it . >> i no longer know what the

up, around and over us. this will start to drop in later in the week dipping they temperatures lower. possibly, we may see some moisture at the end of the week going into the weekend. at this time there are no solid models that show rain. we will be dry and clear and cool. that is for the remainder of the week. take a look at future cast, let's see how it will play out. most obviously, nothing. there may be some high clouds here and there as we move into the afternoon hours going into tomorrow. it will be nice and clear. starting to build back and just a little bit. that may be monday morning going into the north bay. for the most part we will remain clear. it will be a clear chilling morning, will turn into a mild

live from the cbs bay area studios, this is kpix 5 news. the time is 6:30. i am devin fehely . >> we will check out the weather. it is cool outside. it is below freezing in some spots. santa rosa is 31 degrees. 35 degrees in livermore. in the inland areas, especially in the valleys that is where the coldest temperatures are. you may wake up to some frosted this morning. oakland is still in the 40s. the marine layer, nonexistent for the most part. dad is allowing the temperatures to drop down.

it will be the same story tomorrow and all the way through the rest of the week. will stay offshore thanks to a high pressure system. that is allowing the temperatures to drop. we woke up cooler than yesterday. along the water, not the story. see the inland areas, look up fairfield. it is 6 degrees cooler than yesterday. that will be the continued story moving through the week. this afternoon we will be in the mid 50s along the coast. right around the bay it will be 61 degrees. it will be clear, beautiful and cool tonight. first we have to get through a beautiful, sunny day. the second for runner for the coronavirus was approved. my donor was start shipping doses. president-elect joe biden and his wife are scheduled for their first doses on monday. the vice president-elect will have her vaccine the following week. vice president mike pence is the highest ranking u.s.

>> reporter: 5100 patients are at l.a. county hospitals. that is an all-time record. icu members has cared for some of them. how do beds free up? what happens when they do? >> the beds do not free of. when they do they are replaced with another patient. there is never an open bed in the icu. >> reporter: if you have a heart attack or you get into a car accident or have a stroke will there be a bad? staffing is limiting as well. many have been working 12 hour shifts day after day for months. hospitals may be able to add beds but they cannot always bring in more lifesaving hands to deal with the increasing workload .

>> to give you an example, when we do covid patients, we lay them on their stomach. it is six nurses to one patient. >> reporter: hospital administrators and front-line workers are frustrated with people who deny the severity of the virus. they deny the impact on the hospitals. >> it is every morning. this is not funny. there is nothing funny about it. we do not know that this virus is depriving you of oxygen. >> reporter: she has covid. she is pleading with everyone to stay home a bit longer as the vaccine is being deployed . >> we need to take care of each other. i cannot talk. we have to take care of one another. >> reporter: the surge we are seeing right now are from thanksgiving. the daily case count has doubled and sometimes tripled since then.

>> among the coronavirus patients hospitals in los angeles and orange county, one in five people is in intensive care. people crowded boardwalk said old sacramento. many of them ordered mills to go. they created their own outdoor dining. some are tired of following all of the restrictions. >> it is ridiculous. i will not abide by them . >> i have to feed my stomach. we have to eat and live . >> i would imagine people and letting down their guards. it is the difference how people are reacting to all of this. i need to get my vaccine. >> experts are concerned people seeking normalcy will cause another spike in icu way.

>> people are increasing transmission rates by exposing others. people will die because of this. >> reporter: some restaurant owners say it is not up to them to tell customers what they can or cannot do to pick up their food. restaurants in san diego county will have to shut down again. they blocked a judges order to allow restaurants to resume indoor, outdoor dining. it is back to takeout and delivery. san jose charity will start a toy giveaway. it will start at 10:00. it will continue each day to monday. and north bay there is a drive through to pick up toys and food. this will be on wilson avenue. the distribution is geared towards helping more than 200 families. this is the white house.

be above average, we are waking up very chilly. that is because of the high pressure system. it is hanging off off of the coast. they were building. it will act as a strong arm against this. the clouds will go up and over the area. the low pressure system will start to dip down starting to bring cooler temperatures from the polar vortex. there will be small chances of rain. that will be at the end of the week. at this time, no hard, solid numbers on a how much rain we could get. there is a high pressure system. future cast, it will be nice and clear. you have to pay attention to the outskirts. moving into the afternoon hours, it is nice and clear. we will not see any clouds. we may see some high clouds packing through quickly and only briefly as we move into the rest of the weekend. we may see some fog coming in overnight in the early morning

jefferson award winner. >> lisa and her volunteers prepare meals for people with special needs and their caregivers. they call themselves culinary angels . >> we deliver hope, free of charge. >> reporter: volunteers have cooked 5200 meals in three years. they are serving 300 people a month. 95% of the people are undergoing cancer treatment. the couple signed up for culinary angels three months ago . >> my husband had not eaten a full meal because of chemotherapy. >> reporter: that changed with the first delivery . >> i was shocked. it's >> reporter: the food nourishes the body and the spirit. >> they are strangers but there
