it is monday, december 21, 2020. this is cbs morning news. deal reached. congress is expected to vote today on the stimulus package. what it means to the average americans after months of gridlock. new strain, new concern. a more contagious form of the virus is spreadin in the uk. wrong home raided. chicago police handcuffed an innocent woman in her home. new fallout after the body cam video is released. good morning.

good to be with you. i'm anne-marie green. there is help on the way for millions of americans and businesses struggling during the coronavirus pandemic. last night, top republican and democratic lawmakers reached a deal on an economic relief package. the $900 billion agreement benefits, paycheck protection program and direct payments to americans at the moderna vaccine is being distributed around the country. it is the second vaccine to fight the coronavirus which has killed 317,000 people in the u.s. debra alfarone is in washington. i guess the new question with the new vaccine is who is first in line to get the moderna vaccine?

>> after health care workers and people living in nursing homes. next up, people who are 75 years and older and front line workers whose jobs put them in contact with people every day. the first doses of the moderna vaccine shipped out on sunday. bound mostly for the arms of health care workers and those in long-term care homes. his father died from covid-19 last month. he's a ups driver now delivering loads for ups. >> this has been the most important load i've hauled. i fell dad was in the truck with me today. >> the second vaccine to be authorized after pfizer's earlier this month. >> a glimmer of hope that we are racing toward the end as quickly as possible. >> lawmakers here on capitol hill have come to an agreement on the $900 billion relief package. the house and senate are expected to vote on it today. >> it is packed with policies to

help struggling americans. >> the legislation doesn't go as far as what congress passed in march. >> it includes a $600 stimulus check. $300 a week in extended unemployment benefits and $284 billion for the paycheck protection program. >> anyone who thinks this is enough do not know what is going on in america. >> members of congress received the vaccines last week. president-elect joe biden and his wife dr. jill biden will get theirs today. >> more on the relief bill. and both sides say once president-elect joe biden takes office, there will be more help. >> it will be a busy day. thank you, debra. ahead this morning, new jersey governor phil murphy will join us to discuss his state's vaccine roll out.

despite receiving fewer vaccines than anticipated. a concern about a new strain of the coronavirus sweeping through the uk. it is said to be 70% more contagious and the exiting strains. at least eight european countries and canada have restricted travel now to the uk. central london was early quiet yesterday with new restrictions and nonessential shops were closed. people told to cancel their christmas plans. crowds went out packing before new travel rules went into effect. more from london. >> with the clock ticking towards lockdown central london was packed with crowds making the most of last chance christmas shopping. by morning, all nonessential businesses were shut and will stay that way at least to the end of the month. >> last tuesday, prime minister

of london before the deadline fell at midnight last night. >> the good news is that this new strain of coronavirus although does spread faster, doesn't seem to make people sicker and it does look as if the vaccine will work. european countries are nervous and have began to ban travelers from the uk outright. elizabeth palmer, cbs news reporting from london. president-elect joe biden is vowing to punish russia for its alleged role in a wide-spread cyber attack of several federal agencies. mr. biden's chief of staff said he will hit moscow with financial sanctions and other measures and limit its abilities to launch future hacks. mitt romney is on board and says russia's hack demands a response. >> i think we have to have a clear approach. this demands a response.

the response you'd expect to occur is a cyber response. >> secretary of state mike pompeo which compromised several critical agencies was the work of russia. president trump is yet to blame russia and is instead pointing his finger at china. chicago's top attorney resigns over a botched police raid of an innocent woman's home. he announced the action in an email. he didn't say if he was asked to resign. police body camera footage of the raid of her home nearly two years ago of her home showed how officers broke into her apartment and handcuffed her while she was naked. the target was next door and wearing an ankle monitor. one member of the coronavirus task force is accused of breaking her own

she insisted the visit was to prepare the property for sale and not for the purpose of thanksgiving. in sacramento, crews raced to rescue a santa glider that got tangled in power lines. the man spotted riding a para motor. a harness and glider powered by a small engine and fan. folks in the area say he was just trying to spread some holiday cheer. >> he was over here to drop candy canes to the kids. it took about two hours for the man to be rescued. luckily he wasn't hurt. that is why the real santa flies with reindeer and not a para glider. still ahead, military

here is a look at today's forecast in some cities around the country. the new york jets are no longer winless. they pulled off arguably the biggest upset of the season beating the los angeles rams 23-20. the jets are now 1-13. they entered the game as a 17-point underdogs. but never trailed against the rams who have the best defense in the league. had. pretty good. a christmas miracle. >> holiday travelers are on the move and wonder woman debuts overseas. naomi has that and more. >> to be markets in asia

finished lower this morning. stock futures indicating a mixed open following a covid relief deal on capitol hill. on friday, the dow lost 124, the nasdaq slipped 9 and s&p dropped 13. the holiday travel rush is on despite the cdc asking many people to stay home. the tsa screened more than 2 million people combined on friday and saturday. a spokes woman told usa today, it is the first time screenings have topped 1 million people since the pandemic started. still numbers are down about 60% compared to last year. apple has closed all 53 stores in california because of the pandemic. they made the announcement over the weekend. no word on when they'll reopen. retail stores are limited to 20% capacity since much of
