breaking overnight, the u.s. will impose new restrictions on all travelers from the u.k. to help curb the spread of a new coronavirus strain. starting monday, all passengers arriving from britain must show proof they tested negative for covid-19 within three days of their trip. dozens of other countries have already imposed travel restrictions. there's also concern about another rise in cases as people gather for christmas. naomi ruckham is in new york. naomi, tell us how 24things are looking different around the globe this year. >> reporter: diane, good morning to you. it is a somber christmas morning around the world as people mourn the loss of 1.7 million victims of the crone. church services and family gatherings are much smaller this year as people try to abide by and respect those covid restrictions. >> merry christmas. >> reporter: it was a subdued midnight mass in bethlehem with

local restrictions keeping foreign pilgrims away. ♪ at the vatican, midnight mass was moved up to follow the italian government's 10:00 p.m. curfew. >> i hope for the future that next year it will be possible to celebrate christmas all together again. >> reporter: pope francis told the faithful they should feel obligated to help the needy. the head of the world health organization says people need to help health care workers fight the coronavirus. >> we must not squander their sacrifices, nor those made by so many families who will sit at family tables, missing a familiar face. >> reporter: on the other side of the world, in los angeles county, restrictions are in place to keep worshippers safe. >> please do not exchange any sort of handshakes or hugs. >> reporter: the virus is surging in california. the state reported more than 350 new deaths yesterday. >> we are at the brink and they are just on the verge of being

pushed over. >> reporter: with airline travel at the highest it has been since march -- >> i cannot get over it. i'm not afraid of it no more. >> reporter: there are fears of a post-christmas surge. >> if what happens over the winter holiday break is at all the same of what happened or even half of what happened over thanksgiving holiday, we're in deep trouble. >> reporter: federal officials had planned to distribute 20 million vaccine doses this month, but now it looks like that number won't be reached until early next year. and complicating matters on the ground, state and local officials argue they need more money to distribute the vaccine. there is about $9 billion set aside for that in the new coronavirus relief bill which the president, diane, has yet to sign. >> naomi ruckham in new york. naomi, thank you. well, president trump is spending christmas in west palm beach. republicans, democrats and millions of americans are waiting to see if he will sign the covid relief package. paula reid reports from florida.

>> reporter: house republicans turned back a push by democrats to increase stimulus checks from 600 to $2,000. >> the house stands adjourned. >> reporter: it was a rebuke. >> i'm asking congress to amend this bill -- >> reporter: after the president threatened to amend the relief bill. with millions of americans in limbo, democrats are pushing him. >> believe it or not, democrats agree with the president. at least to the extent that we need to sign this bill now. >> reporter: even republicans remain in the dark as to the president's next move. >> the best way out of this is for the president to sign the bill and i still hope that's what he decides to do. >> reporter: the president was seen pulling into his palm beach golf club but otherwise laid low after releasing fresh controversy after a slew of clemency including a full pardon for jared kushner's father charles kushner who pleaded guilty and was sentenced to two

years in jail for preparing false tax returns and witness retaliation, including using a prostitute to blackmail his brother-in-law, a witness in the case. that case was prosecuted in early 2000s by trump ally chris christie. >> it's one of the most loathe some disgusting crimes i prosecuted when i was u.s. attorney. >> reporter: mr. trump also extended pardons to his former advisers roger stone and paul manafort, both convicted on charges stemming from the special counsel investigation into russian meddling. of the more than 80 clemency actions the president has issued while in office, 58 were for people he knows personally, were done as a favor to an associate or were granted for political benefit. but the president's choices were met with criticism. even from republicans like ben sass, who called the moves rotten to the core. once the stimulus bill is physically here in florida, the president is able to sign it quickly if he wants to. but even with millions of

americans in limbo, the white house still refuses to say what the president will do. paula reid, cbs news, west palm beach, florida. >> a powerful christmas storm has moved to the east coast. people in new york city and surrounding areas could see 70 mile per hour windnds, and att leleast 2 inchches of raiain by enend o of the mornrning. the samame storm system roared throughh minnenesota this week, dumping more than 9 inches of snow on parts of the state. and new video shows just how bad it got in sioux falls, south dakota, on wednesday. a meteorologist reported whiteout conditions on the road as a heavy blizzard moved through the region. the columbus, ohio, police chief is recommending that an officer who shot and killed an unarmed black man earlier this week be fired. chief tom quinlan said he filed two departmental charges alleging critical misconduct against adam coy. video footage shows coy shooting

andrey hill. he can be seen holding a cell phone seconds before he was shot. chief clemens said the case breaks his heart. >> i cannot fathom the pain andrey hill's family is feeling right now. he was taken from them by violence, preventable violence, senseless violence. >> the recommendation for coy's firing now goes to the city's public safety director. a wildfire that forced the evacuation of thousands of people living near a california marine base is now 35% contained. the creek fire began wednesday forcing at least 7,000 people near camp pendleton to be evacuated. the flames scorched at least 3,000 acres before fire crews were able to stop it from reaching any homes. people who were evacuated are being allowed to return to their homes. as we mentioned earlier, christmas eve mass at the vatican was a bit different this year due to the pandemic. pope francis spoke to a crowd of

at least seven vehicles were damaged, but no injuries were reported. for the first time since last year's devastating fire, a concert is held inside notre dame cathedral and a cabinet secretary's wife tests positive for the coronavirus. those are some of the headlines on the morning news stand. bloomberg reports secretary of state mike pompeo's wife tested positive for the coronavirus. unidentified sources said susan pompeo tested positive ahead of her husband's announcement last wednesday that he was going into quarantine for exposure. the state department said mike pompeo tested negative. the couple came under criticism for holding parties at the state department despite the nationwide spike in cases. it's not clear if susan pompeo attended any of the parties. reuters says more than 2 million people have voted early in georgia's critical pair of senate runoff races. about 1.3 million people have cast early ballots at in-person polling places.
